도널드 트럼프 대통령 당선인이 2기 행정부에서 첫 임기 때와 다른 대북 접근법을 보일 수도 있을 것으로 전문가들은 전망했습니다. 한국에는 동맹으로서 더 많은 분담과 참여를 요구하는 등 미한 관계에 예측 불가능성이 증가할 것으로 관측했습니다. 조상진 기자가 보도합니다.

게리 세이모어 전 백악관 대량살상무기 조정관은 6일 VOA와의 전화통화에서 도널드 트럼프 미국 대통령 당선인이 더 이상 북한 김정은 국무위원장과의 정상회담에 흥미를 느끼지 못할 가능성이 있다고 말했습니다.

현재 미국과 북한이 처한 국내외적 안보 환경과 관심사가 트럼프 당선인의 첫 임기 때와는 많이 달라진 만큼 북한과의 관여가 당장 우선순위에서 배제될 가능성이 크다는 겁니다.

[세이모어 전 조정관] “Kim Jong UN's situation has changed pretty dramatically since the Singapore summit and obviously the new relationship with Russia gives Kim Jong UN a much stronger bargaining position. And at the same time, I'm not sure Trump is going to put a high priority on another meeting with Kim Jong UN because Trump has many other important issues, domestic and foreign policy. And I don't know that North Korea is going to be a very high priority for him especially because from what I hear, Trump has come to the conclusion that there's not really much prospect for a big deal with North Korea that would include denuclearization.”

세이모어 전 조정관은 “싱가포르 미북 정상회담 이후 김정은의 상황이 상당히 극적으로 변했다”며 “러시아와의 새로운 관계로 훨씬 더 강력한 협상력을 갖게 됐다”고 지적했습니다.

또한 트럼프 당선인의 입장에서도 다른 국내외 정책 문제들이 산적해 있는데다 지난 미북 정상회담의 실패로 인해 “북한과의 비핵화를 포함한 ‘빅딜’에 대한 전망이 별로 없다는 결론을 내렸을 가능성이 크다”면서 북한 문제를 최우선 해결 과제로 두지 않을 것이라고 관측했습니다.

“한반도 문제, 높은 우선순위 아닐 것”

앤드류 여 브루킹스연구소 한국석좌는 6일 VOA에 한반도 문제가 여전히 중요하지만 트럼프 행정부 출범 초기에는 우선순위가 높지 않을 것이라고 지적했습니다.

[여 석좌] “The Korean Peninsula will remain important, but not a high priority at the outset of a Trump administration. As with all US administrations, Trump will have to prioritize issues. North Korean ties to Russia, particularly in relation to North Korean weapons development, and potential linkages between a conflict on the Korean Peninsula and Taiwan Strait would draw the attention of Trump officials at least.”

그러면서 북한 무기 개발과 관련한 북러 관계나 한반도와 타이완 양안 갈등 사이의 잠재적 연관성 정도가 트럼프 행정부의 관심을 끌 것이라고 말했습니다.

한반도 전문가인 마이클 버틀러 클라크대 정치학과 교수도 이날 VOA 에 “트럼프 당선인은 고립주의적 미국 우선주의 외교정책에 대한 지지를 일관되게 표명해왔다”는 점을 지적하면서, 트럼프 행정부가 북한이 제기하는 한반도 위협을 전면에 나서 해결할 의지가 크지 않을 수 있다고 진단했습니다.

[버틀러 교수] “Trump has consistently expressed support for an isolationist, America First approach to foreign policy. I think we can safely conclude that security commitments to South Korea and Japan are not likely to be a priority for the Trump Administration, to put it mildly. It is less about whether the U.S. can manage security commitments across multiple fronts, and more about the lack of will to do so.”

“국내 현안 집중할 것…외교 인선 주목해야”

브루스 클링너 헤리티지재단 선임연구원도 이날 VOA와의 전화통화에서 트럼프 당선인이 집권하면 국내 현안과 경제 문제에 더 집중할 수밖에 없을 것이라면서, “외교 정책에 개입하더라도 러시아와 우크라이나, 중국, 타이완, 중동 같은 분쟁이 현재 진행 중인 곳이 우선 순위가 될 것”이라고 진단했습니다.

[클링너 선임연구원] “I think like any new president, he'll be focused more on domestic issues and economic issues. And then when foreign policy does intrude, it will likely be the higher priority issues such as Russia, Ukraine, China, Taiwan or Middle East. Those that are you know, you know, at conflict or potential conflict. So he may not be interested in North Korea even though he says that Kim is a friend and he was eager to meet with Trump again. I think the catalyst would be more likely to come from Pyongyang rather than from Washington.”

이에 따라 집권 초기에는 북한과의 정상 간 만남에 관심이 덜할 수 있으며, 만일 정상회담 가능성이 제기된다면 워싱턴보다는 평양 쪽에서 논의가 촉발될 가능성이 더 높다고 내다봤습니다.

아울러 트럼프 당선인이 국무부나, 국방부, 중앙정보국(CIA)의 주요 직책에 누구를 임명하느냐에 따라 북한과의 외교적 관여 의지에 대한 의중을 가늠해볼 수 있을 것이라면서, 차기 인선에 주목할 필요가 있다고 말했습니다.

다만 전문가들은 트럼프 당선인이 정상 간 교류를 개인적 친분과 동일시하는 경향이 있고, 김 위원장과의 개인적 관계가 미북 간 소통 채널 형성에 도움이 됐음을 자주 언급해온 점을 미뤄볼 때, 향후 미북 정상 간 만남이 전격 재개될 가능성도 완전히 배제할 수는 없다고 말했습니다.

“북러 밀착 속 최대 압박 부활할 수도”

전문가들은 또 미북 정상회담이 성사됐던 2019년보다 지금 현재 북한이 핵을 더욱 고도화하고 러시아와 군사 밀착을 통해 역내와 국제적 긴장을 높이고 있는 상황을 고려할 때, 트럼프 2기 행정부가 매우 강력한 억지력을 바탕으로 하는 새로운 대북정책을 취할 가능성도 있다고 관측했습니다.

1기 트럼프 행정부에서 국방부 동아시아 담당 부차관보로 재직했던 하이노 클링크 전 부차관보는 이날 VOA와의 화상통화에서 “트럼프 2기 행정부는 외교 정책과 국가안보 정책에서 힘을 통한 평화를 우선시 할 것”이라고 말했습니다.

[클링크 전 부차관보] “I believe that a second Trump administration will be prioritizing peace through strength in its foreign policy and national security policies as well. So I think you will see that there'll be a return to strengthening deterrence in conjunction with our allies and partners not just in Asia but globally. But I do believe that there are going to be channels open for diplomacy. That being said, the foundation of any successful diplomacy we've seen throughout history is through a strong national defense.”

클링크 전 부차관보는 트럼프 정부가 아시아뿐 아니라 전 세계의 동맹 및 파트너들과 함께 강력한 국방력을 바탕으로 억지력을 강화하는 방향으로 돌아갈 것이라면서, 그러한 토대 위에 외교를 위한 창구를 열어 둘 것이라고 분석했습니다.

그러면서 당시 미한 양국 정부가 최대압박 캠페인을 병행하면서 최소한의 외교를 통해 북한을 미북 정상회담의 장으로 이끌었다며, 트럼프 행정부가 두 번째 임기에서도 이러한 카드를 다시 꺼내들 수 있다고 관측했습니다.

“방위비 분담금 재협상 압박 거세질 것”

한편 전문가들은 트럼프 2기가 출범하면 방위비 분담금 재협상 등 한국에 대한 압박이 더욱 거세질 것이으로 전망했습니다.

국무부 출신의 토머스 신킨 알스트리트연구소 정책국장은 이날 VOA와의 화상통화에서 트럼프 2기 행정부 출범 이후 미국이 최근 한국과 맺은 방위비 분담금 협정을 파기할 가능성이 매우 높다고 말했습니다.

[신킨 정책국장] “I would almost be willing to put money on the US tearing up the recently negotiated Defense cost sharing agreement, which wasn't particularly strong from the US interest perspective as you and I have discussed previously I would be surprised in fact, if that wasn't torn up almost immediately even if it was a better agreement you know, President Trump might think he could get a better deal and it's not that great an agreement. I would almost predict that that would be torn up in terms of broader US Republic of Korea relations. I think it'll be really incumbent on President Yoon to make a rapid overture to President Trump and make sure he understands that this is not a continuation of the Moon administration.”

신킨 국장은 트럼프 당선인은 이것이 미국의 이익 관점에서 좋지 않은 협상이었다고 생각할 것이라고 지적했습니다.

“미한관계, 예측 불가능성 커질 수도”

[여 석좌] “Under Trump, the road may be more bumpy and unpredictable for US-South Korea relations. Trump has stated repeatedly that he would charge South Korea more for US troops deployed to South Korea which could cause friction with Seoul. Although the IRA and Chips and Sciences Act may remain, Trump may shift policies, particularly those related to climate, which may disincentivize Korean companies in the clean energy space from sustaining large investments in the US.”

브루스 클링너 선임연구원은 “트럼프 당선인은 전임자들과는 다른 동맹관을 가지고 있기 때문에 관계에 긴장이 있을 것”이라면서, 특히 주한미군 주둔 자체에 회의적일 가능성도 있다고 평가했습니다.

[클링너 선임연구원] “I think clearly there will be strains in the relationship because of Trump has a different view of alliances than his predecessors. And so he will be more skeptical about maintaining US forces there unless he sees them as part of a broader Indo Pacific strategy for US presence in the region to curtail the rising China threat throughout the region. So again, it's a question but I think he certainly will return to a very skeptical view of US presence in Japan and South Korea to go against the North Korean threat.”

그러면서 미군이 역내에서 부상하는 중국의 위협 감소를 위한 인도태평양 역내 미군 주둔 전략의 일부로 보지 않는 한 북한의 위협에만 맞서기 위해 일본과 한국에 미군이 주둔하는 것은 타산에 맞지 않는다고 여길 가능성이 있다고 분석했습니다.

“트럼프, 자체 핵무장 동의 안할 것”

한편 전문가들은 또 트럼프 2기 행정부가 한국의 자체 핵무장에 동의할 가능성은 거의 없다고 지적했습니다. 일부 트럼프 행정부 출신 당국자들이 한국의 자체 핵무장 필요성을 언급하고, 트럼프 당선인도 동맹의 자체 방위 역량 강화를 줄곧 강조해왔지만 자체 핵무장 허용은 행정부 차원에서 가능한 일이 아니라는 지적입니다.

[세이모어 전 조정관] “There certainly are some key figures who've expressed more relaxation about South Korea developing nuclear weapons but that's still a minority view I mean, within the establishment and that includes Congress, the dominant foreign policy view is opposed to South Korea developing nuclear weapons. So the attitude in South Korea, I think is going to depend a great deal on perceptions of the US ROK security alliance.”

게리 세이모어 전 조정관은 한국의 자체 핵무장에 대해 좀 더 완화적 입장을 표명한 주요 인사들이 분명히 있지만, 여전히 소수의 견해에 불과하다면서 “의회를 포함한 외교정책 전반의 지배적 견해는 한국의 핵무기 개발에 반대한다는 것”이라고 말했습니다.

그러면서 트럼프 행정부가 강력한 동맹 유지를 약속하고 분담금이나 관세와 같은 경제적 문제를 제기하지 않는다면 한국의 자체 핵무장 요구는 잦아들 가능성이 있다면서, 트럼프 2기 행정부도 연합훈련 제한이나 주한미군 감축 등 한국의 핵무장 요구를 부추길 행동을 피해야 한다고 지적했습니다.
