[North Korea: Why UN sanctions aren't working]

최근 UN안보리 산하 대북제재 전문가패널은 2016년 말부터 올해 8월 초까지의 제재이행 상황을 담은 보고서에서 “많은 회원국이 제재이행 보고서를 제출했지만, 실질적인 제재이행은 북한의 비핵화라는 핵심적 목표를 이루기 위한 수준에는 훨씬 못 미치고 있다”고 평가했다.

이어 안보리 대북제재가 광범위하게 확대되면서 회원국의 ‘느슨한 이행’에 북한의 진화하는 제재회피 기술이 더해져 북한의 핵무기 폐기를 위한 노력이 심각히 훼손되고 있다고 지적했다. 보고서에 따르면 북한은 지난해 말부터 제재 결의에서 금지하고 있는 석탄이나 철, 아연 등을 수출해 불법적으로 2억7,000만 달러(약 3,048억원)의 외화를 벌어들였다.

대부분의 수출이 중국으로 이뤄졌다. 또한 중국이 올해 2월 북한산 석탄 수입을 중단한다고 밝힌 이후 북한은 제3국으로의 수출 우회로 개척을 시도했다. 일본 언론들은 이와 관련해 북한이 중국 대신 말레이시아와 베트남으로 석탄을 수출하고 있다고 보도했다.

전문가패널은 중국 기업 명의로 위장된 북한 소유의 은행이 존재함을 지적하면서, 중국ㆍ인도네시아ㆍ말레이시아ㆍ싱가포르ㆍ중동 등에서 활동 중인 개인과 기업을 비롯해 이들 국가에 개설된 특정 은행계좌 등에 대한 제재를 안보리에 권고했다. 이들 대상은 군사통신장비를 수출하는 북한 정보기관에 의해 운용되고 있는 것으로 분석했다.

African nations have been particularly problematic, according to the UN. UN officials have investigated at least seven African countries for violations of sanctions against North Korea. Pyongyang’s trade in small arms to several African nations continues despite being prohibited by the UN and accounts for about $100 million a year, according to Enrico Carisch, a former UN Security Council sanctions expert who tracked illicit North Korean trade.

“Some countries don’t see North Korea as a threat to their national security,” said Carisch, who founded the advisory firm Compliance & Capacity Skills International LLC. “It’s not in the national interest of African states to shut down the supply of cheap and good North Korean arms that they need for their own national security.”
