마이크 폼페오 미국 국무장관은 오는 7일 북한에서 2차 미-북 정상회담과 비핵화에서 진전을 이뤄내도록 노력할 것이라고 밝혔습니다. 또 미국은 빠른 비핵화를 원하지만 ‘시간 게임’을 하지 않을 것이라고 거듭 강조했습니다. 김영남 기자가 보도합니다.

폼페오 국무장관은 3일 다가오는 방북 결과에 대해 낙관하고 있다고 말했습니다.

[녹취: 폼페오 장관] “I am not going to comment on the progress of the negotiations on the end of war declaration or declaration of any other items. Only to say this, I am very happy to be going back to get another chance to continue the advance the commitment that Chairman Kim and President Trump made in Singapore in second week of June. I am optimistic that we will come away from that with better understanding of deeper progress and a plan forward not only for the summit between the two leaders but for us to continue the efforts to build our path way forward for denuclearization.”

폼페오 장관은 이날 기자회견에서 이같이 밝히고, 그러나 종전 선언이나 다른 선언과 관련한 협상의 진전에 대해서는 언급하지 않겠다고 말했습니다. 그러면서, 다시 방북해 6월 싱가포르 정상회담에서 김정은 위원장과 트럼프 대통령이 한 약속에 대한 진전을 이어가는 기회를 갖게 돼 매우 기쁘다고 밝혔습니다.

폼페오 장관은 2021년 초까지 비핵화를 원한다는 자신의 과거 발언과 비핵화 시간표 설정이 없다는 트럼프 대통령의 발언이 다른 것 아니냐는 질문에, 이 둘은 완전히 일치한다고 대답했습니다. 미국은 빠른 비핵화를 원하지만 ‘시간 게임’은 하지 않을 것이라는 겁니다.

[녹취: 폼페오 장관] “Those are entirely consistent with each other. We want it fast but we are not going to play the time game. My comment about 2021 was not mine, I repeated it, but it was comment that have been made by the leaders who had their inter-Korean summit in Pyongyang. They talked about the 2021 when they were gathered there. So I was simply reiterating this as a timeline that they were potentially prepared to agree to.”

이어 2021년 내 비핵화 발언은 자신의 발언이 아니라 평양에서 열린 남북정상회담에서 남북한 두 지도자가 한 발언을 언급한 것이라고 설명했습니다. 남북한 두 지도자가 평양에서 2021년 내 비핵화 얘기를 했다는 겁니다. 그러면서 자신은 남북한 지도자가 동의할 준비가 된 것으로 알려진 시한을 상기시킨 것뿐이라고 덧붙였습니다.

아울러 시한 설정이 없다는 트럼프 대통령 발언은 정확하다며, 이는 오랜 시간이 걸리는 문제라고 말했습니다. 이 문제는 수십 년간 지속됐으나 미국은 그 긴 시간 동안 이뤄진 것보다 최근 더 많은 진전을 이뤄냈다는 겁니다.

[녹취: 폼페오 장관] “President Trump’s comments are exactly right. This is a long term problem. It has been outstanding for decades, we have made more progress that has been made in awfully long time. And importantly, we have done so in conditions which continues to give us opportunity to achieve the final goal, that is economic sanction continue to remain in place.”

폼페오 장관은 중요한 것은 경제 제재가 유지된다는 점이 최종 목표를 달성하기 위한 기회를 계속 제공한다는 점이라고 강조했습니다. 아울러 비핵화에 도달하기 위한 역량을 제공하는 데 핵심인 제재는 변하지 않고 있다고 설명했습니다.

[녹취: 폼페오 장관] “The core preposition the thing which will give us the capacity to deliver denuclearization isn’t changing. If you heard, the UNSC, complete unanimity about the need for those to stay in place. Russians and Chinese had some ideas about how we might begin to think about the time when would be appropriate to reduce them, but the two countries, they were supportive of maintaining the UNSC resolutions and sanctions underlay them. That is a global commitment that I am not sure there is any issue in the world you can find such unanimity. So my efforts this week will be one more step along the way toward achieving what the UNSC has directed North Koreans to do.”

폼페오 장관은 이어 유엔 안보리는 제재가 유지돼야 할 필요성에 대해 완전한 만장일치를 보였다고 강조했습니다. 러시아와 중국은 어느 시점에서 제재를 완화하는 것이 적절할지에 대해 의견을 보였지만 두 나라 모두 안보리 결의와 제재를 유지하는 것을 지지했다는 설명입니다. 이어 (대북) 제재는 국제사회의 약속이라며, 전세계 어느 현안에 있어 이렇게 만장일치가 되는 사안을 찾을 수 있는지 모르겠다고 말했습니다.
