존 케리 전 국무장관은 미-북 관계에 진전은 없다며 북한은 핵무기를 보유하고 있고 오히려 이를 늘리고 있다고 지적했습니다. 트럼프 대통령은 제대로 된 준비 없이 정상회담에 나섰다며 전직 대통령들은 당적을 막론하고 비핵화에 진전이 있기 전까지는 북한을 정당화하는 정상회담에 응하지 않았다고 말했습니다. 김영남 기자가 보도합니다.

존 케리 전 국무장관은 현재 북한 문제와 관련해 진전이 없다며 북한은 핵무기를 가졌고 정보당국은 북한이 이런 무기를 늘리고 있다고 지적했다고 말했습니다.

[녹취: 케리 전 장관] “Latest development? What is it? Do you consider statement by KJU about how much they love each other as the latest development? I don’t consider that a development. He has got nuclear weapons, and our intelligence community has told us that he is growing those weapons. That is development we ought to be paying attention to. And the fact is all these gluey back and forth I think is called North Korean rope-a-dope.”

케리 전 장관은 10일 워싱턴에서 열린 자서전 발간 행사에서 미-북 간 최근 진전 상황을 어떻게 평가하느냐는 VOA의 질문에 진전이 어디에서 이뤄졌느냐고 반문하며 이같이 답했습니다.

이어 미국은 북한이 핵무기를 늘리고 있다는 진전에 주의를 기울여야 한다며 최근 이뤄지고 있는 김정은과 트럼프 대통령의 끈적끈적한 성명 교환은 북한이 상대방의 체력을 소진하도록 하는 외교 기술(로프어도프)이라고 주장했습니다. 케리 전 장관은 트럼프 대통령이 많은 준비를 하지 않고 사전 합의 사항도 이뤄내지 못했으며 비핵화에 대한 정의를 어떻게 내릴지도 모른 채 정상회담에 나섰다고 비판했습니다.

[녹취: 케리 전 장관] “You go to have a summit with scant preparation, no communique pre-agreed upon, no understanding of how you are going to define denuclearization, no understanding of where you are going to go with respect to accounting for whatever it exists as weaponry. What is the declaration that they are prepared to do? How will you document that declaration? And how will you then deal with the declaration? There isn’t one single details, they came out of this incredible summit, because frankly President Trump just wanted a reality TV event of having a big summit event. All flags and meetings, and come out and say guys he is really good guy. I like him so much, and he likes me.”

또한 북한의 핵 신고를 어떤 방식으로 진행할지도 결정하지 못했었다며 구체적인 내용이 하나도 없었다고 지적했습니다. 그러면서 트럼프 대통령은 큰 정상회담이라는 리얼리티 쇼를 원했다며 회담이 끝난 뒤 김정은이 매우 좋은 사람이고 서로 많이 좋아한다고 말한 게 전부라고 비판했습니다. 이어 북한은 곡사포로 사람을 처형한 나라이고 이는 매우 끔찍한 행동이었다고 지적했습니다.

[녹취: 케리 전 장관] “Just ask the people who literally threw up because they were forced to be fainted, because they were forced to watch the public execution of people by them using 122mm anti-aircraft guns against the human beings. It is ugly stuff.”

케리 전 장관은 싱가포르 회담에서 김정은이 원한 것은 김정일과 김일성이 원했던 것 이상이 아니라며 김정일과 김일성은 이를 원했지만 모두 얻어내지 못했다고 말했습니다. 공화당과 민주당을 막론하고 전직 대통령들은 비핵화에 대한 긍정적인 진전이 있기 전까지 북한을 정당화하는 회담을 허락하지 않았다는 겁니다.

[녹취: 케리 전 장관] “There is no sign what so ever that what happened in Singapore was anything more than KJU getting something that his father and his grandfather both wanted, and both tried to get, and never got, because the preceding presidents, Republicans and Democrats alike, were unwilling to give them a meeting to legitimize them, unless they have something positive moving forward on denuclearization, on the talks. We went through this once before in 1990s, when Clinton did come up with agreed upon framework in 1990s, and they cheated. Old saying, fool me once shame on you, fool me twice, shame on me.”

이어 이런 일은 1990년대에도 있었다며 빌 클린턴 당시 대통령은 제네바 합의를 이뤄냈지만 북한은 이를 어겼었다는 점을 상기시켰습니다. 케리 전 장관은 그러나 자신 역시 관여 정책을 지지하며 북한과 이런 대화를 추진했었을 것이라고 말했습니다.

[녹취: 케리 전 장관] “Let me be fair, it is important. I am an advocate of engagement. I would have pushed to try to have the conversations. I think that is good. I am glad that he wanted to have the summit rather than engaging in back and forth tweeting rhetoric that they have. I just wished it had been implemented and worked on in a way to advance the process so that you come out with something you know what your roadmap is and where you are heading. That is the problem here.“

트럼프 대통령이 김정은과 트위터 등으로 수사를 주고받는 것보다는 회담을 갖기를 원했다는 게 기쁘다는 겁니다. 그러나 이런 상황이 앞으로 어떻게 이어질지 등에 대한 로드맵을 만드는 식으로 이뤄졌으면 좋았을 것이라며 문제는 여기에 있다고 지적했습니다.

케리 전 장관은 자신 역시 (대화) 환경을 조성하기 위해 미-한 연합군사훈련을 일시적으로 중단하는 방안을 지지했겠지만 북한이 이를 통해 더 많은 것을 얻어낸 것이 우려된다고 말했습니다.

[녹취: 케리 전 장관] “I would have supported the temporary halt in exercises in order to try to create atmosphere, but what I fear is that North Korea got more out of it in a way that helps them and now they are going to, I am told through the intel stuffs that is public, I am not going anything private, the public intel stuffs tell they are still building more, they are moving them around, they are hiding them. That is not a good situation.”

그러면서 공개된 정보당국의 자료에 따르면 북한은 (핵을) 더욱 많이 만들고 이동시키며 숨기고 있다고 지적했습니다. 이어 이는 좋은 상황이 아니라고 덧붙였습니다.
