The most important policy goal for the United States to pursue in this region is how to counter China's military expansion. To this end, security-military cooperation between the United States and Japan, India, Vietnam, Australia and the Philippines is progressing without any perceivable obstacle. However, in the Korean peninsula, the safeguards to secure U.S. security interests are neither well established nor functioning.

The reason is obvious. It is because of North Korea's nuclear threat, and because the ROK - US - Japan cooperation to restrain Kim Jong Un's nuclear adventurism does not go smoothly. Officials of South Korea and the United States, on the surface, say, "There is no problem in cooperation between Korea and U.S." But is it really so?

Furthemore, since the Moon Jae In team took office, the ROK-U.S. alliance became seriously shaky. The key forces leading the current government are those who led ideological social movement during their 20s and 30s. For them at the time, the United States and Western Europe were imperialists subordinating the Third World nations. Their thoughts may have been much more refined over the last three decades, but it is doubtful whether their whole view of the world is 100% different from that of their young age.

What kind of attitude does the Trump administration really have toward Korean peninsula? This is the policy choice for the U.S. facing today. There are two opposing choices ; whether to maintain the ROK-U.S. alliance, U.S. ground forces, and the U. S. security commitments, or to redesign the entire security terrain of the Korean peninsula over the negotiation table of the Trump-Kim Jong Un summit conference scheduled for early June.

In order to demand Kim Jong Un to dismantle its nuclear weapons and ballistic missiles, the United States has no choice but to give Kim Jung Un a certain price. Therefore, a certain change in the existing security landscape of the Korean peninsula will be inevitable. The question is, what is the extent of the change, and what is the content of the change? This can not be clearly answered at this moment.

The United States should not accept Kim Jong Un 's request that the United States gradually step down from South Korea as North Korea' s nuclear disarmament will be phased out.
In any case, the ROK-US alliance must remain firmly. There are people in the United States also who wrongly argue that the United States should let go off South Korea and Korean peninsula. The Trump Administration should not be deceived by this new version of Chamberlain's appeasement policy. Korean peninsula retains unchanged value in defending the strategic interest of the U.S. in this aerea.

If there is a part of the result of the summit talks between Moon Jae In and Kim Jong Un that the United States can not readily welcome, the United States should say clearly and firmly "no." South Korea's liberal democratic camp will do the same.
The policy choice of the U.S. should not be constrained by Moon Jae In - Kim Jong Un talks. Regardless of how the South and the North on the Korean Peninsula say they would sit on the driver's seat, the United States should sit in the driver's seat with a larger scale, free from them.

In addition to the contact with the Moon Jae In government, it is asked the Trump administration have closer dialogue and deliberation with the liberal democratic camp in South Korea. This is because they are the Koreans who share ideological, philosophical, realistic sympathy and friendship with the U.S. government and citizens. The freedom loving forces of South Korea and the United States should work together to deter the totalitarian onslaught of Xi Jin Ping-Putin-Kim Jong Un camp.
