북한 핵 프로그램 대부분을 1년 이내에 폐기할 수 있을 것이라고 존 볼튼 백악관 국가안보보좌관이 밝혔습니다. 폼페오 국무장관이 이 문제를 조만간 북측과 논의할 것이라고 설명했습니다. 안소영 기자가 보도합니다.

볼튼 보좌관은 미국이 북한 핵무기 등의 폐기를 신속하게 달성할 프로그램을 고안해왔다며, 1년 안에 폐기할 수 있을 것이라고 밝혔습니다. 볼튼 보좌관은 CBS 방송의 ‘페이스 더 네이션’ 과의 인터뷰에서 북한이 전략적 결정을 내리고, 협조적인 태도를 보인다면 매우 빠른 진전을 이룰 수 있다면서 이렇게 말했습니다.

[볼튼 보좌관]"What our experts have devised is a program that, with North Korean cooperation, with full disclosure of all of their chemical and biological, nuclear programs, ballistic missile sites, we can get -- physically we would be able to dismantle the overwhelming bulk of their programs within a year,"

폐기 대상으로는 핵무기 외에도 생화학 무기 프로그램, 탄도 미사일 시험장 등을 포함시켰습니다. 그러면서 마이크 폼페오 국무장관이 조만간 북한 측과 이 문제를 논의할 것이라고 설명했습니다.

[볼튼 보좌관]"I'm sure that the secretary of state, Mike Pompeo, will be discussing this with the North Koreans in the near future, about, really, how to dismantle all of their WMD and ballistic missile programs in a year if they have the strategic decision already made to do that and they're cooperative we can move very quickly."

이어 북한의 신속한 무기 프로그램 폐기는 대북 제재의 해제와 한국, 일본의 대북 지원으로 이어져 북한의 이익에도 부합할 것이라고 지적했습니다.

[볼튼 보좌관] “If they have the strategic decision already made to do that and they’re cooperative we can move very quickly and it’s to North Korea’s advantage to see these programs dismantled very quickly because then the elimination of sanctions aid by South Korea and Japan.”

최근 북한이 핵 물질 생산 시설을 은폐하기 위한 준비를 하고 있다는 보도 내용에 대해서는, 정보 사항에 대해 언급하지 않겠다면서도 북한의 과거 협상 유형을 너무 잘 알고 있다고 말했습니다. 그러면서 북한은 협상을 악용해 시간을 끌며 핵과 생화학 무기를 개발해 온 만큼, 정확히 어떤 위험이 있는지 정확히 알고 있다고 덧붙였습니다.

이어 트럼프 대통령도 북한과의 논의가 빠르게 진전되길 바란다며, 중국 시진핑 중국 국가주석도 우리에게 이 같은 조언을 해줬다고 덧붙였습니다.

[볼튼 보좌관]"We know exactly what the risks are, of them using negotiations to drag out the length of time they have to continue their nuclear, chemical, biological weapons programs, ballistic missiles, The president would like to see these discussions move promptly to get a resolution. This has been the advice that China’s leaders Xi Jinping has given us as well."

아울러 김정은이 싱가포르 회담에서 여러 차례 자신은 과거 정권과 다르다고 강조했다며, 이를 행동으로 보여주도록 할 것이라고 말했습니다.

[볼튼 보좌관] "Kim Jong Un was very emphatic several times in Singapore he was different from prior regimes. Now we will let their actions speak for themselves."

그러면서 미국은 싱가포르에서 미-북 두 정상이 합의한 사안을 이행하기 위해 노력할 것이라고 말했습니다. VOA 뉴스 안소영입니다.
