유엔군사령부 해체는 언젠가 이뤄지겠지만 올바른 시기에만 가능한 사안이라고 웨인 에어 유엔군사령부 부사령관이 밝혔습니다. 에어 부사령관은 또 최근 몇 달간 한반도 상황에 큰 진전이 있으며 이뤄진 합의를 지지한다면서도, 최악의 상황에 항상 대비할 것이라고 말했습니다. 김영남 기자가 보도합니다.

웨인 에어 유엔군사령부 부사령관은 유엔사가 언젠가는 사라지게 되겠지만 올바른 시기가 돼야만 가능한 문제라고 밝혔습니다.

[녹취: 에어 부사령관] “Lastly, with the multiple calls for the end of the war declaration, there will invariably be calls for disbandment of UNC. Don’t get me wrong, at some point, that has to happen, at some point command has to go away, but it has to be at the right time.”

캐나다 출신으로는 처음 유엔사 부사령관을 맡은 에어 중장은 5일 워싱턴의 카네기평화재단에서 열린 한반도 관련 세미나에서, 종전 선언에 대한 목소리가 많아지면서 유엔사 해체 얘기도 나오게 될 것이라며 이같이 말했습니다. 에어 중장은 종전 선언은 평화협정과는 매우 다른 사안이라고 강조했습니다.

[녹취: 에어 부사령관] “But the end of war declaration is very different from a peace treaty, and the requirement to continue to have mechanism to formally deescalate incidents needs to exist. This issue was clearly addressed by the President Moon’s comments immediately after his return from the third summit, when he stated that the end of war declaration will no way affect the status of the UNC until the complete denuclearization is fulfilled, the armistice system would be maintained.”

문재인 한국 대통령이 최근 종전 선언에도 유엔사의 지위에는 어떤 영향도 없을 것이라는 점을 명확히 했고, 실제로 북한의 완전한 비핵화가 이행될 때까지 정전체제가 유지될 것이라는 설명입니다.

에어 부사령관은 최근 지난 여러 달 동안 북한의 도발이 없었고 미-북과 남북한 간 정상회담이 열리는 등 진전이 이뤄지고 있다고 평가했습니다. 또한 유엔사 역시 북한군과의 대화채널을 다시 운영하게 됐다고 강조했습니다. 그러면서 또 하나의 진전으로 유엔사가 최근 약 5700명의 사람들이 비무장지대(DMZ)를 이동하는 것을 승인하고 조율했다는 점을 꼽았습니다.

[녹취: 에어 부사령관] “The UNC has approved, coordinated and monitored over 5,700 personnel crossings through the DMZ. And most notably, the statistic doesn’t include 400 + during the time of the Olympics. In 2017, by comparison, there was zero, unless you count the defectors…that wasn’t official.”

또한 이는 평창 동계올림픽 당시 비무장지대를 통과한 400명을 제외한 수치라며 지난해의 경우 한 명도 승인을 받지 못했었다고 설명했습니다. 그러면서 승인을 받은 사람의 대부분은 남북한 교류 차원이었다고 덧붙였습니다.

에어 부사령관은 곧 유엔사와 남북한 군이 최근 협의 사안들의 이행을 논의하기 위해 3자 대화를 가질 것이라고 말했습니다. 한반도의 최종적이고 완전히 검증되며 되돌릴 수 없는 비핵화를 통한 항구적인 평화로 나아가기 위해서는 (합의) 이행이 중요하다는 설명입니다.

[녹취: 에어 부사령관] “Indeed over the coming days, we should see a trilateral meetings between UNC, ROK Military and DPA for its implementation. It always give the hope that the process is moving forward towards last peace with a final, fully verifiable and irreversible denuclearization of the Peninsula. But at the same time we ought to got be ready for worst case as well, and that is why the military gets paid big bucks to be ready…the future going forward is not.”

그러면서도 유엔사는 최악의 상황에 항상 대비해야 한다고 강조했습니다. 에어 부사령관은 북한의 비핵화 진정성을 묻는 질문에, 이 사안의 핵심은 신뢰 구축이라고 대답했습니다. 지난 수십 년 동안의 안 좋은 기억과 경험이 있기 때문에 우선 신뢰가 존재하지 않는다는 겁니다.

[녹취: 에어 부사령관] “There is decades of bad blood and experience so that trust doesn’t exist. The real problem is how do you build the trust, how do you fill the deficit. So the approach that South Korea is taking is to build the trust first which….”

에어 부사령관은 신뢰를 먼저 쌓는 게 중요한지 행동이 먼저 이뤄져야 하는지 여부에 이견이 있는 것 같다면서, 앞으로의 상황은 중간지점을 어떻게 찾아낼지에 달려 있다고 내다봤습니다. 그러면서 이런 접점을 찾지 못한다면 앞으로 나아가기 힘들며 오판으로 인해 1년 전 상황으로 되돌아 갈 수도 있다고 말했습니다.
