2000년 10월 ‘포브스’지(誌)가 발표한 미국의 4백대 자산가 가운데 유태인은 64명(16%)으로 미국 내 유태인 인구비율(2.5%)을 크게 웃도는 수치다.

이 같은 유태인의 경제력은 지난 85년의 부호 순위 점유율 26%를 정점으로 감소 추세를 보이고 있지만 여전히 막강하다.

특히 지난 18년간 미 FRB(연방준비제도이사회)의 의장으로 세계경제를 좌지우지해온 앨런 그린스펀은 뉴욕 태생의 유태인이다.(현 FRB 의장인 벤 버냉키도 유태계임)

뿐만 아니라 M&A의 ‘달인’인 시티그룹의 샌 포드 웨일 전 회장, 세계 최대의 보험회사인 AIG의 모린스 그린버그 전 회장, 메트라이프의 로버트 벤 모세, 리만 브라더스의 리처드 풀스, 골드만 삭스의 헨리 폴슨(전 미국 재무장관) 전 회장 등이 모두 성공한(?) 월가(Wallstreet) 유태인들이다.

미 연방은행은 사립(私立)은행의 집합체로 주요 소유자는 록펠러, 골드만 삭스, 로스차일드 등의 유태계 재벌이다

FRB는 상업어음의 재할인이나 공개시장의 조작으로 각 지구의 금융통제를 맡고 있다.

세계의 많은 나라들은 오늘날 FRB가 공개수수료를 얼마만큼 올리느냐 내리느냐에 일희일비하면서 신경을 곤두세우고 있다. FRB를 지배하는 자가 세계의 금융을 지배할 수 있게 된 것이다.

실제로 FRB는 사립은행의 집합체로 직접적인 FRB의 주요 소유자는 록펠러, 골드만 삭스, 로스차일드 등의 유태계 재벌이다.

미국의 ‘Yellow Page’(업종별 전화번호부)를 보면 ‘연준’은 정부기관란이 아닌 민간기업란에 있다. 이와 비슷한 경우가 영국의 중앙은행이다. 영국의 중앙은행은 원래 로스차일드 가문의 개인 소유 은행이었다가 1946년 노동당 정부가 국유화 했다. 공식적으로는 국가 소유지만, 실질적으로는 여전히 민간은행의 성격을 띠고 있다.

로스차일드가(家)는 독일의 프랑크푸르트에서 일어났다. 제1대인 마이어 암셸 로스차일드(1744~1812)는 아들이 5형제가 있었다. 그는 아들들을 모두 어릴 적부터 상인으로 철저하게 훈련시킨 다음, 당시의 유럽 5대 도시에 파견했다.

5대 도시는 프랑크푸르트, 비엔나, 나폴리, 파리, 그리고 런던 이었다. 5형제는 모두 각 도시에서 금융업으로 성공을 거두었다. 로스차일드가는 돈을 꿔주는 입장에서 전쟁이 날 때마다 더욱더 발언권을 얻게 되었고, 강력한 세력으로 중앙은행을 지배했다.

로스차일드 가문의 금융 지배력은 유럽에만 국한되지 않았다. 대서양 건너 미국에서도 엄청난 힘을 발휘하게 됐다. 그것은 바로 FRB를 통해서였다. 실제로 미국 내 유태계 은행들은 국제적으로 연대하기 때문에 순이익에서 타의 추종을 불허한다.

미국 5대 은행(시티, BOA, J.P.모간 체이스, 와코비아, 웰스파고)은 체이스 맨하탄과 J.P. 모건 등의 유태 재벌이 직영하고 있으며, BOA(뱅크 오브 아메리카)는 유럽의 로스차일드와 제휴하여 많은 지원을 받고 있다.

미국의 역대 대통령 가운데 일부는 유태계를 중심으로 한 유럽 거대 금융조직의 유혹을 뿌리치고, 개인이 미국의 통화발행권을 소유하지 못하도록 하기 위해 끈질기게 싸웠다.

최초의 미국 화폐를 만들어 유통시킨 미국 독립의 선각자 벤저민 프랭클린, 토머스 제퍼슨(제3대 대통령), 제임스 매디슨(4대), 앤드류 잭슨(7대), 아브라함 링컨(16대), 케네디(35대) 등이 대표적이다.

이들은 총알 한방 쏘지 않고 사설 중앙은행을 설립해 미국을 송두리째 삼키려 하는 거대 금융자본조직의 모든 불합리한 수단과 방법을 물거품으로 만들거나 약화시키기 위해 앞장섰다. 따라서 이 문제에 개입한 미국 대통령들은 항상 암살의 위협에 시달렸고, 대부분 비극적인 종말을 맞아야 했다.

서로 다른 시대를 살았음에도 이들 미국 대통령들이 개인 소유의 사설 중앙은행이 미국의 통화발행권을 갖는 것에 반대하는 이유는 동일했다.

1832년 제7대 앤드류 잭슨 대통령은 당시 미국의 통화발행권을 관장했던 사설 중앙은행이었던 ‘미국 제2은행’에 대해 다음과 같이 비판했다.

"정부의 이익금이 국민들에게 돌아가지 못하고 있다. 8백만 이상의 은행 주식을 외국인이 소유하고 있다. 우리의 것이어야 할 은행의 구조가 오히려 우리의 자유와 독립성을 위협하지 않는다고 누가 감히 말할 수 있겠는가. 이 사회의 돈을 관리하면서 우리 국민의 자주성을 외국인이 좌지우지한다는 것은 적에게 막강한 군사력이 있는 것보다 더 위험천만한 일이다. 하늘에서 내리는 비가 높은 곳이나 낮은 곳이나 골고루 적시는 것과 마찬가지로 정부가 부자나 가난한자를 공평하게 보호하는 것이 마땅하다. 그러나 현 정부는 그런 자격이 없다."

미국 경제와 국권이 달린 화폐 발행처인 중앙은행이 개인에게 넘어가는 것을 극구 막으려 했던 역대 미국 대통령들의 노력은 막강한 부를 이용해 조직적인 방해공작을 총동원한 국제금융조직에 의해 번번이 수포로 돌아가 오늘에 이르고 있다.

[2] 이명박 정부가 국책은행인 한국은행을 미국의 FRB(연방준비제도이사회)모델로 만들겠다고 한다.

이유는 “물가안정만 챙기는 현재 한국은행 체제론 금융위기를 돌파할 수 없다. 미국의 FRB처럼 물가불안의 위험을 무릅쓰고라도 통화를 과감하게 풀어 금융안정에 나서는 중앙은행으로 바꿔야 한다”는 것이다.

일례로 김중수(YS정권 초기 대통령비서실 경제비서관) 한국은행 총재는 올해 4월1일 취임사를 통해 “경제정책이란 한마디로 고용과 물가의 두 개 축으로 이뤄질 수밖에 없는 것”이라고 말했다.

김 총재는 “한은은 설립 목적이라고 할 수 있는 물가 안정을 달성하는 데 배전의 노력을 경주해야 한다”면서도 “‘고용’이 늘지 않는 경제는 지속되기 어려운 법”이라고 언급했다. 한은이 향후 ‘고용 문제’에도 적극 관여해야 한다는 주장을 펼친 것이다.

한국은행법 1조는 한은의 목적을 ‘물가 안정’으로만 명시해 놓고 있다. 반면 FRB는 설립 목적에 ‘물가 안정’뿐만 아니라 ‘고용-성장률 제고를 통한 국민경제 발전’이 포함돼 있다. (그러나 실제 FRB의 역할은 미국의 ‘유태계 금융회사’를 먹여 살린 것에 불과하다.)

나라를 망치는 방법도 참 가지가지다. 더 웃기는 것은 여야가 한목소리로 한국은행법 개정을 외치고 있다는 점이다.

한나라당 일각에서는 "금리를 최종 결정하는 금융통화위원(7명) 전원이 상근직이다 보니 한국은행의 논리에 휘둘린다"면서 "절반은 비상근으로 만들어 외부 의견을 적극 반영해야 한다"고 주장한다. "헬리콥터에서 돈을 뿌려서라도 경기 침체를 막겠다"고 선언한 벤 버냉키(Bernanke) 현 FRB의장과 같은 역할을 한국은행에 요구하는 것이다.

설상가상(雪上加霜)으로 이광재 민주당 의원은 “그린스펀 전 FRB의장이 경제 대통령으로 불릴 수 있었던 것은 중앙은행이 정치에서 독립됐기 때문”이라며 “금융시스템 자체를 고치자”고 주장한다. 이 의원의 말은 쉽게 말해 한은의 권한 강화와 맞물려 한은 총재의 임기 연장, 금융기관 조사권 확대 등도 함께 고려해야 한다는 것이다.

미국 경제 위기, 나아가 세계경제 위기의 주범은 어떻게 보면 시장 기능을 믿지 않는 FRB 때문이라고 해도 과언이 아니다. (미국의 현 오바마 경제정책은 사회주의에 가깝다.)

FRB가 반복적으로 경제를 불안하게 만드는 원인은 통화정책을 통해 경제를 안정시키는 데 있어서 중앙은행(유태계 민간은행 연합체)이 안고 있는 근본적인 한계 때문이다.

'물가안정'뿐만 아니라 '고용' 및 '성장률 제고'를 위해서는 경기변동이나 다른 거시경제 변수의 변화를 파악하고, 화폐수요를 정확히 예측해 통화량을 잘 조절해야 한다.

그러나 화폐수요 추적에 있어서 각종 정보문제로 인해 중앙은행이 통화량을 성공적으로 조절하는 것은 매우 어렵다. 잘하면 상관없지만 실패가 많아 문제인 것이다.

2007년 세계 경제를 위기로 몰아넣은 ‘서브프라임 모기지 사태’도 알고 보면 별개 아니다. FRB의 이자율 조작이 투자를 왜곡하고 경제주체들이 상황을 제대로 판단하지 못하도록 만들어 투자자들은 과열투자로, 소비자들은 소비과열로 몰아간 것이다. FRB의 시장 개입은 주택가격을 지속 불가능할 정도로 높여놓았고, 미국인들을 광란의 소비로 몰아넣은 것이다.

대한민국이 미국의 FRB를 따라가서는 안 된다. 한국은행의 역할은 물가안정, 화폐발행, 통화신용정책의 수립 및 집행, 금융기관에 대한 여수신 및 국고금의 출납, 경제조사연구(통계작성), 외한관리 및 외국은행 등과의 협력을 담당하는 기관으로 충분하다.

실물경제 관련 지표인 ‘고용’을 담당할 필요가 없다. 국책은행의 ‘고용문제’ 개입은 본래의 역할을 넘어서는 것이다. 한국은행의 역할은 '물가' 하나만 잘 잡아도 그것으로 충분하다.

13년 전 IMF 사태가 발생했을 때, 세계화를 외쳤던 YS를 비롯, 경제수장이던 강경식 부총리, 강만수 재정차관 등은 한 목소리로 “세계가 이렇게 바뀐 줄 몰랐다”고 변명했다. 미국의 FRB가 또다시 6천억 달러를 시장에 뿌렸다. 앞으로 IMF사태보다 더 큰 위기가 도래할 때 위정자들은 또 뭐라 말할 건가. 뱁새가 쓸데없이 황새를 따라가면 가랑이가 찢어진다.

미국 유태인의 대다수는 매우 리버럴하다. 이로 인해 이들의 정치적 성향도 자연히 보수적인 공화당보다는 상대적으로 소수민족을 우대하며 리버럴한 성향을 띤 민주당 선호로 기울어져 있다. 과거 미국 유태인 중에는 사회주의자도 많았다. 더욱이 미국 내 정치색이 짙은 각종 사회활동(노동·여성운동)에는 유태인이 대거 참여하고 있었기 때문에 이들 단체와의 연대를 기반으로 하는 민주당에 대한 지지가 고착될 수밖에 없었다.

1886년 시가(담배) 제조 노동자들의 조합을 이끌던 유태인 사무엘 곰퍼스(Samuel Gompers)가 창설한 미국노동총연맹(AFL)의 경우 1904년 1백75만 조합원을 거느린 미국의 대표적인 노동 조직으로 발전하기도 했다. 이와 함께 1960년대 이후 흑인 민권운동을 성원한 주축세력도 유태인이었으며, 월남전 이후 기승을 부리던 인권단체 등의 지도부 역시 거의 유태인 일색이었다.

일례로 1921년부터 1961년까지 미국 공산당 중앙위원회에서 유대인이 차지했던 비율은 33.5퍼센트였으며 평당원 수준에서는 40퍼센트를 차지했다. 1950년대를 거쳐 5만 명에 달했던 미국 공산당에서 유대인은 과반수 이상을 차지했으며 이들에 있어 입당자의 숫자는 항상 탈당자의 숫자를 상회했다.

다른 민족출신들에 비해 인구비례상 유대인의 공산당 입당율은 10배가 넘는 것이었으며 이와는 별도로 비슷한 숫자의 유대인 사회주의자 및 무정부주의자들과 같은 좌경급진주의자들이 적극적인 활동을 벌였다. (Nathan Glazer, The New Left and the Jews, 1969) 1920년대 초반부터 미국 공산당은 소련으로부터 물질적, 정신적인 지원을 받으며 미국 내에서 소련의 입장을 옹호하고 소련에 우호적인 여론을 조성하는 한편 지하에서는 소련 비밀경찰의 지령에 따라 미국에 대한 간첩임무도 수행했다. (1947년 소련에 원자폭탄 비밀을 넘긴 죄로 처형된 유대인 로젠버그 부부 역시 미국 공산당 당원이었다.)

1930년대 미국에서 유대인 공산주의자들은 소련이 심어놓은 공산주의 지하세포의 80퍼센트 이상을 차지했으며 1947년 스미스 법안에 의해 기소된 공안사범들 가운데 과반수 이상을 차지했다. 폴란드와 러시아에서 그랬던 것처럼 사실상 유대인의 운동이었던 공산주의를 만인 보편적인 것으로 위장하기 위해 미국 공산당의 유대인 수뇌부는 간부들을 상대로는 그들의 이름을 미국식으로 개명할 것을 적극적으로 권장했고 외부의 눈에 띄는 직위에는 항상 지방출신의 비유대계 인물을 배치했다. 특히 유태계 좌파 핵심세력들은 미국의 베트남 완전철수를 요구했으며 이것으로도 성이 차지 않자 공산주의자들의 완전한 승리를 원하기도 했다. 특히 반전론자들은 워터게이트 사건이 발생하자 美 의회 앞으로 뛰쳐나와 시위를 벌였다.

미국의 외교정책을 증오했던 사람들 그리고 존 케리(John Kerry·체코계 유태인)와 제인 폰다(Jane Fonda)처럼 낭만주의에 사로잡혀 있던 사람들은 미국의 북 베트남 폭격을 비난했다. 뉴욕 출신의 여성 국회의원이었던 벨라 앱저그(Bella Abzug·유태계 페미니스트)의 경우 수천 명에 이르는 남부 베트남의 정치범 석방을 주장하기도 했다.

뿐만 아니라 유태인은 낙태문제, 정교분리 등 주요 사회문제에 있어 민주당보다 더 개방적이다. 특히 각종 선거 때마다 미국 일반인의 평균 투표율은 53%인데 비해 유태인의 투표율은 80%를 넘는다. 1992년 대통령 선거 이후 있은 출구조사를 보면 유태인 78%가 클린턴(민주당)에게 투표하고 12%는 부시(공화당), 10%는 페로(무소속) 후보에게 투표한 것으로 나타났다.

유태인들은 지지하는 후보의 당락에 상관없이 평균 55~65%가 민주당 후보를 지지하고, 약 10%선이 공화당후보에게, 그리고 나머지는 리버럴 혹은 무소속 후보에게 투표하는 것으로 알려져 있다.(‘Jewish Power’, 1997년 판) 특히 친(親)유태적 성향이 강했던 루즈벨트(Franklin D. Roosevelt) 대통령은 4선 모두 유태인의 압도적인 지지를 받았으며, 반대로 유태계 혈통이지만 보수주의자 이었던 골드 워터(Barry Goldwater) 공화당 후보의 경우 1964년 대선서 약 10%의 유태인 득표에 그쳤다.
