미사일 전문가들은 최근 북한이 선보인 신형 방사포에 대해 새로울 게 없다면서도, 핵탄두 장착 가능성에 대해서는 엇갈린 견해를 밝혔습니다. 신형 무기를 잇따라 선보인 것은 정치적 메시지가 다분하다는 분석입니다. 김동현 기자가 취재했습니다.

독일의 미사일 전문가 마커스 실러 박사는 북한이 24일 쏜 신형 방사포에 대해 “새로울 게 없다”고 말했습니다. 실러 박사는 26일 VOA와의 전화통화에서, 미사일 크기와 형태를 볼 때 이란의 자이젤이나 파테-110 미사일 계열과 성능이 유사한 것으로 추정된다며 이같이 말했습니다.

파테-110은 이란이 2002년 실전배치를 시작한 이동형 지상 단거리 탄도미사일로, 유도 장치가 있고, 길이 8.90m에 탄두지름은 약 600mm, 최대사거리는 300km 이상이지만, 개량을 통해 사거리를 더 늘릴 수 있는 것으로 알려졌습니다. 실러 박사는 북한이 동일 사거리의 무기체계를 이미 보유하고 있어 기술적으로 새롭게 주목할 부분은 없다며, 신형 무기 보유를 과시하기 위한 정치적 메시지가 더 크다고 분석했습니다.

북한이 지난 4개월 동안 2~4개의 신형 무기체계를 시험한 것은 일반적인 미사일 개발 과정과 달리 이례적이라는 점이 이런 추정을 뒷받침한다는 설명입니다. 미 국방정보국 출신 브루스 벡톨 앤젤로 주립대 교수는 VOA에, 과거 미사일 개발 역사를 고려할 때 오히려 이란이 북한 기술에 의존적이기 때문에 수입 가능성은 낮다고 말했습니다.

[녹취: 브루스 벡톨 교수] “Typically North Korea has not brought weapons from Iran. It has been vice versa…They are totally reliant on North Korean parts for the missile. I don’t know anything yet about this new mobile rocket launcher if it is a new one. Or is it a brand new one, who knows if it is guided by a GPS?”

벡톨 교수도 실러 박사와 마찬가지로 북한이 주장하는 초대형 신형 방사포를 새로운 무기로 결론지을 증거는 부족하다고 말했습니다. 아울러 북한이 최근 북한판 이스칸데르 미사일 등 2개 이상의 신형 무기체계를 선보인 데 대해, 미-한 연합훈련에 대한 반발이라는 정치적 메시지를 명분으로 그동안 미뤄온 개발 시험을 단기간에 시행하려는 의도가 의심된다고 말했습니다.

[녹취: 브루스 벡톨 교수] “I think that the exercise that the ROK and the US conducted were really more of an excuse to conduct these than the actual reason behind it…They’ve only been out a couple of years so I mean you’ve got it you have a new system, you got to test it. There is just no getting around. So when do you test it while you can make the world believe you have a reason…and the reason they gave was the US military exercise”

제프리 루이스 미들버리국제학연구소 동아시아 비확산 프로그램 소장은 VOA에, 이번 방사포가 매우 크다는 점에서 핵탄두 장착 가능성에 주목했습니다. 루이스 소장은 아직 최종 분석 단계가 남았지만 현재로서는 600mm의 탄두지름으로 추정된다며, 북한의 핵탄두 소형화 기술을 고려하면 겨우 크기가 맞는 정도이기 때문에 탄두 장착 가능성은 회의적이라고 말했습니다.

다만, 북한이 탄두 소형화의 최종 단계로 핵 방사포 개발을 추진 중일 수 있고, 전력이 현실화할 경우 매우 큰 위협이 될 수 있다는 지적입니다.

브루스 베넷 랜드연구소 선임연구원은 VOA에, 지난주 발사한 신형 방사포는 변칙 기동과 유도 기능을 선보인 북한판 이스칸데르 미사일과 최근 신형 방사포와 비교할 때 위협 정도가 떨어진다고 평가했습니다.

[녹취: 브루스 베넷 선임연구원] “So the Iskander and the previous rocket that they tested, they went up they came down and then they flew in a terrain following manner that makes it difficult to intercept them. The missile tested on Saturday did not do that. It appears to show a purely true ballistic trajectory and so that one is going to be easier to intercept with Patriot and other missile defenses.

일반적인 탄도 비행궤적을 보이는 만큼, 패트리엇 등 기존 미사일 방어체계로 요격이 가능한 것으로 판단된다는 겁니다. 베넷 선임연구원은 북한이 단기간 복수의 새로운 미사일 시스템을 다양하게 선보이고 있는 건 미국과 한국을 압박하려는 의도가 분명하다고 말했습니다. 아울러 신형 무기에 사거리 변화를 줌으로써 다양한 무기가 있다는 점을 과시하고 압박하기 위한 위장전략일 수 있다며, 대량생산 능력 등 실제 위협에 대해서는 의문을 나타냈습니다.

[녹취: 브루스 베넷 선임연구원] “Kim’s pattern of launches, especially starting in July is intended to put continual pressure on the US and South Korea to negotiate but the fact that he has been mixing up the missiles and firing some longer range, some shorter range, yeah he is trying to show us the range of his capabilities but it makes me wonder how much of each of these kinds of missiles they have? Did they only have 8 or 10 ISKANDER missile and so as they started chewing them up they had to be testing everything to keep the political pressure on the US and South Korea. We just don’t know what their actual capability is in terms of really being able to produce any significant number of these”
