제임스 매티스 미 국방장관이 오는 2월 말 퇴임하겠다는 뜻을 20일 도널드 트럼프 대통령에게 전달했다.

미 언론들은 매티스 장관의 이번 결정은 트럼프 대통령이 시리아에 주둔하던 2000명 이상의 미군을 철수할 계획을 발표한지 하루 만에 이뤄졌고 이번 결정과 관련해 두 사람이 이견을 보였다고 보도했다.

매티스 장관은 이날 백악관에서 열린 회의에 참석해 시리아에서의 미군 철수 계획에 반대한다는 뜻을 밝혔다고 한다. 이슬람 무장단체 IS가 다시 부상할 가능성이 있고 현지에 있는 미국의 동맹군들을 위험에 빠뜨리게 할 수 있다는 이유에서이다. 트럼프 대통령은 이날 매티스 장관이 시리아에서의 미군 철수 계획을 공개적으로 지지할 것을 요구했지만 매티스 장관은 이를 거절했다고 한다.

언론들은 매티스 장관은 이날 미리 작성했던 사표를 들고 백악관에 갔었다고 보도했다. 이날 매티스 장관은 마지막으로 트럼프 대통령이 시리아 주둔 미군 철수 결정을 바꾸도록 설득하려 했지만 실패했다고 한다. 매티스 장관은 이후 펜타곤으로 돌아와 보좌진에게 준비해놓은 사표 50장을 출력해 직원들에게 돌리도록 한 것으로 전해졌다. 

매티스 장관은 이날 트럼프 대통령에게 A4 용지 1쪽 반 정도 분량의 사표를 전달했다. 이 사표는 26대 국방장관으로서 미국 국민과 이상(理想)을 국방부 직원들과 함께 수호할 수 있어 영광이었다고 시작된다.

그는 “내가 항상 가져온 핵심 원칙은 국가로서의 힘은 미국의 특별하고 포괄적인 동맹과 파트너십 체계와 떼어놓을 수 없다는 점”이라며 “미국은 자유 세계에서 없어서는 안 되는 존재이지만 강력한 동맹을 유지하고 이들 동맹들을 존중하는 모습을 보이지 않는다면 미국의 이익을 지켜나가거나 이런 역할을 맡을 수 없다”고 했다.

그는 “귀하처럼 나도 미군이 전세계의 경찰 역할을 맡아서는 안 된다고 처음부터 말해왔다”며 “오히려 우리는 미국 동맹국들에 효과적인 지도력을 제공하는 등 공동의 방위 부문에 미국이 가진 모든 힘을 사용해야만 한다”고 설명했다. 그러면서 북대서양조약기구(NATO)의 29개 민주주의 국가들은 9/11 공격 이후 미국과 함께 싸워왔고 이슬람 극단주의 무장단체인 ISIS를 퇴치하는 작전에 74개 국가가 참여했다는 것이 이를 뒷받침하는 증거라고 강조했다.

매티스 장관은 중국과 러시아가 미국과 동맹국, 그리고 이웃 국가들에 권위주의적 모델을 전파하려고 한다며 이런 이유로 미국은 공동의 방어 체계를 갖추기 위해 모든 힘을 사용해야 한다고 거듭 지적했다.

그는 “귀하는 당신과 더 잘 맞는 견해를 가진 국방장관을 가질 권리가 있다. 그렇기 때문에 나는 내 자리에서 물러나는 것이 옳다고 생각한다”고 했다. 그는 인수인계에 차질이 없도록 하기 위해 퇴임 일정을 2월 29일로 잡는다고도 설명했다.

트럼프 대통령은 이날 트위터를 통해 매티스 장관의 퇴임 사실을 알리며 “그는 동맹국들과 다른 국가들이 그들의 군사적 책무를 다하도록 하는데 큰 도움이 됐다”며 곧 새로운 국방장관을 임명할 것이라고 했다.

뉴욕타임즈는 매티스 장관의 퇴임 결정은 여러 중요한 국제적 현안이 이어지고 있는 가운데 이뤄졌다며 일각의 우려 목소리를 전했다. 이 언론은 국방부 관계자를 인용해 미국이 약 7000명의 아프가니스탄 주둔 미군을 몇 달 내에 철수할 것이라고 보도하기도 했다. 이는 현재 아프가니스탄에 주둔하고 있는 전체 미군 수 절반에 달하는 규모이다. 아울러 이는 17년간 이어진 아프가니스탄 분쟁에서의 미국의 역할을 이제 멈추려는 신호일 수 있다고 일부 언론은 분석했다.

한편 매티스 장관은 트럼프 행정부 각료 중에서 렉스 틸러슨 전 국무장관과 허버트 맥매스터 전 백악관 국가안보보좌관과 함께 소위 ‘어른들의 축’으로 분류됐다. 이들은 불확실한 트럼프 대통령의 정책이 있을 때마다 소신껏 조언을 해오던 사람들로 알려졌다. 그리고 이들 세 명이 모두 트럼프 행정부를 떠나게 된 것이다.

미국 월스트리트저널에 따르면 매티스 장관은 트럼프 대통령이 2017년 7월 성전환자의 입대를 막겠다는 트위터를 올렸을 당시 이를 사전에 알지 못했으며 휴가 중이었다고 보도했다. 또한 트럼프 대통령이 싱가포르에서 김정은과 만나 주요 한-미 연합군사훈련을 유예하겠다고 한 것도 이후에 알게 됐다고 한다.

매티스 장관은 2013년에 해병대 4성 장군으로 퇴역했다. 미 국방장관이 되려면 퇴역 후 7년이 지나야 한다는 규정이 있었으나 미 의회는 매티스 장관 인준을 위해 이런 조항을 면제해줬다. 그는 양복을 입었지만 군 사령관과 같이 국방부를 지휘했다고 전해졌다. 그는 군대에서 함께 근무했던 군인 출신들에 많이 의존했다고 한다. 그는 종종 이른 새벽에 출근했고 거의 매 주말 국방부를 찾았다. 그는 다른 장군들과 마찬가지로 공개적인 질의응답 기회를 잘 제공하지 않았다. 매티스 장군의 명언 중 하나는 “무기를 들기 전에 머리를 최대한 활용해라(Engage your brain before you engage your weapon)”이었다.

Dear Mr President:

I have been privileged to serve as our country’s 26th Secretary of Defense which has allowed me to serve alongside our men and women of the Department in defense of our citizens and our ideals.

I am proud of the progress that has been made over the past two years on some of the key goals articulated in our National Defense Strategy: putting the Department on a more sound budgetary footing, improving readiness and lethality in our forces, and reforming the Department’s business practices for greater performance. Our troops continue to provide the capabilities needed to prevail in conflict and sustain strong US global influence.

One core belief I have always held is that our strength as a nation is inextricably linked to the strength of our unique and comprehensive system of alliances and partnerships. While the US remains the indispensable nation in the free world, we cannot protect our interests or serve that role effectively without maintaining strong alliances and showing respect to those allies. Like you, I have said from the beginning that the armed forces of the United States should not be the policeman of the world. Instead, we must use all tools of American power to provide for the common defense, including providing effective leadership to our alliances. 29 democracies demonstrated that strength in their commitment to fighting alongside us following the 9-11 attack on America. The Defeat-ISIS coalition of 74 nations is further proof.

Similarly, I believe we must be resolute and unambiguous in our approach to those countries whose strategic interests are increasingly in tension with ours. It is clear that China and Russia, for example, want to shape a world consistent with their authoritarian model gaining veto authority over other nations’ economic, diplomatic, and security decisions to promote their own interests at the expense of their neighbors, America and our allies. That is why we must use all the tools of American power to provide for the common defense.

My views on treating allies with respect and also being clear-eyed about both malign actors and strategic competitors are strongly held and informed by over four decades of immersion in these issues. We must do everything possible to advance an international order that is most conducive to our security, prosperity and values, and we are strengthened in this effort by the solidarity of our alliances.

Because you have the right to have a Secretary of Defense whose views are better aligned with yours on these and other subjects, I believe it is right for me to step down from my position. The end date for my tenure is February 28, 2019, a date that should allow sufficient time for a successor to be nominated and confirmed as well as to make sure the Department’s interests are properly articulated and protected at upcoming events to include Congressional posture hearings and the NATO Defense Ministerial meeting in February. Further, that a full transition to a new Secretary of Defense occurs well in advance of the transition of Chairman of the Joint Chiefs of Staff in September in order to ensure stability within the Department.

I pledge my full effort to a smooth transition that ensures the needs and interests of the 2.15 million Service Members and 732,079 civilians receive undistracted attention of the Department at all times so that they can fulfill their critical, round-the-clock mission to protect the American people.

I very much appreciate this opportunity to serve the nation and our men and women in uniform.
