미 국무부는 북한의 정제유 거래와 선박 간 환적 등 불법 조달에 대해 우려를 갖고 있다고 밝혔습니다. 싱가포르에서 열리는 동남아시아국가연합(ASEAN) 외교장관 회의에서 유엔 대북 결의 이행의 중요성을 강조할 계획이라며 최종적이고 완전한 비핵화라는 미국의 대북정책에는 변함이 없다고 말했습니다. 김영남 기자가 보도합니다.

미 국무부 고위관리는 유엔이 선박 간 환적을 금지하고 있음을 상기시키면서, 정제유를 비롯한 북한의 불법 조달 규모에 대해 미국 역시 우려를 갖고 있다고 밝혔습니다.

[국무부 관리] “With regards to some of the concerns that you have raised, we too remained concerned about the scale of North Korea’s illicit procurement, in particular to the refined petroleum products, the UN prohibited ship-to-ship transfers, and we use these meetings as the opportunity to remind all countries of their obligations adherence to the UNSC resolutions. These gatherings that will take a place in Singapore are very good opportunity to do that and we plan to do so. Secretary Pompeo will plan to do so.”

이 관리는 31일 전화회견에서 마이크 폼페오 국무장관의 ARF 참석 일정과 의제 등을 설명하면서, 북한의 연료 거래와 미사일 개발 등에 대한 우려가 있느냐는 질문에 이같이 답했습니다.

이어 싱가포르에서 열릴 회담들은 미국이 참가국들에 유엔 결의 의무를 상기시키기 매우 좋은 기회라면서 폼페오 장관이 그렇게 할 계획이라고 설명했습니다. 또한 모든 유엔 회원국들이 대북 제재 결의를 계속 이행할 것으로 기대한다고 강조했습니다.

아울러 김정은 위원장이 동의한 최종적이고 완전히 검증된 북한의 비핵화라는 궁극적인 목표를 다 함께 추구하고 있으며 이 문제는 ARF 회의 등에서 언급될 것이라고 덧붙였습니다.

[국무부 관리] “I think it is a good opportunity to reiterate from our perspective all UN members states are required to implement UNSC sanctions resolutions and we expect all of them continue doing so. I think that will be point that will be addressed during these gatherings as we all strive for the ultimate goal and that is the FFVD of DPRK as agreed to by Chairman Kim.”

이 관리는 폼페오 장관이 리용호 북한 외무상과 양자 회담을 가질 계획이 있느냐는 질문에, 북한은 ARF에 참석하는 27개국 중 하나인 만큼 논의에 참가할 것이라며 즉답을 피했습니다.

[국무부 관리] “With regards to the potential encounters in Singapore, let me make a distinction. DPRK is in the room as a member of ASEAN Regional Forum, among these 27 countries, so there will be discussions that are inclusive of North Korea. I don’t have any announcement today, but it is natural to get a lot of business done and there are chance encounters there are sometimes planned encounters but we are not there yet for announcement. “

그러면서 이날 발표할 (미-북 양자 회담) 계획은 없다면서도 ARF와 같은 회의에서는 많은 일들이 다뤄지는 게 자연스럽다고 설명했습니다. 또한 우연한 만남도 이뤄지고 때때로는 계획된 만남도 이뤄진다면서 아직 이와 관련해 발표할 시점은 아니라고 덧붙였습니다.

이 관리는 또 미국의 목표는 변하지 않았다며 이는 몇 주 전 김정은 위원장이 동의했듯 최종적이고 완전히 검증된 북한의 비핵화라고 강조했습니다.

[국무부 관리] “DPRK will be in the room for that meeting but I think it is a good opportunity for me to emphasize that our goal remains the same and that is to achieve final, fully verified denuclearization of the DPRK as agreed to by Chairman Kim in Singapore just few weeks back. Our policy before the Singapore summit remains policy after the Singapore summit, the only difference is that Chairman has committed to our mutual goal.”

미국의 정책은 싱가포르에서 열린 미-북 정상회담 이전과 이후에 차이가 없으며 유일한 차이는 김정은 위원장이 이런 공통의 목표에 약속했다는 점이라는 겁니다. 이 관리는 북한이 미사일 기술과 시설을 계속 개발하고 있다는 언론 보도와 관련한 논평 요청에는 정보 사안에 대해서는 언급하지 않겠다고 답했습니다.

한편 폼페오 장관은 3일부터 4일까지 싱가포르에서 열리는 ARF와 동아시아정상회의 외교장관회의, 미-아세안 외교장관회의 등에 참석할 계획입니다. 이에 따라 일부 언론들은 이번에 열리는 ARF에서 미-북, 남북간 외교장관 회의가 열릴지 여부에 주목하고 있다고 전한 바 있습니다. 이번 ARF에는 강경화 한국 외교장관, 왕이 중국 외교부장, 고노 다로 일본 외무상, 세르게이 라브로프 러시아 외무장관도 참석할 예정입니다.
