미국의 한반도 전문가들은 기존의 실패한 대북 전략을 되풀이하지 않겠다는 트럼프 행정부의 공언에도 불구하고 현 접근법이 점점 과거 방식을 닮아가고 있는 것으로 진단했습니다. 정상 간 외교와 최대 압박 캠페인으로 차별을 시도했지만 성과를 내지 못한 채 실패한 전략으로 일축하던 ‘동결’과 ‘단계적 방식’으로 돌아가고 있다는 분석입니다. 백성원 기자가 취재했습니다.

트럼프 행정부의 대북 정책에 대한 미 전문가들의 시각은 ‘차별화 시도는 인정하지만 일관성이 없었고 오래가지 못했다’는 아쉬움으로 모아집니다. 전임 정부들로서는 엄두를 내지 못했던 정상 간 외교와 사상 최고 수위의 제재만큼은 과거의 ‘실패한 전략’과 완전히 달랐던 새로운 실험으로 받아들여졌습니다.

[스테판 해거드 교수] “There are some quite obvious differences. So the first is President is willing to meet directly with Kim Jong Un. And, you know, no previous presidents have attempted that kind of direct diplomatic approach. So, so, you know, that's clearly different,”

캘리포니아 주립 샌디에이고대학의 스테판 해거드 교수는 김정은과 기꺼이 만나려는 트럼프 대통령의 의지를 분명한 ‘차별성’으로 꼽았습니다. 어떤 전임 대통령도 그런 방식의 직접적인 외교 접근법을 시도해보지 않았다는 이유를 들었습니다.

‘최대 압박’이라는 우산 아래 추진돼온 제재는 트럼프 행정부의 대북 전략을 구별짓는 또 하나의 중요한 요소입니다. 미국 민주주의수호재단(FDD)의 데이비드 맥스웰 선임연구원은 북한의 비핵화 조치 이전에 제재를 절대 완화하지 않겠다는 원칙은 과거와 확실히 다르다고 지적했습니다.

[데이비드 맥스웰 FDD 선임연구원] “What is different now is that we are refusing to give concessions sanctions relief, not giving them relief before they take substantive steps towards denuclearization.”

하지만 정상회담과 단호한 제재 원칙으로 대표되는 트럼프 행정부의 대북 전략만으로는 과거 방식을 답습하지 않겠다는 마이크 폼페오 국무장관의 최근 공언에 못 미친다는 반응이 나옵니다. 앞서 폼페오 장관은 지난 22일 워싱턴에서 열린 한 세미나에서 김정은 위원장이 핵무기를 포기하도록 설득하기 위해서는 (기존의) 실패한 전략에 의존할 수 없다고 말했습니다.

[마이크 폼페오 국무장관] “The truth is that we can’t rely on failed strategies to convince Chairman Kim to give up his nuclear weapons.”

북한의 공허한 약속에 많은 대가를 지불하고 시간만 허비한 이전 행정부들의 비핵화 협상 양상을 탈피하겠다는 트럼프 행정부 초기부터의 기조를 재확인한 발언이었습니다.

미첼 리스 전 국무부 정책기획실장은 관여, 고립, 압박 등을 포함한 어떤 정책으로도 북한의 핵과 미사일 프로그램 개발을 막지 못한 만큼, 수십 년간 이어진 민주∙공화당 행정부의 실패한 대북 접근법에 의존할 수 없다는 폼페오 장관의 발언 자체는 절대적으로 옳다고 밝혔습니다.

[미첼 리스 전 국무부 정책기회실장] “The Secretary is absolutely correct. You can't rely on failed strategies to change the outcome. The failed strategies, he was referring to could encompass the approach by both Democratic and Republican administrations over the past few decades. It could include engagement. It could include isolation and pressure, nothing has been able to deter the North Koreans from proceeding with their nuclear weapons and ballistic missile program.”

하지만 전임 정부들과 구별됐던 트럼프 행정부 첫 해의 대북 경제 압박은 그대로 지속되지 않았고 이미 여러 차례 시도됐던 단계적 접근법이 재현되고 있어 '실패한' 기존 방식보다 나아졌다고 볼 수 없다고 리스 전 실장은 평가했습니다.

[미첼 리스 전 국무부 정책기회실장] “The one deviation from previous strategies rather an improvement on previous strategies, was to increase the economic pressure the first year of maximum pressure. But the administration didn't sustain it. And it's unclear that it's possible to revisit it…they're trying to do a phased approach that's been tried before many times. I can't see that that's going to work any better than the previous approaches have.”

정상 간 외교를 트럼프 행정부의 ‘차별 행보’로 꼽은 해거드 교수도 무력 사용이 어렵다는 한계 속에서 당근과 채찍을 번갈아 활용해온 현 대북 전략이 과거와 달라 보이지 않는다고 진단했습니다. 그마저 무기 실험 동결 외에는 어떤 성과도 거두지 못해 오바마 행정부 당시 상황에서 전혀 나아가지 못했다는 설명입니다.

[스테판 해거드 교수] “In terms of the mix of instruments that the U.S. can use to try to influence the North Koreans, the instruments are the same. I mean, you've got limited possibility of using force…But if you look at the diplomatic side, the main difference is the willingness to take this summit approach but in terms of manipulating carrots and sticks, it doesn't seem that different for me. And of course we don't get any success except the pause in North Korean path in 2017 so we're not any farther along than we were under Obama.

트럼프 행정부의 대북 전략을 과거의 접근법과 같은 범주에 넣는 이 같은 시각과 달리 이들을 서로 비교하는 것 자체가 어렵다는 진단도 있습니다. 모순된 발표와 엇갈린 입장으로 점철됐던 트럼프 행정부의 정책을 명확히 규정하기 어렵기 때문이라는 논리입니다.

백악관 국가안보회의 한국 담당 보좌관을 지낸 수미 테리 전략국제문제연구소(CSIS) 선임연구원은 트럼프 행정부의 대북 정책은 매우 일관성이 없어, 폼페오 장관이 거론한 ‘과거의 실패한 전략’이 현재와 어떻게 다른지 분명치 않다고 말했습니다.

[수미 테리 CSIS 선임연구원] “It's very unclear what Secretary Pompeo meant by failed strategy of the past, because this Trump administration's North Korea policy is, to be very frank, incoherent. Is Pompeo referring to maximum pressure? Is he referring to summitry and diplomacy?”

특히 유엔 안보리 결의 위반인 북한의 잇단 단거리 미사일 발사에 대해 트럼프 대통령과 존 볼튼 전 국가안보보좌관이 상반된 평가를 내리는 등 행정부 내의 모순이 계속 노출되는 상황에서 대북 정책의 현주소를 규정하기 쉽지 않다고 거듭 지적했습니다.

[수미 테리 CSIS 선임연구원] “Also, there's a lot of contradiction within the administration. For example, when North Korea conducted ten short range missile tests in violation of United Nations Security Council resolutions this year, former national security advisor Bolton came out and said ‘okay this is a violation of UNSC resolutions. This is wrong’ and President Trump said ‘no, it's not wrong. This is very typical of what other countries do.’ So I think there's a lot of incoherence coming out of the administration, there's a lot of contradiction. So to be very frank, I don't have a clear understanding of what exactly Secretary Pompeo meant by failed strategy.”

반면 맥스웰 연구원은 강온 양면을 오간 트럼프 행정부의 전략을 일관성 결여나 모순이 아닌 북한의 진정성을 시험해보기 위한 '융통성'으로 풀이했습니다.

[데이비드 맥스웰 FDD 선임연구원] “I think we have tried to demonstrate some flexibility. You know President Trump has made unilateral decisions to suspend exercises. And of course that has resulted in no reciprocity from the North, you know, South Korea has established a comprehensive military agreement to build trust, but there's been no reduction in the threats from the North. And so, you know, those are examples where we have tested Kim Jong Un.”

다만 신뢰 구축을 위해 트럼프 대통령이 일방적으로 내린 대규모 미-한 연합군사훈련 중단 결정 등은 북한의 상호 조치를 이끌어내지 못했다며, 북한이 실질적 비핵화 조치를 할 때까지 제재를 늦추지 말아야 하는 것은 이런 이유 때문이라고 말했습니다.

[데이비드 맥스웰 FDD 선임연구원] “And one of the reasons why we can't give up sanctions because even when we've made these concessions that they demanded, they still don't respond with other substantive action. So we're going to hold firm on sanctions, until they take those subsequent steps and that's one of the major differences.”

한편 브루스 베넷 랜드연구소 선임연구원은 북한이 이달 초 미국과의 스톡홀름 실무회담 직전 잠수함발사탄도미사일(SLBM)을 시험 발사한 것을 상기시키며, 김정은은 타협이 아닌 오직 강압을 통해서만 합의를 얻어낼 수 있는 것으로 믿는다고 지적했습니다.

[브루스 베넷 랜드연구소 선임연구원] “Look what Kim Jong Um does before Stockholm, he launches an SLBM. Why? Because he believes you get agreements by coercion.”

그러면서 절대 타협하지 않는 상대와의 협상이 실패로 끝날 수밖에 없다는 결론에 도달한 미국이 현재 압박을 강화하려는 시점에 있다고 말했습니다. VOA 뉴스 백성원입니다.
