국무부는 국가안보팀 전원이 논의 끝에 지금은 적절한 방북 시기가 아니라고 판단했고 트럼프 대통령이 여기 동의한 것이라고 밝혔습니다.

[녹취: 노어트 대변인] “You know we often get into details about private diplomatic conversations. But I can tell you that the president and his national security team, which obviously included Secretary Pompeo, and I want to make this clear too, that the Ambassador Bolton National Security Advisor was part of this conversation, there were some inaccurate reports that he was not, he happened to be on the phone on a secure call participating in this conversation as well. The entire national security team discussed this in their judgement they made the judgement that now is not the right time to travel, and the president agreed to that. And that was when the president made decision to send out some tweets announcing that decision.”

헤더 노어트 국무부 대변인은 28일 정례브리핑에서 북한이 보낸 서한 때문에 방북이 취소된 것이냐는 질문에 사적인 외교상 대화를 언급하지 않겠다며 이같이 답했습니다. 그러면서 편지의 존재 여부와 내용 모두 확인해줄 수 없다고 선을 그었습니다.

노어트 대변인은 폼페오 장관과 존 볼튼 백악관 국가안보보좌관 등이 모두 참여한 논의에서 이런 결정이 내려진 뒤 트럼프 대통령이 트위터를 통해 이를 발표한 것이라고 설명했습니다.

이어 북한과 다시 만날 가능성을 묻는 질문에, 완전히 가정적인 상황이라면서도 북한이 준비가 되고 만남이 생산적일 것으로 판단된다면 대화할 준비가 돼 있다고 답했습니다.

[녹취: 노어트 대변인] “I think that is entirely hypothetical and we stand ready to talk when North Koreans stand ready to do so and when we think it would be productive.”

또 북한 비핵화에 진전이 없다는 트럼프 대통령의 발언과 관련해서는, 아예 진전이 없었다는 게 아니라 '충분한 진전'이 이뤄지지 않았다는 뜻이었다고 해명했습니다.

아울러 미국은 진전이 이뤄지고 있지만 충분하지 않다고 느낀다며, 폼페오 장관은 이전에 몇 차례 가졌던 진지하고 실질적 대화를 하기 위해 북한에 가는 것이지 그저 비행기를 타고 북한으로 향하기를 원하지 않는다고 설명했습니다. 하지만 한반도 비핵화와 관련해 충분한 진전이 이뤄지지 않았다는 게 대통령과 국가안보팀의 견해라고 거듭 강조했습니다.

노어트 대변인은 북한과의 외교적 노력은 계속되고 있다고 확인했습니다.

I know that a lot of people are interested in sort of where this stands and the president overall remains very clear eyed about challenges and difficulties ahead of us. We have long said, the secretary has long said, this wouldn’t be easy from the start and it would be, it could be a somewhat lengthy process. Overall sometimes we move forward, sometimes we stand right where we are. We look forward to future negotiations when the time is right.”

그러면서 트럼프 대통령은 앞에 놓인 도전과 어려움을 매우 냉정하게 바라보고 있다며, 폼페오 장관이 오랫동안 말해왔듯이 이 문제는 시작부터 쉽지 않을 것이고 장기화될 수 있다고 지적했습니다. 또한 북한 정부가 싱가포르 정상회담에서 한 서약과 약속을 준수하고 따르기를 분명히 기대한다고 밝혔습니다.

노어트 대변인은 평양 방문 연기 결정에도 불구하고 김정은 위원장이 싱가포르 회담에서 트럼프 대통령에게 한 북한 비핵화 약속을 이행할 준비가 됐다는 것이 명확해지면 미국은 관여할 준비가 돼 있다는 폼페오 장관의 이날 성명을 소개했습니다.

[녹취: 노어트 대변인] “Despite the decision to delay my trip to Pyongyang, America stands ready to engage when it is clear that Chairman Kim stands ready to deliver on the commitments that he made at the Singapore Summit to President Trump to completely denuclearize North Korea. The world is united behind the need for Chairman Kim to fulfill that commitment. Every member of the United Nation’s Security Council voted to call upon North Korea to abandon all nuclear weapons, existing nuclear programs, and other weapons of mass destruction. The goal of final fully verified denuclearization of North Korea as agreed to by Chairman Kim is the world’s goal. The United States like the rest of the world is looking forward to North Korea’s compliance with these resolutions which will enable Chairman Kim to provide a brighter future for his own people.”

노어트 대변인에 따르면 폼페오 장관은 성명에서 전 세계는 김 위원장이 약속을 지켜야 한다는 데 의견이 일치돼 있고, 유엔 안보리 이사국 전원이 북한에 모든 핵무기와 현존하는 핵 프로그램, 다른 종류의 대량살상무기를 포기할 것을 촉구했다는 점을 분명히 했습니다.

또 김 위원장이 동의한 최종적이고 완전히 검증된 북한의 비핵화 목표는 전 세계의 목표라면서, 미국은 전 세계 다른 나라와 마찬가지로 북한이 이런 결의를 준수하기를 고대하고 있다고 밝혔습니다.

노어트 대변인은 유엔 안보리 결의 2371호와 2375호, 2397호는 이런 점을 매우 명확히 담고 있다고 말했습니다. 그러면서 미국이 미-북 협상을 뒤집고 있다는 비판이 나온다면 만장일치로 북한의 비핵화를 촉구한 유엔 결의를 상기시킬 것이라고 덧붙였습니다.

[녹취: 노어트 대변인] “Those UNSC resolutions 2371, 2375, and 2397, they laid them out very clearly. So when you hear other governments or other individuals criticizing the United States that the United States is perhaps upending these negotiations, I would point you back to these unanimous UNSC resolutions, which clearly lay out the world’s unanimous expectation of North Korean government to denuclearize and all the other things that we just mentioned.”

노어트 대변인은 북한과의 대화가 실패했다는 일부 미 의회 의원들의 지적과 관련해서는, 지난 1년 동안 많은 변화가 있었다고 강조했습니다.

[녹취: 노어트 대변인] “I tend not to comment on what other world leaders or even U.S. politicians would say. I would certainly say that when you look at some of the things that have taken place in last year. One we are in a very different spot today than we were one year ago where there were ballistic missiles launches where there were nuclear tests, we all remember very well what last summer looks like and the fear that many Americans felt at that time. Today we are in a very different place.”

아울러 유엔 안보리 결의와 최대 압박 캠페인이 없었다면 김정은 위원장을 미국과의 대화에 의지를 보이고 열려 있는 현 상황까지 이끌지 못했을 것이라고 강조했습니다.

또한 문재인 한국 대통령이 올해 초 미국을 방문한 자리에서 경제 압박 캠페인과 관련한 트럼프 행정부의 노력에 감사를 전했다는 점도 상기시켰습니다. 그러면서 이는 일부라며 미군 유해 송환과 억류된 미국인 인질 석방 등 큰 진전을 이뤄냈다고 덧붙였습니다.

노어트 대변인은 비핵화에 진전이 없는 상황에서 다음 달로 예정된 문재인 대통령의 방북 취소를 요청할 계획이 있느냐는 질문에, 비핵화가 이뤄져야 한다고 말했던 문 대통령의 과거 발언을 상기시키겠다고 답했습니다.

[녹취: 노어트 대변인] “I think I would just go back to what president Moon has said in the past that those things have to take place that has to take place, the denuclearization has to take place. He has been very clear about that. We continue to have good discussion with our allies both Republic of Korea and Japan.”

그러면서 문 대통령은 이에 대해 매우 명확하게 해왔다며 미국은 동맹인 한국과 일본 모두와 좋은 논의를 지속하고 있다고 말했습니다.
