지소미아 파기결정 철회 및 즉각 연장을 촉구한다.

문재인 정권은 일본이 안보상의 이유로 한국에 대한 수출을 규제했기에 지소미아를 종료한다는 입장을 고수하고 있다. 지소미아가 파기되면 북한 핵과 미사일 방어를 어렵게 만들고, 한국이 미국의 안보전략에서 배제 될 수도 있다. 이에 대수장은 반일감정에 기초한 정책결정으로 국난을 자초하고 있는 문 정권에게 지소미아 파기 결정을 즉각 철회하고 한미동맹을 굳건하게 유지할 것을 촉구한다.
 
1. 11월 22일 이전에 지소미아는 연장하고 9.19 군사 분야 합의는 파기하라.
한일 군사정보보호협정인 지소미아가 11월 23일부로 종료되면 우리는 그동안 일본이 제공하던 북한에 대한 필요한 정보를 얻지 못하게 될 것이다. 9.19 남북군사분야합의로 우리 군의 감시․정찰 능력이 제한되고 있는 상황에서 일본과의 정보 교류마저 중단된다면 북한군 동향 파악에 중대한 차질을 가져오게 될 것이다. 지금 이 시기에 파기할 것은 지소미아가 아니라 9.19 남북군사분야합의이다.

지소미아는 한·일 안보협력의 교량이자 한·미·일 3각 안보의 발판이다. 지소미아의 가치는 북한, 중국, 그리고 러시아의 핵과 미사일 정보를 공유하고, 중국과 러시아의 공역 침투를 경고하고 차단하는데 도움이 되는 연합방어 수단이며, 군사정보 공유의 한 축이다. 지소미아는 자유통일 이후에도 대한민국 안보의 빈틈을 보완할 수 있는 수단이며, 별도의 예산이 들지 않으면서도 막대한 군사이익을 창출할 수 있는 제도이기에 유지해야 한다.

2. 국민의 생명과 재산 보호를 위해 지소미아를 즉각 연장하라.
지소미아의 가치는 이제 대한민국 국민 모두가 아는 안보의 상식이 되었다. 지소미아를 폐기하자고 하는 자들은 적(敵)을 편드는 간첩이거나 대한민국 국민을 안보의 사각지대로 내모는 이적(利敵) 무리들이다. 무지와 독선으로 국익과 안보를 파괴하고 있는 주사파 정권은 즉각 참회하고 국가안보 정책을 북한이 아닌 국민중심으로 전향시켜라. 정경두 국방장관은 국민의 생명과 재산을 보호하기 위해 지소미아 연장을 건의하고, 만약 지소미아 연장을 관철시키지 못한다면 사의를 표명하라.

3. 지소미아 파기는 군사상 이익을 해치고 적국에 군사상 이익을 제공하는 이적행위이다. 
지소미아 파기를 가장 바라는 집단은 북한이다. 문재인 정권이 미국과 우방국이 만류하고 국민 다수가 반대하고 불안해하는 지소미아 파기를 강행한다면 이는 적을 이롭게 하는 이적죄에 해당한다. 거기에 더하여 지소미아 파기가 한미동맹을 약화시키고 주한미군 방위비 분담금을 상승시키는 요인으로 작용한다면 국고 손실죄가 추가될 것이다.

문 정권의 지소미아 파기를 국민은 결코 용납하지 않는다. 지소미아가 파기되면 대수장은 문 정권의 이적(利敵)죄를 고발하고, 정권 퇴진운동에 더욱 박차를 가할 것이다. //(끝)

We Urge the Government to Withdraw its Decision to Terminate
GSOMIA and Extend the Pact Immediately
Statement of the KORGAD

The Moon administration has maintained its stance on the General Security of Military Information Agreement (GSOMIA), contending that the pact should be terminated since Japan tightened controls of South Korea-bound exports for security reasons. Once the GSOMIA pact is scrapped, it will make it difficult for Seoul to defend itself against Pyongyang’s nuclear weapons and missiles, and the South could potentially be excluded from Washington’s security strategy. Therefore, we, at the Korean Retired Generals& Admirals Defending the Nation (KORGAD), urge the Moon administration, bringing calamity upon itself with policies based on anti-Japan sentiment, to immediately withdraw its decision to abrogate the GSOMIA pact and solidify the ROK-US alliance.

1. Extend GSOMIA before November 22 and Terminate the Sept 19 Inter-Korean Military Agreement
If GSOMIA, the military information protection agreement between Seoul and Tokyo, comes to an end on November 23, the South will no longer be able to obtain necessary information on the North from Japan. Since the September 19 Inter-Korean Military Agreement has already compromisedthe South Korean military’s surveillance and reconnaissance capabilities, if Seoul stops information exchanges with Tokyo, it will severely hinder the South’s ability to determine the North’s military status. Now is high time to scrap the September 19 Inter-Korean Military Agreement not GSOMIA. 

GSOMIA is a bridge for security cooperation between Seoul and Tokyo and a cornerstone of their three-way cooperation with Washington. Indeed, the GSOMIA pact is a combined defensive measure and an axis of military information sharing that allows both parties to share critical information on nuclear weapons and missiles of Pyongyang, Beijing and Moscow and warn the infiltration of airspace byBeijing and Moscow and block such attempts. GSOMIA must be maintained since it will continue to contribute to the security of the Korean Peninsula even after the reunification, and it will create massive military gains with no additional cost.

2. Extend GSOMIA Immediately to Protect the Citizens’ Lives and Wealth
The value of GSOMIA has become general security knowledge that all South Koreans are well aware of. Those determined to abolish the GSOMIA pact are either spies working for the enemy or malicious entities benefiting the enemy through jeopardizing the security of South Koreans. The NL administration, destroying national interests and security blinded by ignorance and self-righteousness, should repent of its wrongdoings and redirect its national security policies towards its citizens instead of Pyongyang. Kyeong-dooJeong, Minister of National Defense, should propose the extension of GSOMIA to protect the citizens’ lives and wealth, and in case he fails to extend the pact, he will have to resign. 

3. Abrogation of GSOMIA Jeopardizes the South’s Military Interests and Benefits the Enemy’s Military
The country that is most eager to see GSOMIA being abrogated is North Korea. If the Moon administration pushes ahead with its scheme to scrap the pact regardless of the dissuasion of its allies including Washington and South Koreans, its decision will benefit the enemy which ultimately is a crime of benefiting enemies. In addition, if the abrogation of GSOMIA undermines the ROK-US alliance and contributes to the increase of Seoul’s share of defense costs, a criminal charge of causing loss to the exchequerwill be added as well.

South Korean citizens will not tolerate the Moon administration’s termination of GSOMIA. Once the pact is scrapped, the KORGAD will charge the Moon administration with a crime of benefiting the enemy and expedite its impeachment campaign. // (end)
