댄 코츠 미국 국가정보국(DNI) 국장은 북한이 미-북 회담 이후에도 일부 활동을 계속하고 있다며 아직까지 극적인 행동 변화는 없다고 밝혔습니다. 다만 협상 초기 단계에 북한 문제가 어떻게 될지 확정적으로 판단하는 것은 시기상조라고 말했습니다. 김영남 기자가 보도합니다.

코츠 DNI 국장은 북한의 행동에 아직까지 극적인 변화는 없다고 밝혔습니다.

[녹취: 코츠 국장] “Not that way, there has been some reporting, some of it has not been accurate, some of them has been accurate. So there are some continuing activities but some of those that have been reported have not been verified.”

허드슨 연구소에서 13일 열린 토론회에 참석한 코츠 국장은 미-북 정상회담 이후 북한의 행동에 극적인 변화가 있었느냐는 사회자의 질문에 그렇지 않다고 답했습니다. 이어 최근 북한 관련 보도 중 일부는 정확하지 않았고 일부는 정확했다며, 북한에서 어떤 활동이 계속되고 있지만 그 중 일부는 검증되지 않았다고 설명했습니다. 코츠 국장은 따라서 미-북 회담 이전과 이후 모두에 어떤 일이 일어났는지에 초점을 맞추고 있다고 말했습니다.

[녹취: 코츠 국장] “So we are focusing on what is happening both before and now current subsequent to the talks. But we are at the beginning of this and we will continue to evaluate it. Obviously, North Korea is trying to figure out I mean we are at the beginning of the negotiation so it is not just going to give up their ship right now. So we will see how it all plays but I think it is too early to determine definitively that this is where they are going to end up or be there half way through…”

하지만 아직 시작 단계에 있다며 계속 평가해 나갈 것이라고 설명했습니다. 그러면서 북한 역시 협상의 초기 단계인 현 상황에서 그냥 다 포기하지는 않을 것이라고 지적했습니다. 아울러 어떻게 진행될지 지켜볼 것이라며 북한이 어떻게 할 것인지 여부를 현시점에서 확정적으로 판단하기에는 시기상조라고 덧붙였습니다.

코츠 국장은 또 이날 미국의 디지털 사회기반시설이 사실상 공격을 받고 있다며 최악의 가해자로 러시아와 중국, 이란, 그리고 북한을 꼽았습니다.

[녹취: 코츠 국장] “Today, the digital infrastructure that serves this country is literally under attack. Every day, foreign actors, the worst offenders being Russia, China, Iran and North Korea, every day, they are penetrating our digital infrastructure and conducting a range of cyber intrusions and attacks against targets in the United States. The targets range from U.S. businesses to the federal government, including our military to state and local governments to academic and financial institutions and elements of our critical infrastructures just to name the few.”

이들 국가들은 매일 같이 미국의 디지털 사회기반시설에 침투하고 미국에 있는 목표를 대상으로 사이버 공격을 가하고 있다는 겁니다. 그러면서 이들의 공격 대상은 미국의 기업체부터 연방 정부, 군대와 지방 정부, 학계와 금융권까지 다양하다고 지적했습니다.

코츠 국장은 러시아의 경우는 민주주의라는 미국의 근본적 가치를 약화시키려 하고 중국은 정보나 기술을 훔치려고 한다며 이란과 북한보다 더 큰 위협으로 분류했습니다.

이어 북한의 경우는 상황이 멈춘 게 아니라 현재 진행중인 협상이 미-북 관계에 끼칠 영향을 확인하는 단계라고 소개한 뒤 경제 상황이 좋지 않은 이란과 북한의 경우 사이버 부문에서 러시아와 중국보다 제한적이라고 분석했습니다.

[녹취: 코츠 국장] “Iran and North Korea, North Korea, we are not at a pause but rather point to see where these negotiations go relative to our relationship with North Korea….But on cyber, potentially, they are somewhat limited because their economy is not doing well.”

코츠 국장은 사이버 부문에서 공격당할 경우 적절한 방법으로 반격할 필요성이 있다고도 주장했습니다. 미국을 공격하면 대가를 치르게 된다는 정확한 메시지를 전달하기 위해서라는 겁니다.

[녹취: 코츠 국장] “We need to approach punch back in the right way if we are going to send right signal people there is price to pay, you come after us, there is price to pay. The less you do of that the more people are encouraged to say I’ve got nothing to lose. I think combining offensive and defensive measures is important to deal with this issue.”

이어 이렇게 하지 않을수록 더 많은 사람들에게 “잃을 게 없다”는 인식을 불어넣게 된다고 지적했습니다. 아울러 사이버 공격에 대응하기 위해서는 공격적인 조치와 방어적인 조치를 모두 사용하는 것이 중요하다고 덧붙였습니다.

한편 코츠 국장은 미국의 정보 수장으로서 최대의 우려가 무엇이냐는 질문에 테러리스트 집단이 대량살상무기(WMD)를 보유하게 되는 것을 첫 번째로 꼽았습니다.

[녹취: 코츠 국장] “One, the possession of weapons of mass destruction by terrorist groups. When you think about 9.11 two planes flying into the twin tower one in pentagon …”

그러면서 지난 9.11 테러 당시 공격에 사용된 여객기에 WMD가 실려 있었다면 사망자는 3천 명이 아니라 300만 명 이상이었을 것이라고 지적했습니다.
