H.R. 맥매스터 백악관 국가안보보좌관이 북한의 핵무장을 허용할 수 없다는 미국 정부의 원칙을 거듭 확인했습니다. 보유 무기를 반드시 사용하고 확산시키는 북한에 파괴적 역량을 쥐어 줘서는 안 된다고 강조했습니다. 백성원 기자가 보도합니다.

H.R. 맥매스터 보좌관은 북한의 핵무장 위험을 참아낼 수 없다고 밝혔습니다.

[맥매스터 보좌관] “We can’t tolerate that risk. The world can’t tolerate that risk.”

맥매스터 보좌관은 19일 미국 ‘CBS’ 방송에 출연해 미국이 어떤 식으로든 핵무장한 북한과 공존할 수 있느냐는 사회자의 질문에, 미국은 그런 위험을 참을 수 없고 세계도 그런 위험을 참을 수 없다고 답했습니다. 이어 북한이 핵무기를 보유한다면, 다른 누군가 핵무기를 갖는 것을 어떻게 막을 수 있겠느냐고 반문했습니다.

[맥매스터 보좌관] “If North Korea has a nuclear weapon, who are you going to try to prevent getting one? Look at the regime, the hostility of this regime to the whole world.”

맥매스터 보좌관은 미국이 북한에 최대의 압박을 가하는 것은 전 세계를 위협하는 핵과 미사일을 추구의 막다른 골목에 이르렀다는 사실을 김정은에게 설득시키기 위한 것이라고 설명했습니다.

[맥매스터 보좌관] “What we’re doing is really applying maximum pressure to North Korea to convince Kim Jong Un that this is the dead-ends pursuit of nuclear weapons and an intercontinental ballistic missile-long range ballistic missile-which, of course, poses grave danger to the whole world.”

특히 트럼프 대통령이 주도하는 노력은 북한 정권을 고립시키기 위해 각국에 유엔 안보리 결의에 명시된 의무 이상을 요구하는 것이라며, 불량 정권과의 모든 무역을 끊을 것을 모든 나라에 촉구했다고 말했습니다.

[맥매스터 보좌관] “What you’re seeing is an effort led by the President worldwide really though, to isolate the regime to cut off not just what is restricted by current UN Security Council resolutions but to do more. The President asked all nations to cut off all trade with this rogue regime, which you see has never made weapon it didn’t use or proliferate to sell to somebody else.”

이어 북한은 자신들이 만든 무기를 반드시 사용할 뿐 아니라 이를 확산하고 판매한다며, 북한의 사이버 공격과 김정남 씨 암살 등을 예로 들었습니다. 따라서 북한 정권은 절대 이 같은 파괴적 역량을 가질 수 없다는 겁니다. 맥매스터 보좌관은 북한을 옹호하는 러시아의 태도에도 문제를 제기했습니다.

[맥매스터 보좌관] “It just doesn’t make sense that Russia would increase trade and alleviate any pressure on the North Korean regime. Of course, North Korea poses grave direct threat to all nations including China and Russia, but what happens when North Korea gets this capability? What if other nations in the region arm in this way? That is going to be even more destabilizing.”

러시아가 (북한과의) 무역을 늘리고 북한 정권에 가해지는 압박을 느슨하게 만들려는 것을 이해할 수 없다는 겁니다.

이어 북한은 중국과 러시아를 포함한 모든 나라에 중대하고 직접적인 위협을 가한다며, 북한이 이 같은 역량을 갖고 있다고 했습니다. 또 이는 상황을 더욱 불안정하게 만들 것이라고 강조했습니다.

맥매스터 보좌관은 또 렉스 틸러슨 국무장관이 트럼프 대통령과 이견을 노출한 것이 해외에서의 그의 활동을 훼손하는 것 아니냐는 질문에, 트럼프 대통령이 지금은 북한과 대화할 때가 아니라는 것을 매우 분명히 했다고 말했습니다.

[맥매스터 보좌관] “The President has made very clear that on North Korea for example, now is not the time to talk. And what he means is, there can’t be negotiations under these current conditions…The problem is now that their programs have advanced so far we don’t have time to do that again and so we can’t repeat the failed pattern of the past.”

맥매스터 보좌관은 현 상황에서는 협상이 이뤄질 수 없다는 게 트럼프 대통령의 뜻이라고 설명했습니다. 그러면서 북한의 핵·미사일 프로그램이 상당히 진전돼 미국은 과거의 실패한 형태의 협상을 할 시간이 없고 이를 반복할 수도 없는 게 문제라고 지적했습니다.

한편 맥매스터 보좌관은 이날 영국 ‘BBC’ 방송과의 인터뷰에서 북한 문제를 평화적으로 해결하고 싶지만 트럼프 대통령의 말처럼 모든 옵션이 테이블 위에 있다고 확인했습니다.

[맥매스터 보좌관] "We want the resolution to be peaceful - but as the president has said, all options are on the table, And we have to be prepared, if necessary, to compel the denuclearization of North Korea without the co-operation of that regime."

맥매스터 보좌관은 또 필요하다면 북한 정권의 협조 없이 북한의 비핵화를 강제할 준비를 해야 한다고 밝혔습니다. VOA 뉴스 백성원입니다.
