유엔 안보리 9월 의장 자격으로 4일 기자회견을 연 헤일리 대사는 북한과의 대화를 가능하게 한 건 국제사회가 제재와 함께 북한을 고립시키기 위해 강경한 자세를 취했기 때문이라고 말했습니다. 그러면서 단지 악수를 하고, 서로 미소 짓는다고 해서 국제사회가 북한의 탄도미사일 개발을 용인하지 않을 것이라는 점 또한 김정은 위원장에게 알렸다고 덧붙였습니다.

아울러 안타깝게도 제재는 북한의 관심을 끌 수 있는 유일한 방법이었다며, 트럼프 대통령의 거친 말과 국제사회의 북한에 대한 고립이 결합되면서 북한을 대화 테이블로 이끌 수 있었다고 거듭 평가했습니다.

[녹취: 헤일리 대사] “Because the sanctions unfortunately was the only way we can get the attention of North Korea, I think that combined with the rough talk from the president and the international community’s isolation of North Korea really brought them to the table.

따라서 북한에 대한 제재는 계속될 것임을 시사했습니다.

[녹취: 헤일리 대사] “So having said that I think you will continue to see that strength, the Security Council again today kind of that point known this morning in our breakfast that we have to make sure we stand strong on this and we will see what happens.”

[녹취: 헤일리 대사] “Russia and China continue to cause problems. I know we are in the 1718 committee now, we are trying to release the report, they are trying to block it. I think that you know... it flies in the face of the international community for Russia and China to not follow the same rules as everyone else. And we have to make sure that they are not exempt on their relationship with North Korea compared to every other counties.”

러시아와 중국이 다른 나라와 달리 규정을 지키지 않으면서 국제사회에 대항하고 있다는 겁니다. 따라서 이들 두 나라가 북한과의 관계에 있어 다른 나라와 달리 면제받지 않도록 확실히 해야 한다고 강조했습니다.

이어 미국은 어떤 제재 위반 행위에 대해서도 행동에 나설 것이라는 점을 상기시켰습니다. 아울러 대북 제재 결의를 통과시키는 데 많은 노력이 기울여졌음을 알고 있는 안보리도 이런 위반에 강경하게 대처할 것이라고 확인했습니다.

[녹취: 헤일리 대사] “We have seen that on the cap on the fuel cap and we’ve seen that with Russia on the labors and I think that is in combat on every member of the international community to not give anyone a pass unless they want to see that testing stat back up again.”

헤일리 대사는 제재 위반 행위가 북한에 그어진 정제유 상한선과 러시아의 북한인 노동자 고용에서 목격됐다는 사실을 지적했습니다. 그러면서 국제사회 모든 구성원들은 어느 누구에게도 제재 위반을 허용하지 않기 위해 노력하고 있다며, 이는 북한의 무기 실험을 다시 보지 않기 위해서라고 강조했습니다.
