북한은 핵무기와 생화학무기, 탄도미사일을 포기할지에 관한 극적인 선택에 직면해 있다고 존 볼튼 백악관 국가안보보좌관이 밝혔습니다. 마이크 폼페오 국무장관이 북한 측과 만날 것이라며 북한이 그런 결정을 내렸는지 여부를 빨리 알게 될 것이라고 말했습니다. 김영남 기자가 보도합니다.

김정은은 수십 년 동안 개발해온 핵무기 프로그램과 생화학무기, 탄도미사일을 포기할지에 대한 결정적이고 극적인 선택을 마주하고 있다고 볼튼 보좌관이 밝혔습니다.

[볼튼 보좌관] “I think that the president made it very clear to KJU, he faces decisive dramatic choice, whether after decades of developments North Korea is prepared to give up its nuclear weapons programs, its chemical and biological weapons, its ballistic missiles, and turn away from that approach to international relations. And if it does, it can have very different future.”

볼튼 보좌관은 20일 폭스 뉴스에 출연해 트럼프 대통령이 정상회담에서 김정은에게 이 점을 매우 분명히 했다고 말했습니다. 북한은 이런 접근법에서 국제 관계로 돌아설지 선택해야 하며 그렇게 한다면 매우 다른 미래를 갖게 될 것이라는 설명입니다.

이어 북한이 동의했느냐는 질문에 북한은 그렇게 하겠다고 말했다며, 폼페오 국무장관 등이 북한 측과 만나 논의를 할 것이고 북한이 이 같은 전략적 결정을 내렸는지 여부를 꽤 빨리 알게 될 것이라고 답했습니다.

[볼튼 보좌관] “They have said that they would do it, I think now we will see Secretary Mike Pompeo and others meeting with them discussing it with them, we will find out soon enough I think whether they have made this strategic decision.”

볼튼 보좌관은 대북 제재 완화 시점을 묻는 질문에 첫 움직임을 보여야 하는 건 북한이라고 답했습니다.

[볼튼 보좌관] “I think that the first move here is really for the North Korea to make. They have said they want complete denuclearization. We are going to have to talk about how to achieve that. I think you will see diplomatic engagement proceed very quickly. President Trump has been quite clear that he doesn’t intend to make the same mistakes of the past administrations. So lengthy and delayed talks I think they are not in store. I think we would like to move quickly and if they are serious, North Korea would want to move quickly too.”

북한은 완전한 비핵화를 원한다고 말했고 미국은 이를 어떻게 달성할지에 대해 대화할 것이라는 설명입니다. 이어 외교적 관여가 매우 빠르게 진행되는 것을 보게 될 것이라며 트럼프 대통령은 과거 행정부의 실수를 반복할 의도가 없다는 점 역시 매우 명확히 해왔다고 강조했습니다. 길고 계속 미뤄지는 대화는 옵션이 아니라는 겁니다. 그러면서 미국은 북한이 진지하다면 빠르게 진행하고 싶고 북한 역시 이를 원할 것이라고 덧붙였습니다.

볼튼 보좌관은 북한이 그렇게 하지 않는다면 어떻게 되느냐는 질문에 트럼프 대통령은 북한이 선택을 마주하고 있다는 점을 매우 명확히 했다고 거듭 강조했습니다.

[볼튼 보좌관] “Well I think that the president has made it very clear that they are facing a choice. And until we get real evidence, palpable concrete steps of denuclearization, all the sanctions will stay enforce, we are urging everybody to continue them. And we will watch very closely not only what North Korea says but what it does.”

미국이 실질적인 증거, 그리고 비핵화에 대한 뚜렷하고 구체적인 조치를 확인할 때까지 모든 제재는 유지되고 모든 국가들이 이를 계속할 것을 촉구한다는 겁니다. 그러면서 미국은 북한의 말뿐만이 아니라 행동을 매우 면밀히 주시할 것이라고 덧붙였습니다.
