북한이 하노이 미-북 정상회담에서 미국 실무진을 배제한 채 트럼프 대통령에게만 핵 프로그램 정보를 건네려고 했다는 주장이 제기됐습니다. 오직 트럼프 대통령과의 거래를 통해서만 합의가 이뤄질 것으로 믿었다는 주장입니다. 김동현 기자가 취재했습니다.

하노이 정상회담에서 영변 핵시설 폐기의 대가로 일부 대북제재 해제를 요구한 북한. 하지만 영변 핵시설의 구체적 정보는 트럼프 대통령에게만 전달하려고 했다고 크리스토퍼 힐 전 국무부 동아시아태평양 담당 차관보가 밝혔습니다.

6자회담 미국 측 수석대표를 지낸 힐 전 차관보는 VOA와의 전화통화에서 익명의 소식통을 인용해, 북한은 스티븐 비건 대북정책 특별대표 등에게는 어떤 세부 정보도 주려고 하지 않았으며 오직 트럼프 대통령에게만 이를 건네려고 했다고 말했습니다. 트럼프와 직접 거래해야 합의 가능성이 높다는 게 북한 측 판단이었다는 겁니다.

[녹취:크리스토퍼 힐 전 차관보] “That the North Koreans really would not give any details to see Beigun. That They insisted they want to give all the details to trump because they thought that they had a better chance cutting a deal with Trump”

힐 전 차관보는 마이크 폼페이오 국무장관이 정상 간 대화에 끼어들어 트럼프 대통령에게 귓속말을 하면 트럼프 대통령의 발언이 곧바로 좀 더 부정적으로 바뀌곤 했다고 말했습니다. 북한은 이 때문에 폼페오 장관이 트럼프 대통령의 입장을 변화시킨 것으로 느낀 것 같다는 설명입니다.

[녹취:크리스토퍼 힐 전 차관보] ”Apparently Pompeo during Hanoi he would interrupt and whispered to Trump and Trump would say something more negative than he said before Pompeo whispered to him. So I think the North Korean feel that Pompeo has changed his position about them.”

이어 하노이 회담이 합의 없이 끝난 뒤 북한이 폼페오 장관의 교체를 요구한 것은 이런 정황을 반영한다고 덧붙였습니다.

에반스 리비어 전 국무부 동아태 담당 수석부차관보도 VOA와의 전화통화에서 실제로 그런 상황이 벌어졌다는데 “의문의 여지가 없다”고 평가했습니다

Basically said once our leader gets here all thing can be discussed between the leaders. I mean that was essentially the North Korean position prior to the president’s arrival.”

북한 협상팀은 미국측과 어떤 형태의 진지한 논의를 나누는 것도 근본적으로 거부했고, 자신들의 지도자가 (하노이에) 도착하면 정상끼리 모든 것을 논의할 수 있다고 말했다는 겁니다.

게리 세이모어 전 백악관 국가안보회의 조정관은 트럼프 대통령과 직접 거래하면 자신의 제안대로 합의할 수 있을 것으로 믿은 김정은의 셈법은 결국 오판이었다고 지적했습니다.

[녹취:게리 새모어 전 조정관] ”Absolutely there is no question about it. Kim Jong eun calculated that if he could deal directly with Trump he could get the deal that he was offering in Hanoi and he miscalculated it. Just as Trump miscalculated Kim Jong Eun has maculated as well.”

그러면서 이는 트럼프 대통령이 김정은에 대해 오판한 것과 마찬가지라고 덧붙였습니다.
