ABC 뉴스 ‘디스위크’ 인터뷰 "미국과 북한, 그리고 바라건대 한국과 일본까지 포함한 당사국들 간 외교 절차를 시작해야" 사전 준비가 전혀 없이 시작된 미-북 협상은 처음부터 실패가 예정돼 있었다고 리언 파네타 전 미국 국방장관이 지적했습니다. 관련국들이 핵과 미사일 등 모든 문제를 테이블 위에 올려놓고 거래하는 외교 절차를 시작해야 한다고 주장했습니다. 백성원 기자가 보도합니다.

파네타 전 장관은 미-북 간 싱가포르 정상회담은 쇼에 불과했고 서로 악수와 말을 주고받은 게 전부였다고 지적했습니다.

[리언 파네타 전 국방장관] “This was all about show. It was about shaking hands and exchanging words but the underlying work on process, on looking at nuclear weapon sites, on inspection regimes, on what should be done with sanctions, all of the things that need to be done to produce some kind of peaceful solution were not done.”

파네타 전 장관은 2일 ABC 뉴스 ‘디스위크’에 출연해 북한의 핵무기 시설, 사찰 체계, 대북 제재 등 평화적 해법을 도출하기 위해 필요한 근본적인 사안에 대한 절차가 싱가포르 회담에서 전혀 이뤄지지 않았다고 말했습니다. 사전에 이뤄졌어야 할 준비작업이 전혀 없이 열린 미-북 회담은 여러 면에서 처음부터 실패가 예정돼 있었고, 역사에도 실패한 정상회담으로 남을 것이라는 비판입니다.

[리언 파네타 전 국방장관] “Frankly I think we have a failed summit on our hands right now and there's a long list of failed efforts throughout history, this may be another one of those. And the problem is that in many ways it was doomed to failure from the beginning because there was never the preparatory work that has to be done prior to a summit meeting.”

그러면서 지금 이행돼야 할 것은 이전에 이뤄지지 못한 기본적인 외교 작업이라고 강조했습니다. 모든 관련 사안을 검토하고 테이블 위에 올려 미국과 북한, 그리고 바라건대 한국과 일본까지 포함한 당사국들 간 외교 절차를 시작해야 한다는 겁니다.

[리언 파네타 전 국방장관] “What needs to be done now because it wasn't done before is the basic diplomatic work that looks at all the issues that are involved here, puts them all on the table and begins a diplomatic process between the United States, North Korea, hopefully South Korea as part of that as well as Japan.”

이어 궁극적으로 현 상황에 대한 해법의 일부가 될 거래를 할 수 있도록 관련국들이 모여 모든 것을 테이블 위에 올려놔야 한다고 거듭 강조했습니다.

[리언 파네타 전 국방장관] “But putting those parties together with everything on the table so that you can begin to make the tradeoffs that are part of what ultimately would be a resolution to the situation.”

김정은과 환상적인 관계를 갖고 있다는 트럼프 대통령의 거듭된 발언과 관련해서는, 미-북 협상은 두드러진 개성에 관한 것이 아니라 북한, 미국, 한국 간의 차이를 해결하는 힘겨운 협상에 관한 것이라고 지적했습니다.

[리언 파네타 전 국방장관] “Well, this isn't about the dominance of personalities, this is about the hard work of negotiating the solution to the differences between North Korea and the United States and South Korea.”

아울러 시급한 문제가 많이 있지만 여기에 대한 어떤 작업도 이뤄지지 않고 있다고 비판했습니다. 핵과 미사일, 화학무기 시설이 어디 있는지 모르고, 어떤 사찰 체계도 개발하지 않고 있다는 겁니다.

[리언 파네타 전 국방장관] “There are a lot of issues at stake here, but none of that work has been done. We don't know where those nuclear sites are. We don't know where the missile sites are. We don't know where a lot of their chemical sites are located. We have not developed any kind of inspection regime.”

파네타 전 장관은 이 모든 것들을 테이블 위에 올려 논의해야 하지만 해당 사안에 대한 진지한 만남이 아직 이뤄지지 않고 있다며, 이것이 문제라고 지적했습니다.

[리언 파네타 전 국방장관] “All of that needs to be on the table. That's what needs to be discussed and we have yet to have a serious meeting on those issues. That's the problem.”
