과거 미-북 협상에 참여했던 전직 미 외교 당국자들은 트럼프 대통령이 또다시 ‘아군’ 대신 ‘적군’의 손을 들어줬다고 비판했습니다. 크리스토퍼 힐 전 국무부 동아시아태평양 담당 차관보는 VOA와의 전화통화에서, 국가안보보좌관을 해임한 뒤 하루도 안 돼 그를 비난하면서 김정은을 옹호한 것은 미국 대통령이 해선 안 될 행동이라고 비판했습니다.

[녹취: 크리스토퍼 힐 전 국무부 차관보] “I think the fact that he fired national security advisor, and then 12 hours later, whatever was 24 hours later, criticizes him and defends Kim Jong, I think is not what the President of the United States should do. And I don't think there's anyone who disagrees with me on that. But this is a pattern of this behavior is set this on a number of occasions. He said he prefers Mr. Putin’s explanation to the US intelligence services explanation. This is something he's done before.”

데이비드 올브라이트 과학국제안보연구소(ISIS) 소장은 볼튼 전 보좌관 특유의 방식이 늘 도움이 된 것은 아니지만, 그가 실제로 하노이 정상회담 결렬에 영향력을 발휘했다면 결과적으로는 불리한 합의를 하지 않도록 트럼프 대통령을 도운 것이라고 말했습니다.

Is Trump simply saying that Bolton’s comments were tactically counterproductive because they offended the North and almost derailed engagement at the summit level? Or was he also saying that Bolton’s reference to the Libya model was excessively hardline in substance because it suggested that North Korea must abandon its nuclear capabilities completely and in a matter of months?”

한편 힐 전 차관보는 신 보수주의자(네오콘)들이 리비아 모델을 ‘협상할 필요없이 핵무기를 곧바로 폐기’하는 방안으로 잘못 묘사하고 있다고 지적했습니다.

So the idea was, “Why does there need to be a negotiation, the Libyans just gave up their nuclear materials,” and said, “Come and get them. We're done with this.” The Fact is, of course, it was preceded by a year and a half of negotiations, which either Bolton and Pence didn't know about or decided not to mention.”
