미국의 고위 군 정보 당국자들이 최근 열린 세미나에서 ‘정보 과잉’에 따른 어려움을 호소해 주목됩니다. 이런 가운데 한반도 조기 전쟁경보 체계가 크게 수정된 것으로 알려졌습니다. 김동현 기자가 취재했습니다.

미 인도태평양사령부 작전참모부 정보국장인 제프리 크루즈 공군 중장이 4일 ‘정보 과잉’에 따른 한반도 유사시 대비 ‘전쟁 72시간 전 조기경보 체계’ 운용의 현실적 어려움을 호소했습니다. 그러면서, 최근 이 체계에 전면적인 수정이 있었음을 내비쳤습니다.

[녹취 : 제프리 크루즈 인도태평양사령부 정보국장] “Of all the warning problems written with precision and tracked by the most number of people to provide the most collaborative results. That is the warning problem. But you know quite frankly. There is three major aspects to it and one of them is warning of just internal stability for North Korea”

크루즈 국장은 이날 워싱턴 인근에서 열린 한 세미나에서 “주한미군에 제공하는 72시간 전 조기경보 체제는 다양한 부서 인력이 정확성을 갖고 추적하는 공동 작업의 일환"이라며, 하지만 "북한 내부 안정성에 대한 경보까지도 생산해야 하는 문제점이 있다”고 말했습니다.

크루즈 국장은 로버트 에이브럼스 주한미군사령관 부임 이후 최근 열린 회의 내용을 소개하면서, 에이브럼스 사령관에게 “모든 내용을 전부 제공하기는 어려운 만큼 어떤 종류의 경보를 원하는지 정할 것을 요청했다”고 말했습니다. 이에 에이브럼스 사령관은 3개 종류의 경보 우선순위를 제시했고, 이에 따라 기존 조기경보 체계의 전면적 수정이 이뤄졌다고 밝혔습니다.

[녹취 : 제프리 크루즈 인도태평양사령부 정보국장] “And my first conversation was this. Sir, what do you need warning of? Because we cannot provide you warning of everything. And he rattled off three things which required a major rewrite of the warning problem, and to me that is always step one is understanding what do you want warning of, and then designing the warning problem and being comfortable if 2 weeks later what I want warning of changes”

정보책임자로서 최우선 순위는 상대가 어떤 종류의 경보를 원하는지 파악하는 것이며, 추후 원하는 조기경보의 우선 순위가 변하면 나중에라도 적용할 수 있다는 설명입니다. 합동참모본부 정보국장인 프랭크 휘트워스 해군 소장도 “25년 전까지만 해도 모든 관련 정보의 제공을 요청할 수 있었지만 지금은 ‘정보 과잉’으로 입수한 정보에 대한 ‘평가 누락’을 걱정해야 하는 상황"이라고 말했습니다.

[녹취 :프랭크 휘트워스 합동참모본부 정보국장] “25 years ago, you said, I just want it all. I want it all. I want all the data. And that was at that time, it seemed like a huge quest. But it was at least a goal we could set. Now I'm more worried about what we're not going to at least even assess what we're what we're what hits the cutting room floor. And so that really keeps me awake on the warning problem, what hits the cutting room floor”

휘트워스 국장은 이는 대비태세와도 직접 연결되는 사안이며, 점점 통합돼 가는 세계에서 2개 이상의 조기경보 문제가 발생했을 때 제대로 작동하는지 스스로 검증하기 어려운 현실에 직면해 있다고 말했습니다. 이어 미국의 정보전략은 세계적 통합에 집중할 필요성이 있다는 합동참모본부의 방침을 소개하면서, 더 이상 지역 갈등에 고정되는 상황은 없어야 한다고 강조했습니다.

[녹취 :프랭크 휘트워스 합동참모본부 정보국장] “The chairman, and the Joint Staff have made it clear that we need to focus on global integration, which means that we're not going to become fixated on regional conflict, just as a regional conflict, we're going to look at opportunity cost, we're going to look at opportunity as it applies to other adversaries taking advantage”

적대국들이 지역 갈등 상황에서 자신들에게 유리하게 악용하려는 의도를 차단하기 위해서라도 기회비용을 따질 것이라는 설명입니다. 휘트워스 국장은 또 다양한 정보 변수로 인해 합동 정보작전의 신속성이 중요해졌다며, 특히 동맹국들과의 공조가 국방전략의 핵심이라고 말했습니다.

이에 대해 국방정보국 출신인 브루스 벡톨 앤젤로 주립대 교수는 VOA에, 미국이 한-일 정보보호협정 종료를 우려하는 것도 ‘기회비용’에 대한 이런 인식과 관련이 있다고 말했습니다.

[녹취 :브루스 벡톨 교수] “GSOMIA on the surface looks like not much will be hurt since the United States will probably is going to share all the stuff with the Japanese to Koreans anyway. On the surface it looks like not a big a deal right? The big deal is not the information but how fast the information gets to you. Right? That is the important issue. And if it has to get through another pipeline before it gets to South Korea then it will not be timely as it would be”

표면적으로는 미-한, 미-일 양자 정보공유 체계로 회귀해도 정보 획득 수준에 큰 변화가 없지만, 시간의 ‘기회비용 발생’은 이미 정보 과잉을 겪고 있는 미국 정보당국에는 부담이 될 수밖에 없다는 설명입니다. 한편, 이날 세미나에서 카리 빙엔 국방부 정보담당 차관은 중국의 대표적인 위협 사례로 화웨이사의 5G 전산망 도입을 꼽았습니다.

[녹취 :카리 빙엔 국방부 차관]”There are tremendous amount of military areas that would be affected, affected when we do not have trusted telecommunications capabilities with our post partners. And It's been a challenge working this with our allies and partners for them to see beyond some of the near term economic benefits, but to look at those longer term security risks and getting the intel on defense now"

빙엔 차관은 중국 정보당국의 개입이 가능한 화웨이의 5G 전산망 도입은 동맹국과의 통신 능력에 대한 불신을 조성할 수 있다고 말했습니다. VOA 뉴스 김동현입니다.
