마이크 폼페오 국무장관은 이번 주 열리는 동남아시아국가연합(AEAN) 회의에서 대북 제재 이행을 촉구할 계획이라고 국무부 고위 관리가 밝혔습니다. 북한이 대화에 나선 이유는 제재 때문인 만큼 비핵화가 이뤄질 때까지 제재를 유지해야 한다고 강조했습니다. 김영남 기자가 보도합니다.

폼페오 장관이 동남아시아국가연합(ASEAN) 회의에서 대북 제재 이행을 상기시킬 것이라고 국무부 고위 관리가 밝혔습니다.

[국무부 관리] “Yeah, I think when it comes to North Korea and sanctions, it’s more than an ask; it’s a reminder of obligations. All of the countries participating in these multilateral meetings are also members of the United Nations and are obligated to implement all UN Security Council resolutions. And we do have concerns about North Korea bypassing some of those sanctions, not adhering to its own obligations, so the Secretary will use these opportunities to remind all of that obligation to stick to the sanctions as a means to get to the ultimate objective, the fully verified, finally fully verified, denuclearization of North Korea.”

이 관리는 2일 말레이시아로 향하는 비행기에서 기자들에게 북한이 일부 제재를 우회하고 의무를 따르지 않는 데 대한 우려가 있다면서 이렇게 말했습니다. 이에 따라 폼페오 장관은 이번 회의를 북한의 최종적이고 완전히 검증된 비핵화라는 궁극적 목표에 도달하기 위해 모든 국가가 제재를 유지해야 한다는 의무를 상기시키는 기회로 활용활 것이라는 설명입니다.

그러면서 이번 다자회담에 참석하는 모든 나라는 유엔 회원국인 만큼, 안보리 결의를 이행할 의무가 있다고 강조했습니다. 또 북한이 대화에 나선 가장 큰 이유는 전세계가 제재를 준수했기 때문이라며, 제재의 목표와 목적이 달성될 때까지 이 같은 제재를 유지해야 한다고 말했습니다.

[국무부 관리] “Well, in very general terms, we believe that the sanctions and the adherence to sanctions by countries around the world is a primary reason that North Korea has entered into dialogue, and those sanctions need to stay in place until the goals and objectives of the sanctions are achieved. That’s a very important message, and it’s not one that the Secretary delivers lightly, I think he delivers on a regular basis, and we see a need to continue doing so.”

이는 매우 중요한 문제이며 폼페오 장관은 이를 가볍게 다루지 않을 것이라는 설명입니다.

이 관리는 오는 아세안지역안보포럼(ARF)에서 폼페오 장관이 리용호 북한 외무상과 만날 계획이 있느냐는 질문에 이번 회의에는 약 30개 국의 외교장관이 참석하며 다양한 형태의 많은 교류가 이어질 것이라며 즉답을 피했습니다. 다만 역내 도전과제와 다른 사안들을 논의할 공식적 혹은 약식의 만남 기회가 있을 것이라며, 폼페오 장관이 많은 대화 상대를 만날 것이라고 해도 무방하다고 덧붙였습니다.

[국무부 관리] “I’m not in a position to confirm any additional meetings of a bilateral nature beyond those meetings with Singapore, but I will simply note what happens at these annual gatherings is there are at least 27 - I think this year with guests of the chair there are approximately 30 - foreign ministers. That provides a platform for a lot of interaction - some sit-down meetings, some side-bar meetings, some pull-asides, some chance encounters - to address challenges in the region or other business. So I think it’s safe to say the Secretary will be seeing many of his counterparts.”

폼페오 장관은 3일부터 4일까지 싱가포르에서 열리는 ARF와 동아시아정상회의 외교장관 회의, 미-아세안 외교장관회의 등에 참석할 계획입니다. 이번 ARF에는 강경화 한국 외교장관, 왕이 중국 외교부장, 고노 다로 일본 외무상, 세르게이 라브로프 러시아 외무장관도 참석할 예정입니다.
