미 상원의원들은 북한과 협상할 가치가 없다고 판단되면 도널드 트럼프 대통령은 미-북 정상회담을 취소하고 다른 경로를 택해야 한다고 밝혔습니다. 북한의 비핵화는 단계적 보상을 거쳐선 안 되며 한번에 타결하는 방식이 돼야 한다고 강조했습니다. 이조은 기자가 보도합니다.

마이크 라운즈 공화당 상원의원은 북한과의 협상 가치가 없다고 판단되면 트럼프 대통령은 다른 길을 택해야 한다고 밝혔습니다.

[녹취: 라운즈 의원] “If you can avoid the war, we would like to but we also understand we have to have the clear evidence that there is a movement in that same direction by the North Koreans. The President will have to make up his mind as to whether he believes or not. If he thinks that it’s worthwhile then he should proceed. If he doesn’t think that it’s worthwhile then we have to take another course…”

상원 군사위원회 소속인 라운즈 의원은 22일 VOA 기자와 만나 트럼프 대통령이 다음달 12일로 예정된 미-북 정상회담 연기 가능성을 밝힌 데 대해, 트럼프 대통령은 북한의 진정성에 대한 판단을 내려야 할 것이라면서 이렇게 말했습니다.

미국은 전쟁을 피하고 싶지만 이를 위해선 북한이 비핵화를 향해 미국이 원하는 것과 같은 방향으로 움직이고 있다는 명확한 증거를 봐야 한다는 설명입니다. 그러면서 북한과의 협상을 책임지고 있는 트럼프 대통령이 회담 연기의 필요성을 느꼈다면 그럴 만한 이유가 있기 때문이라고 믿는다고 말했습니다.

[녹취: 라운즈 의원]”I think that the President is responsible for the negotiations and I think if he feels that it should be delayed, I will take him at his word…”

라운즈 의원은 또 미-북 회담에서 북한의 완전한 비핵화라는 최종 합의가 도출돼야 한다는 입장을 거듭 분명히 했습니다.

[녹취: 라운즈 의원]“Our interpretation of it says that the nuclear weapons are eliminated on the Korean peninsula which means that there is no nuclear weapons. That’s is not the position I believe of the North Koreans, and I think that’s the point of the contention. For us, it’s a matter of they are going to hit, that’s a part of the reason that there is such a problem is that there is right now clearly not an agreement as to the final goal. We have to get to the point. So it’s worthwhile to try to negotiate rather than having the armed conflict. You have the armed conflict only when the negotiations do not fix it but we will have to have denuclearization on the Korean peninsular…”

그러나 ‘완전한 비핵화’에 대한 미국과 북한의 정의가 각각 다르기 때문에 현재 미-북 간 이견이 발생하고 있는 것으로 풀이했습니다.

완전한 비핵화에 대한 미국의 해석은 한반도에서 북한의 핵무기가 제거되는 것이지만 북한은 그렇게 생각하고 있지 않기 때문이라는 설명입니다. 그러면서 미국이 생각하는 완전한 비핵화라는 최종 목표에 관한 합의는 현재 전혀 이뤄지지 않았다며, 미국은 반드시 그 지점에 도달해야 한다고 강조했습니다.

이어 군사 충돌보다는 협상을 시도한다는 데 가치가 있다며, 협상을 통해 북 핵 문제가 시정되지 않을 경우 군사 충돌이 발생할 것이라고 말했습니다. 라운즈 의원은 또 북한의 비핵화가 단계적 보상을 통해 이뤄지는 점진적 방식으로 진행돼선 안 된다고 강조했습니다.

북한의 비핵화는 한번에 타결되는(all in one) 방식이 돼야 한다는 겁니다. 상원 외교위 소속인 팀 케인 민주당 의원도 성과를 도출할 가능성이 없는 회담엔 나서지 말아야 한다고 밝혔습니다.

[녹취: 케인 의원] “I don’t think we should go into the meeting unless we’re ready to do something in the meeting. There is no sense to having the meeting if you can’t accomplish anything. The administration has not reported to me the extent of their discussions with these partners. But if they feel like there is no likelihood of accomplishing something you don’t need to meet…”

어떤 것도 달성할 수 없는 회담에 들어가는 것은 타당하지 않다는 설명입니다. 상원 외교위 소속인 크리스 쿤스 민주당 의원은 북한이 비핵화 의지에 진지하다는 한국 문재인 대통령의 말은 고무적이며 진실로 판명되길 바란다고 말했습니다.

[녹취: 쿤스 의원] “That’s encouraging. I hope that it actually proves out to be true but I will remind you that on several occasions, Kim Jong Un’s father and his grandfather made public commitments to denuclearization which they never kept…”

그러나 북한이 매번 약속을 어겼다는 사실을 상기시켜주고 싶다며 김정일과 김일성 모두 공개적으로 비핵화를 약속했지만 한번도 약속을 지킨 적이 없다고 지적했습니다. 아울러 김정은은 김정일과 김일성처럼 매우 노련한 협상가라며, 협상 전후나 도중에 북한의 태도 변화를 예상해야 한다고 말했습니다.

쿤스 의원은 또 북한의 검증 가능하고 되돌릴 수 없는 비핵화가 이뤄질 때까지 미국은 어떤 보상도 하지 않을 것이며, 북한을 (정상국가로) 인정하는 행동 또한 없을 것이라는 트럼프 대통령의 입장을 지지한다고 강조했습니다. 아울러 트럼프 대통령은 미 대통령으로는 처음으로 김정은과 일대 일 협상에 동의함으로써 이미 북한에 상당한 혜택을 준 것이라고 덧붙였습니다.

또한 김정은과 트럼프 대통령 간 회담이 이뤄질 가능성은 매우 높다고 내다보면서 정확한 날짜는 큰 문제가 아니라고 덧붙였습니다.
