미국 정부는 미-한 연합군사훈련은 합법적이고 수십 년 동안 이어져왔다며 해당 훈련이 도발이라는 북한의 주장을 일축했습니다. 미-북 정상회담은 여전히 계획대로 이어질 것으로 내다봤습니다. 김영남 기자가 보도합니다.

국무부는 미-한 연합훈련의 필요성과 유용성을 이해한다는 김정은 위원장의 이전 발언을 상기시켰습니다.

[녹취: 노어트 대변인] “I will say that KJU has said previously that he understands the need and utility of the United States and ROK continuing its joint exercises, their exercises that are legal, they are planned well well in advance, and we have not heard from that government or government of South Korea to indicate that we would not continue conducting these exercises or that we would not continue to planning for our meeting between the president Trump and KJU next month.”

헤더 노어트 국무부 대변인은 15일 정례브리핑에서 북한이 미-한 연합훈련을 이유로 남북 고위급회담을 취소하고 미국은 미-북 정상회담 운명에 대해 숙고해야 한다고 밝힌 데 대해 미-한 군사훈련은 합법적이고 매우 오래 전부터 계획됐었다고 밝혔습니다.

아울러 미국은 북한이나 한국 정부로부터 해당 군사훈련을 계속하지 않는다거나 다음달에 있을 트럼프 대통령과 김정은의 만남을 계속 계획해나가지 않겠다는 암시를 듣지 못했다고 강조했습니다.

이어 연합 군사훈련과 관련해 북한이나 한국으로부터 공식적 혹은 비공식적인 통보를 받지 않았다고 덧붙였습니다. 노어트 대변인은 북한이 연합 군사훈련을 도발로 규정한 것에 대한 논평 요청에 해당 훈련들은 명백하게 도발적이지 않다고 말했습니다.

[녹취: 노어트 대변인] “Well they are certainly not provocative. These are things that we do all around the world with many of our partners and allies, these are things that have occurred for decades and decades. Again, I will say this for the third time that KJU said he understands the importance to the United States that we conduct these joint exercises, these joint exercises continue to go on.”

이런 군사훈련들은 미국이 전세계에 걸쳐 많은 파트너 국가들과 동맹국들과 실시하고 있는 것이며 수십 년 동안 있었던 일이라는 겁니다. 그러면서 미국이 한국과 연합 군사훈련을 계속하는 것에 대한 중요성을 이해한다는 김정은의 과거 발언을 거듭 상기시켰습니다.

노어트 대변인은 북한의 이번 발표가 미-북 정상회담에 부정적인 영향을 끼칠 것으로 보느냐는 질문에 앞서나가지 않겠다며 해당 발표는 지금 막 이뤄졌고 미국은 이를 검증하고 추가 정보를 얻을 필요가 있다고 답했습니다.

[녹취: 노어트 대변인] “Look, guys, I would not get ahead of ourselves here. Let’s not get ahead of ourselves. This news just came out, we need to verify it, get additional information on that, but we are going forward in planning for our meeting next month.”

하지만 미국은 다음달로 예정된 미-북 정상회담을 계속 계획해나갈 것이라고 밝혔습니다. 노어트 대변인은 북한에 대한 신뢰도에 영향을 끼칠 것이냐는 질문이 이어지자 미국은 북한으로부터 일부 좋은 신호들을 봐왔다고 강조했습니다.

[녹취: 노어트 대변인] “You know I would say that we have seen some good indications from them so far. It was just one week ago that we had three Americans that were being held prisoner in North Korea for far too long. The secretary was able to bring home those Americans and now they are home and reunited with their families.”

지난주에만 해도 세 명의 미국인들이 너무 오랫동안 북한에 죄수로 잡혀 있었지만 폼페오 장관이 이들을 집으로 데려오고 가족과 상봉하게 할 수 있었다는 설명입니다. 또한 북한은 (폼페오 장관 등) 미국 대표단을 북한으로 초대하고 만나고 싶다고 말했으며, 비핵화 의지가 있다고 밝히는 등 올바른 방향으로 가는 일부 조치들을 취했다고 덧붙였습니다.

[녹취: 노어트 대변인] “So they have taken some steps in the right direction in having us, inviting this U.S delegation to go to North Korea, and saying that they are willing to meet with us, and they have said that we will commit to denuclearization. I think that those are all good signs, but I don’t want to get ahead with this announcement until we have some time to look at things.”

이어 이들은 모두 좋은 신호들이라며 북한의 발표에 대한 검토가 이뤄질 때까지 앞서나가고 싶지 않다고 덧붙였습니다.

노어트 대변인은 폼페오 장관이 북한에 연락해 남북간 대화를 이어가라고 말할 것이냐는 질문에 폼페오 장관이 현 시점에서 전화기를 들고 누구한테 어떤 것을 하라고 구걸하지는 않을 것 같다고 답했습니다.

[녹취: 노어트 대변인] “Look, I don’t think he is picking up the phone and begging anybody to do anything at this point. We are operating under the idea and the notion that the president’s meeting is going forward with Chairman Kim next month.”

이어 미국은 다음 달 트럼프 대통령과 김정은 위원장과의 만남이 이뤄질 것이라는 생각을 갖고 일을 진행할 것이라고 덧붙였습니다.

노어트 대변인은 폼페오 장관이 김정은을 만나 체제 보장을 약속했느냐는 질문에 이는 개인적인 외교적 대화에 해당된다며 자신의 입장은 폼페오 장관이 체제 보장 등에 대해 말한 최근 인터뷰들과 같다고 답했습니다.

[녹취: 노어트 대변인] “Some of those would certainly fall under the private diplomatic conversation. I was not there in the room when the Secretary spoke with Chairman Kim at the time. I would go on as what the secretary has said in interviews, which he talked about the security assurances. Obviously governments like that are concerned about their principle security and I will just leave it at that.”

그러면서도 북한과 같은 정부들은 기본적인 체제 안정에 대해 우려를 갖고 있는 점은 명확하다고 설명했습니다.

노어트 대변인은 북한의 풍계리 핵실험장 폐기 과정에 전문가들이 배제됐다는 지적에 미국과 미국의 동맹국들은 북한이 해당 시설을 파괴하겠다고 말한 이벤트에 대해 더 많은 정보를 얻길 기대하고 있다고 말했습니다.

[녹취: 노어트 대변인] “You know, first I would say that the United States and our allies look forward to getting more information about that event that North Korea has said it would destroy that facility. I don’t know if any of you are planning to go or…We look forward to learning more about that and seeing exactly what they have planned. “

북한이 계획한 게 정확히 어떤 것인지에 대해 더 알게 되길 바란다는 겁니다. 노어트 대변인은 핵실험장 폐기에 검증이 이뤄져야 한다는 지적이 이어지자 미국 측은 지금이 됐든 미래가 됐든 직접 들어가 검증을 시작할 수 있는 때가 되면 이 모든 절차를 밟을 것이라고 강조했습니다.

[녹취: 노어트 대변인] “I can just say our people will be all over this type of thing, whether it is now or in the future, when our people can go in and start to verify, hopefully, we will be in the position to be able to do that, but again, I don’t want to get ahead with that process.”

이어 미국은 이런 일이 가능한 상황이 되길 바란다면서도 해당 절차에 대해 앞서나가지 않겠다고 덧붙였습니다. 노어트 대변인은 미-북 정상회담 이전에 주한 미국대사가 인준될 것이냐는 질문에 빠르게 이뤄질 수 있도록 상원의원들이 무엇을 할지 지켜보자고 답했습니다.

[녹취: 노어트 대변인] “I would refer you to the Senate. Let’s see what they have to do, let’s see what can they do to help speed this up. We look forward to having the ambassador to South Korea just as soon as we can get one. I don’t know what the timeline on that is.”

이어 미국은 최대한 빠르게 한국에 대사가 부임하길 고대한다며 정확한 시기에 대해서는 알지 못한다고 설명했습니다.

앞서 북한은 이날, 미국과 한국의 연합공중훈련인 ‘맥스선더’ 훈련이 도발이라며 당일 예정됐던 남북 고위급회담을 중지하겠다고 밝혔습니다.

한편 새라 샌더스 백악관 대변인은 이날 성명을 통해 (북한의 발표에 대한) 한국 언론 보도들에 대해 알고 있다며, 미국은 북한이 말한 것을 독자적으로 검토할 것이고 동맹국들과 긴밀한 협력을 이어갈 것이라고 밝혔습니다.
