미-한 방위비 분담금 협상이 22일부터 진행되는 가운데, 미 국무부는 한국이 보다 공정한 분담을 위해 기여해야 한다는 입장을 거듭 밝혔습니다. 미국의 전직 고위 당국자들은 동맹에 대한 미국의 셈법에 변화가 생겼다며, 어려운 협상이 될 것으로 전망했습니다. 김동현 기자가 취재했습니다.

미 국무부는 22일부터 사흘간 하와이 호눌룰루에서 열리는 미-한 방위비 분담금 협상에서 한국이 보다 공정한 분담을 해야 한다는 점을 강조했습니다. 미 국무부는 18일 보도자료를 통해 “한국이 미-한 동맹 전반을 위해 상당한 자원을 제공하고 있는 점은 평가하지만, 도널드 트럼프 대통령은 한국이 보다 더 공정한 분담을 위해 기여할 수 있고, 기여해야만 한다는 입장을 분명히 해왔다”고 밝혔습니다.

[미 국무부 보도자료] “We appreciate the considerable resources the Republic of Korea provides to the US-ROK Alliance, including but not limited to the Korea SMA, but the President has been clear that the Republic of Korea can and should contribute more of its fair share.”

이어 “미국은 전 세계 동맹들과의 방위조약 의무를 준수하기 위해 상당한 군사적 자원과 능력을 투자해왔지만, 의무 이행을 위해서는 상당한 비용이 든다”고 지적했습니다.

전 세계 미군 주둔 비용을 미국 납세자들에게만 부담지울 수는 없으며, 혜택받고 있는 동맹들과 파트너가 공정하게 분담할 책임이 있다는 설명입니다.

미국과 한국은 현재 방위비 금액과 관련해 입장 차가 큰 것으로 알려졌습니다. 버나드 샴포 전 주한 미8군사령관은 VOA와의 전화통화에서 “한국 측이 미국이 요구하는 금액이 단순히 협상을 유리하게 하기 위한 전술로 간주하고 쉽게 비용을 깎을 수 있을 것으로 예상한다면 사안을 잘못 이해하고 있는 것”이라고 말했습니다.

What I understand is that this is a shift, the fundamental shift and how US had historically viewed the burden sharing in a new metric that says that it is going to be more inclusive than the metric that was historically used.”

샴포 전 사령관은 미국의 셈법이 본질적으로 달라졌다며, 과거보다 훨씬 포괄적이게 될 것이라고 밝혔습니다. 특히 역사적으로 방위비 분담은 어디까지나 한반도에 국한됐지만, 미국이 최근 한국의 인도태평양 전략 기여를 요구하고 있는 건 경제적으로 성장한 한국의 역내 역할 확대를 기대하고 있기 때문이라고 설명했습니다.

실제로 지난해 미 국방백서와 올해 인도태평양 보고서는 중국, 러시아와의 패권경쟁을 주요 위협으로 간주하며, 공동 위협에 대처하기 위해서는 동맹국들과의 공정한 책임 분담이 필수적이라고 강조한 바 있습니다.

그러나 리처드 존슨 전 백악관 국가안보회의 비확산 담당 국장은 VOA에, 역사적으로 수십 년 간 역내 안정에 기여한 미-한 동맹관계를 단순히 금전적 비용으로 따지는 접근 방식은 문제가 있다고 지적했습니다.

[녹취 : 리처드 존슨 전 국장] “United States though, also benefits from being able to have US troops on the peninsula and there is a certain amount of that you can’t put a monetary value to it and so trying to break this down just into dollars or Won is not the best way of thinking about this…We should realize that you can’t put a price tag on this long standing alliance that has really shaped the history and the stability of Northeast Asia for decades…I would recommend that to the extent that South Korea can be involved, this is a positive way to show that they care about these issues and certainly in the context of the Special Measures agreement that we the United States get a certain benefit out of this alliance”
