미-북 정상회담이 예정된 가운데 북한 문제를 다뤘던 미국의 전직 관리들은 북한의 비핵화를 완전히 검증하는 것은 어렵다고 밝혔습니다. 북한이 모든 시설을 공개하고 전면적인 사찰을 허용할지, 또 한국과 중국 등 주변국들이 미국이 원하는 완전한 비핵화와 같은 입장일지 불확실하다는 분석입니다. 김영남 기자가 취재했습니다.
  
  수미 테리 전략국제문제연구소(CSIS) 한국 담당 선임연구원은 북한의 비핵화를 100% 검증하는 것은 불가능하다고 밝혔습니다.
  
  [녹취: 테리 연구원] “I think that it is knowing in advance that we will not be able to 100% verify. We don’t know how many, we don’t know where they are, they have hundreds of underground tunnels. Also North Koreans aren’t just going to allow for us to go everywhere.”
  
  테리 연구원은 7일 CSIS에서 열린 한반도 관련 세미나에 참석해 북한이 핵무기를 얼마나 갖고 있고 또 어디에 보관하고 있는지 알지 못한다며 북한에는 수백 개의 지하 터널이 있다는 점을 검증이 불가능한 이유로 꼽았습니다. 또한 북한이 미국이나 국제사회가 북한의 모든 지역을 사찰하는 것을 쉽게 허락하지 않을 것이라고 설명했습니다.
  
  빅터 차 CSIS 한국 석좌 역시 국제원자력기구(IAEA)가 북한의 비핵화를 관장할 역량은 있지만, 북한이 보유한 핵무기를 내놓을지 여부에 달린 문제라고 말했습니다.
  
  [녹취: 차 석좌] “I think they do. There is a very clear set of protocols they can follow from various stages starting from freeze to verification to dismantlement. There is a program that you can create for North Korea. It is not the question whether there is the template out there, I think there is, the question is can you ever be confident that you got it all. That is of course the hardest question to answer. When we talk about CVID or PVID, we are talking about their turning over all their weapons that is fine, we can verify that both, you can’t verify what they don’t turn over.”
  
  IAEA는 동결에서 검증, 그리고 폐기로 이어지는 단계적인 비핵화 계획을 갖고 있지만, 중요한 문제는 북한의 비핵화를 완전하게 이뤄냈다고 확신할 수 있는지 여부라는 설명입니다. 게다가 완전하고 검증 가능하며 되돌릴 수 없는 비핵화를 논의한다고 해도, 북한이 모든 핵 관련 시설을 공개한다면 검증이 가능하겠지만 공개하지 않은 것을 검증할 수는 없는 일이라고 지적했습니다.
  
  차 석좌는 또한 미국이 원하는 완전한 비핵화를 자신은 타당하다고 생각하지만 한국이나 다른 국가들 모두 같은 입장일지 역시 의문이라고 강조했습니다.
  
  [녹취: 차 석좌] “The question then is that maybe our view, personally I think that makes a lot of sense, but everybody else feel the same way about that. I think that is an open question whether South Koreans feel the same way, I think that the Japanese feel the same way. Do the Chinese feel the same way? No, do they think that it is something that can be managed? Can we fudge the definition little bit? Sure.”
  
  일본은 미국이 원하는 비핵화와 같은 입장인 것 같지만 중국이나 다른 국가들은 비핵화에 대한 정의를 조금 바꾸려 할 수 있다는 지적입니다. 마이클 그린 CSIS 부소장 역시 이날 남북한이 최근 합의한 판문점 선언을 비롯한 북한의 최근 발언을 상기시키며 완전한 비핵화 가능성을 낮게 내다봤습니다.
  
  [녹취: 그린 부소장] “The new things they are putting on the table like no first use, no transfer, are the kinds of things the nuclear states like Britain, U.S., France do. I don’t see anything new that actually means the denuclearization.”
  
  북한은 핵무기를 먼저 사용하거나 이전하지 않겠다고 말하는 등 핵 보유 국가들이나 할 법한 발언을 해왔다며 진정한 비핵화를 뜻하는 의지를 보지 못했다고 설명했습니다. 그린 부소장은 존 볼튼 백악관 국가안보보좌관이 리비아식 비핵화에 관심이 있다고 들었다며 자신이 행정부 내에서 리비아 비핵화 문제를 다뤘을 당시 리비아는 모든 것들을 미국에 넘겼고 관련 절차는 3개월이 걸렸다고 말했습니다.
  
  [녹취: 그린 부소장] “We heard from John Bolton that he is attracted to the Libya model, I was in the administration that was three months. They turned over everything, those of us Joe, Victor who have been in these talks, know that the verification even something that is very very limited, has been squeezing water out of the rock.”
  
  그러면서 행정부 내에서 리비아 문제를 다뤘던 사람들은 (실제 핵무기가 아닌) 매우 제한적인 것들을 검증하는 것도 매우 어려웠다는 점을 잘 알고 있다고 설명했습니다.
  
  곧 이뤄질 트럼프 행정부의 이란 핵 합의 관련 결정이 북한과의 협상에 영향을 끼칠 것이냐는 질문에 전문가들은 대체로 영향이 적을 것이라고 내다봤습니다. 빅터 차 석좌는 트럼프 행정부가 이란 핵 합의로부터 빠져나올 것으로 내다보며 북한과의 협상에는 어떤 영향도 끼치지 않을 것이라고 말했습니다.
  
  [녹취: 차 석좌] “I don’t think they will take it one way or the other. I don’t think they see it as neither positive nor negative because they think they are different from anybody else anyway. They think they are very special case, and they possess the nuclear weapons.“
  
  북한은 자신들을 누구와도 다른 매우 특별한 사례로 생각하고 있으며 북한은 (이란과 달리) 핵무기도 갖고 있다는 겁니다. 테리 연구원은 최근 북한 당국자들과 흥미로운 대화를 나눴다며 이들은 트럼프 행정부와의 합의에 큰 기대를 걸고 있었다고 밝혔습니다.
  
  [녹취: 테리 연구원] “I had the interesting conversations with some North Korean officials recently, who mentioned that interestingly and ironically that from the North Korean perspectives there is a deal made with the Trump administration there is a higher confidence that that is going to be kept, because they can’t imagine possibly any more hardline administration afterward.”
  
  앞으로 트럼프 행정부보다 더 강경한 행정부가 들어설 것으로 상상할 수 없는 만큼, 역설적으로 트럼프 행정부와의 합의는 지켜질 것이라는 게 북한 측의 관점이었다는 설명입니다.
  
  이날 세미나에 참석한 일부 전문가들은 미-북 정상회담이 무조건 열릴 것으로 확신하기는 어렵다는 분석도 내놨습니다. 그린 부소장은 현재 미-북 정상회담을 개최하는 것이 매우 큰 탄력을 받고 있지만 실제 열릴 가능성은 60~70%, 높아야 80%라고 말했습니다.
  
  [녹취: 그린 부소장] “There is a huge amount of momentum politically, and from the President himself, but I would personally say that the odds are somewhere in 60 to 70 at most 80 percent range, … There are so many uncertainties that there is the possibility that it doesn’t happen or postponed, meaning that we don’t see the summit in spring or summer.”
  
  북한과의 회담에서 어떤 결과를 이뤄낼 수 있을지 등이 매우 불분명하기 때문에 아예 열리지 않거나 연기될 가능성이 있다는 분석입니다. 차 석좌 역시 외교의 많은 부분은 이를 이끄는 동력에 달려 있다며 회담의 장소나 시기 등이 구체화 되는 데 시간이 오래 걸릴수록 회담이 연기되거나 열리지 않을 가능성이 있다고 내다봤습니다.
  
  [녹취: 차 석좌] “On the question itself to me, so much of diplomacy is about momentum. So I feel like the longer it takes for this summit in terms of the venue and timing to materialize, the more chance that it could be postponed, or fall through.”
  
  마크 리퍼트 전 주한미국 대사 역시 지난 2015년 김정은과 블라디미르 푸틴 러시아 대통령의 회담이 열릴 가능성이 높았지만 무산된 전례를 상기시켰습니다.
  
  [녹취: 리퍼트 대사] “I thought of most recent historical example, where it didn’t happen was 2015 Russia summit…There seemed to be a lot of momentum for this Kim Jong Un and Vladimir Putin summit and something in their system stopped it. Was it lack of the consolidation of power from Kim Jong Un? Was it that people might be embarrassed... The longer that it goes on…”
  
  김정은의 체제 공고화 문제 등 여러 이유가 있었겠지만 회담 준비가 길어지면 이를 위한 동력을 잃게 된다는 점을 알 수 있다는 겁니다. 테리 연구원은 미-북 정상회담이 실패할 경우 남은 옵션이 많지 않기 때문에 재앙이 될 수 있다는 점도 우려했습니다.
  
  [녹취: 테리 연구원] I think that it will be a disaster if we fail, because we don’t have whole lot of places to turn to. We just used that engagement and negotiation cards and what do we have left with.
  
  이미 관여와 협상이라는 카드를 사용한 상황에서 남아 있는 게 무엇이 있겠느냐는 겁니다. 또 남북간의 관여는 둘 사이에 문제가 생긴 것이 아니기 때문에 계속 이어질 것 같다면서도 군사충돌 위험이 지난해 11월보다 높아질 것이라고 주장했습니다.
  
  차 석좌 역시 정상회담이나 회담 이후 이뤄지는 협상이 실패한다면 외교적 문제 해결 옵션이 사라지게 되는 것이라고 설명했습니다.

  한편 조셉 윤 전 국무부 대북정책 특별대표는 이날 세미나에 참석해 김정은이 과거 김일성 때와 같이 변화를 추구하려 하는 것 같다고 주장했습니다.
  
  [녹취: 윤 전 대표] “I think that he does realize the only option for him to do that is to change the course. To me he reminds me little bit of his grandfather, Kim Il Sung, would have changed the course fairly dramatically. … I do think that Kim Il Sung was powerful enough, he had so much respects from not just from North Korea but from South Korea as well, and I think that he would have changed the course a lot more dramatically had he not died in 1994. I think that the summit between Kim Il sung and Kim young Sam, of course Kim Young Sam comes from fairly conservative camp, would have been much more successful one than ones that follow.”
  
  그러면서 김일성은 충분히 강력했고 북한뿐만 아니라 한국으로부터도 많은 존경을 받았다며 1994년 숨지지 않았다면 상황을 크게 바꿀 수 있었을 것이라고 말했습니다. 이어 1994년 당시 보수 성향인 김영삼 당시 한국 대통령과의 정상회담이 성사됐다면 이후 이뤄진 일들보다 매우 성공적이었을 것이라고 덧붙였습니다.
  
  윤 전 대표는 현재 북한의 핵과 미사일 역량이 최근 개선된 점을 언급한 뒤 과거 25년과는 달리 (북한에 지불해야 하는) 대가가 높아졌다는 점을 인정해야 한다고도 주장했습니다.
  
  [녹취: 윤 전 대표] “We have to admit, and this is the difference between 25 years now, we have to admit that the price has gone up. We are not going to be able to buy them off at the price that we did in either six party talks or agreed framework.”
  
  지난 1994년 제네바 합의 당시나 2000년대 6자회담 때의 비용으로는 북한을 매수할 수 없을 것이라는 겁니다. 그러면서 회담을 여러 차례 열고 북한이 무엇을 원하는지 알아야 한다며 미국이 원하는 것만을 요구하는 것은 큰 실수가 될 것이라고 덧붙였습니다.
