미국이 인도태평양 지역 내 동맹에 대한 공정한 방위 분담을 압박할 것임을 예고하고 있습니다. 동맹의 방위비 분담 문제뿐 아니라 역내 방위 병력 부담도 요구할 것으로 예상됩니다. 김동현 기자가 취재했습니다.

마크 에스퍼 미국 국방장관은 지난달 28일 열린 취임 후 첫 기자회견에서 “인도태평양 역내에서 동맹과의 긴밀한 공조를 통한 안보 활동을 확장하는 동시에 ‘공정한 방위 분담’을 압박할 것”이라고 강조했습니다.

[녹취 : 마크 에스퍼 국방장관] “We would continue to expand our defense activities through out the region in close cooperation with our allies and partners while pressing for ‘equitable burden sharing’ from them as well””

국방부는 앞서 지난 6월 발표한 인도태평양 전략 보고서에서 “공동 위협에 대응한 동맹들의 공정한 부담을 기대한다”고 강조했는데, 에스퍼 장관은 이례적으로 ‘압박’이라는 표현을 사용하면서 수위를 높였습니다.

[6월 국방부 인도태평양보고서] “The United States expects our allies and partners to shoulder a fair share of the burden of responsibility to protect against common threats. When we pool resources and share responsibility for our common defense, our security burden becomes lighter and more cost-effective.”

빈센트 브룩스 전 미한연합사령관은 2일 VOA에 “미국의 요구는 방위비 분담금 협상 외에 역내 동맹의 ‘인도태평양 전략’ 역할 확대라는 더 큰 의미를 내포하고 있다”고 말했습니다. 역내 안보와 번영을 위해 북한의 선박 간 환적 단속 활동 확대 등 동맹국의 실제 병력 동원 부담을 포함하는 의미이며, 어떻게 기여할지는 동맹국 스스로 판단할 몫이라는 겁니다.

[녹취 : 빈센트 브룩스 전 미한연합사령관] “Countering illicit flow of materials that are happening in the region like fuel coming to North Korea, Counter-proliferation all these things are part of maintaining security through out the Indo-Pacific and the expectation is that countries like South Korea participate in that. Country will have to decide in what ways it can contribute to the security and prosperity”

브룩스 전 사령관은 특히 “이는 전통적으로 한반도 내 대북 억지력에 초점을 맞췄던 미-한 동맹 전략의 전환이 요구되는 사안”이라며, “북한의 위협과 중국 문제를 분리할 수 있는 정치적 결정을 내릴 수 있는지 예단하기 어렵지만, 결국 한국 정부 스스로가 결정할 문제”라고 강조했습니다.

[녹취 : 빈센트 브룩스 전 미한연합사령관] “South Korea has to decide for itself and what we can do. Now this requires a shift in focus strategically. But that shift has been in discussion for several years in South Korea, in academic circles and also policy circles on what role South Korea should play beyond just the security on the Korean peninsula. Can they separately do that on the current circumstances with North Korea? That is hard to say. Really politically do that given the way China might react to it? Hard to say. These are the types of decisions that the South Korean government will need to make”

브룩스 전 사령관은 방위비 분담금 문제에 대해 “미군의 한국 주둔은 한국 방어를 위해 전술뿐 아니라 전략적으로도 매우 중요한 가치가 있으며, 미국은 일정 비용을 분담하고 있다”고 말했습니다.

[녹취 : 빈센트 브룩스 전 미한연합사령관] “Certainly there is a great value to the US presence in Korea. That is a strategic presence, not just the tactical presence of defending the Republic of Korea and the US pays some costs to do that… What is the right amount of sharing? That is a matter of negotiation between the two governments. Certainly not something that I need to comment on…I just hope that it does not get overly politicized as this one year cycle is unusual and it seemed to move thing away from the Hanoi summit but also moving closer to the election cycles for the National Assembly and then later for the US government”

브룩스 전 사령관은 또 “무엇이 공정한지는 양국 정부가 결정할 사안”이라면서도, 지난 3월 미-한 당국이 방위비 분담금 협정 유효기간을 3~5년 단위에서 1년 단위로 한 것은 “이례적”이라고 평가했습니다.

미 국방정보국 출신인 브루스 벡텔 앤젤로 주립대 교수는 VOA에, 공정한 방위비 분담은 “한국뿐 아니라 모든 역내 동맹에 요구되는 사안”이라며, “특히 비용과 직결되는 역내 동맹의 해군력 동원 요구가 높아질 것”으로 내다봤습니다.

[녹취 : 브룩스 벡톨 교수] “That is directly related to cost of course. I mean do you know what is the most expensive thing that a country can have for the military? It is a Navy… The ROK has the best ship building capability in Asia and one of the best in the world,,, China’s goal is and always have been to dominate the sea lines of communications and the United States has realized we can’t do this alone.”

해군력 현대화는 비싼 비용을 동반되는 만큼 중국의 해양패권에 맞서 미국 홀로 감당하기 어려운 상황이며, 선진화된 해군력을 가진 한국 등의 남중국해 문제 참여를 적극 요구할 것이라는 설명입니다.

브루스 베넷 랜드연구소 선임연구원은 VOA에, “트럼프 대통령이 강조하는 공정한 분담의 정의가 모호하다”며, 안보를 경제정책의 일환으로 다루는 접근방식은 향후 동맹의 불신과 역내 방위력 약화를 초래할 수 있다고 지적했습니다.

[녹취 : 브룩스 베넷 선임연구원] “But it is largely the president who is determining what is equitable and what is not. And unfortunately the President hasn’t said publicly as far as I know what it is. If he is asking for South Korea to pay more money to go into US debt relief then that’s going to be a net reduction of defense capability on the Peninsula ”

미국의 부채를 동맹에 대한 분담금 인상으로 만회하려는 전략은 자칫 향후 동맹의 전력 현대화와 관련한 예산 삭감으로 이어질 수 있다는 지적입니다. 이는 미국산 첨단무기에 대한 구매력 하락으로 이어질 수 있으며, 따라서 장기적으로는 동맹의 역내 방위력의 전반적인 약화로 이어질 수 있다고 베넷 선임연구원은 밝혔습니다

베넷 선임연구원은 이런 오해를 불식하기 위해서라도 미국은 방위비 분담의 공정함에 대한 구체적인 기준점을 동맹에 제시할 필요가 있다고 말했습니다. VOA 뉴스 김동현입니다.
