Lucky Lula's legacy

Brazil's current president, Luiz Inacio Lula da Silva, has been able to take much of the credit for the country's recent growth that perhaps properly belongs to his predecessor. Yet Lula's achievement has been to keep the reforms he was bequeathed and add a few of his own-not a meagre accomplishment given that for the past seven years his own party has been trying to drag him to the left.
Lula is often mocked for beginning his sentences with the phrase, "never before in the history of this country". What his political opponents find even more infuriating is that he is often right. Brazil was able to cut interest rates and inject money into the economy as the world economy faltered at the end of last year, the first time it has been able to do this in a crisis. Whereas others predicted that world events would tip Brazil into recession, Lula reckoned that the crisis would amount to nothing more than a small tide breaking on his country's beaches. The economy shrank for only two quarters and is now growing again. The contrast with Brazil's performance in previous crises could not be more stark.
Plenty of problems remain. The central bank's headline interest rate is 8.75%, one of the highest real rates anywhere in the world. If the government wants a long-term loan in its own currency it still has to link its bonds to inflation, making debt expensive to service.
Productivity growth is sluggish. That may not seem the end of the world, but it reflects realities such as the two-hour bus journey into work endured by people living on the periphery of Sao Paulo, the country's largest city, during which they often risk assault before arriving too tired to be very useful. The government invests too little and has longstanding gaps in policing and education to fill. The legal system is dysfunctional. And so on.

행운의 Lula가 물려받은 유산

브라질의 Luiz Inacio Lula da Silva 現대통령은, 정확히 말하면 전임자에게 돌아 가야할지도 모르는, 경제성장에 대한 공을 많이 차지할 수 있었다. 그런데도 Lula의 업적은 그가 물려받은 개혁을 그대로 유지하고 그것에다 자신의 것을 몇 개 첨가한 것이다. 이것은 지난 7년 동안 그가 속한 黨(당)이 그를 左(좌)(사회주의) 쪽으로 끌고 가려고 노력하였다는 것을 勘案(감안)하면 결코 작은 업적은 아니다.

많은 문제가 남아 있다. 중앙은행의 헤드라인 금리는 세계에서 가장 높은 실질 금리중의 하나로서 8.75 %이다. 정부가 자체 통화로서 장기대부를 원한다면 아직도 정부공채를 인플레이션과 연동해서 빚을 쓰는 것이 비싸도록 해야할 것이다.
생산성의 성장 속도가 느리다. 큰 문제는 아닐지는 몰라도 이것은 브라질 최대의 도시인 Sao Paulo 변두리에 거주하는 근로자들이 매일 같이 버스를 2시간이나 타고 직장에 가야하는 것 같은 힘든 현실을 반영하고 있다. 너무 피로해져서 제대로 일도 할 수 없을 정도가 되어 직장에 도착하기 전에 강도의 습격을 당할 위험도 있다. 정부는 투자를 너무 적게 하고, 치안과 교육에 있어서 채워 넣어야할 빈곳이 많다. 법률제도는 기능장애 상태에 있다. 그리고 기타 등등.
