워싱턴의 한반도 전문가들이 한국이 중국으로부터 핵우산을 제공받는 시나리오를 분석하면서, 전략적으로나 군사적으로 비현실적인 개념이라고 일축했습니다. 문정인 한국 대통령 통일외교안보특보가 주한미군 철수를 가정해 질문한 가상의 시나리오이지만 워싱턴에서는 민감한 시기에 나온 위험한 발언이라는 평가가 많습니다. 백성원 기자가 취재했습니다.

국무부 대변인실은 문정인 특보의 발언에 대한 VOA의 논평 요청에 입장을 밝히지 않겠다고 답했습니다. 다만 익명을 요구한 국무부의 한 관리는 “어떤 말이 나왔는지 정확히 알고 있다”고 말했습니다. 하지만 문정인 특보의 발언이 소개된 직후 워싱턴의 전문가들은 한글 보도의 영문본을 신속히 공유하며 진위 파악과 분석을 서둘렀습니다.

앞서 문 특보는 4일 한국 국립외교원에서 열린세미나에서 옌쉐퉁 칭화대 국제관계연구원장에게 ‘미국이 북한과 평화협정을 맺은 뒤 비핵화 이전에 주한미군을 철수시키는 상황’을 전제로, “이럴 경우 중국이 북한을 설득하고 한국에 핵우산을 제공할 수 있느냐”고 물었습니다.

발언은 중국에 핵우산 제공을 제안하거나 그런 가능성에 무게를 둔 게 아니라 미국의 안보 공백 상황에서 북한이 핵무기를 지렛대로 삼을 경우 중국이 한국에 핵우산을 제공할 수 있느냐는 질문 형태였지만, 워싱턴에서는 대통령 특보가 매우 민감한 시기에 동맹에 도움이 되지 않는 주제를 거론했다는 반응이 이어졌습니다.

아울러 가상의 시나리오라도 위험성을 상기시켜야 한다며, 핵우산의 개념과 핵우산 제공 주체로서 미국과 중국의 한반도 전략차를 분명히 상기시켜야 한다는 지적이 많았습니다.

5일 오전 1천여 명의 미 전현직 당국자들과 전문가 그룹 등에 배포한 정보지를 통해 문 특보의 발언을 “위험하고 도발적”이라고 평가한 데이비드 맥스웰 미국 민주주의수호재단 선임연구원은 이날 VOA와의 전화통화에서 “미국의 안보 보장 공백을 중국이 메울 경우 한국은 북쪽과 서쪽으로부터 북한, 중국의 양면 협공을 당하는 모양새가 된다”고 말했습니다.

[데이비드 맥스웰 미국 민주주의수호재단 선임연구원] “If there are no US troops there and there's no more alliance with the United States, China and North Korea form what is like a pincer movement, you know, one from the north and one from the west and, they really could dominate.”

한미연합사령부 작전 참모 출신인 맥스웰 연구원은 “주한미군이 철수하고 중국이 한국의 안보를 책임질 경우 오히려 한국 체제를 전복하려는 북한의 노력을 지원해 한국 정부를 붕괴시킬 것”이라고 내다봤습니다.

[데이비드 맥스웰 미국 민주주의수호재단 선임연구원] “If US forces leave the peninsula and China gives a security guarantee, what I expect to happen is China will support North Korea's subversive efforts and to try to undermine South Korea, and really to make the South Korean government collapse.”

미 군사 전문가들은 한국에 대한 ‘중국의 핵우산 제공’ 논리를 ‘중국이 유일한 동맹인 북한에 핵 공격을 가하는 비현실적인 시나리오’로 간주합니다. 마이크 맥데빗 미 해군분석센터 선임연구원은 “핵우산의 개념을 완전히 이해하지 못한 듯 하다”면서 “이는 곧 북한이 한국에 핵무기를 사용할 경우 중국이 핵무기로 북한에 보복을 가해야 한다는 뜻”이라고 지적했습니다.

[마이크 맥데빗 미 해군분석센터 선임연구원] “Far fetched idea. Perhaps Mr Moon doe not completely grasp the idea of a nuclear umbrella. In this case it would mean that China would have to retaliate with a nuclear weapon if North Korea used one against the ROK. Hard to imagine Beijing attacking Pyongyang.”

이어 “중국이 북한을 공격하는 것은 상상하기 어렵다”며 문 특보의 질문을 “설득력 없는 아이디어”로 일축했습니다. 로렌스 코브 전 국방부 차관보도 “핵우산의 개념은 상대방이 핵을 함부로 사용하지 못하도록 하는 억지력인데, 중국 입장에서 한반도에 비상 상황이 전개됐을 때 북한을 핵무기로 공격한다는 것은 말이 안 된다”고 밝혔습니다.

[로렌스 코브 전 국방부 차관보] “If you provide a nuclear umbrella, in other words, that's how you have deterrence. You tell the other side if you use nuclear weapons, we're going to respond. And so, the hope is that they won't be foolish enough to start. But it doesn't make sense from the Chinese point of view, either. Are they going to send nuclear weapons to a communist country North Korea, if something should happen on the Korean peninsula?”

맥스웰 연구원는 이런 시나리오를 “매우 어리석고 이해가 가지 않는 개념”이라고 비판했습니다. 전략적 이유를 배제하더라도 “중국은 자국을 방사능 물질 오염에 노출시킬 수 있는 북한 핵 공격을 절대 감행할 리 없다”는 겁니다.

군사전문가들은 특히 핵우산은 장기간에 걸친 관계와 신뢰가 쌓인 결과물이지 어느 날 갑자기 주고받을 수 있는 특정 자산이 아니라고 강조합니다. 마이클 오핸론 브루킹스연구소 선임연구원은 ‘중국 핵우산’은 어리석은 생각이라며 핵우산은 '물건'이 아니라고 지적했습니다.

[마이클 오핸론 브루킹스연구소 선임연구원] “It is a sort of silly idea. A nuclear umbrella is not a ‘thing.’ It is a commitment developed over years of mutual commitment and personal diplomacy, backed up by the lives of military personnel in both countries, and ultimately backstopped by the promise of using nuclear weapons (even at risk to one’s own territory) in defense of another nation-in a way that seems believable to all parties even though it can’t really be tested in advance. This is not something you can just invent, or just sign a contract to provide.”

“두 나라 병력의 희생, 그리고 자국 영토에 위험이 따르더라도 동맹국 방어를 위해 핵무기를 사용하겠다는 약속이 뒷받침된 오랜 헌신과 개인적인 외교 끝에 만들어진 공약”이 핵우산이라는 설명입니다. 또한 “핵우산은 미리 시험해볼 수 없더라도 제공될 것이라는 믿음을 갖게 하는 것으로, 갑자기 고안해내거나 계약을 맺어 제공할 수 있는 어떤 것이 아니다”라고 오핸론 연구원은 강조했습니다.

에반스 리비어 전 국무부 수석부차관보는 ‘중국 핵우산’ 개념은 “충격적이고 위험하다”고 비판했습니다.

[에반스 리비어 전 국무부 수석부차관보] “I found them disturbing and dangerous. Professor Moon’s views on the U.S. alliance, including his barely-disguised opposition to the continuation of our military presence and our command structure, are well known. It is hard not to read his comments as reflecting anything other than his own vision for the future.”

“주한미군과 미군 지휘체계에 대한 반대 입장 등을 지닌 문 교수의 동맹관은 잘 알려져 있고, 이번 발언은 그의 미래관을 반영한다고밖에 볼 수 없다”는 겁니다. 이어 “한국을 제거하고 그들의 체제 아래 통일을 달성하려는 북한의 유일한 동맹국에게 한국의 안보와 운명을 맡기자고 제안하는 것을 도저히 이해할 수 없다”고 덧붙였습니다.

[에반스 리비어 전 국무부 수석부차관보] “It is beyond comprehension that anyone today would suggest that the ROK place its security and its fate in the hands of the sole ally of North Korea, a country whose policy and aspirations seek the elimination of the ROK and the unification of Korea under its rule.”

중국의 핵 역량만을 놓고 봐도 다른 나라에 핵우산을 제공할 수준에 못 미친다는 진단도 나왔습니다. 브루스 베넷 랜드연구소 선임연구원은 “중국으로서는 핵무기를 1천 개는 보유해야 핵우산을 제공할 여유를 갖게 될 것”이라고 진단했습니다. 그러면서 “미국과 러시아의 훨씬 우세한 핵 역량과 재래식무기를 위협으로 간주하는 중국에게 290개로 추정되는 핵무기 보유량은 한국에 핵우산을 제공하기에 충분하지 않다”고 분석했습니다.

[브루스 베넷 랜드연구소 선임연구원] “The first key point is that if the normal open estimates of the Chinese nuclear weapon inventory are correct, about 290, China doesn’t have any nuclear weapons to spare for ROK security…Until China expands its arsenal to a 1,000 or so nuclear weapons, Moon Chung-in’s proposal is likely infeasible. China perceiving that it is facing both US and Russian threats of many more nuclear weapons plus significant conventional forces.”

한반도 전문가들은 특히 역사적으로 또 지정학적으로 중국이 주변국들에 보여온 패권적 야심을 상기시키며, 한국은 중국을 방패막이로 삼는 대신 역외의 반대급부를 활용해 중국의 세력 확장을 막으면서부터 번영의 길을 걸었다는 점을 거듭 강조했습니다. 리비어 전 수석부차관보는 “문 교수는 마지막으로 한반도를 침공한 나라가 중국이라는 사실을 분명히 기억할 것”이라며, 이로 인한 파괴와 인명 손실은 한국인들에게 깊은 상흔을 남겼다”고 말했습니다.

[에반스 리비어 전 국무부 수석부차관보] “As an academic, Professor Moon surely remembers that the last country to invade the Korean Peninsula was China, in 1950. The destruction and the casualties caused by that action left a powerful scar on the Korean people. It was only because of the strength of the U.S.-ROK partnership and the contributions of U.S. and UN forces that the ROK was able to preserve its existence.”

그러면서 “한국이 존재를 유지할 수 있었던 것은 오직 미-한 파트너십의 힘과 미국을 비롯한 유엔군의 기여 때문”이라고 말했습니다. 브루스 베넷 랜드연구소 선임연구원도 “중국이 보호를 제공하는 데 대한 대가는 ‘사대(subservience)’라는 사실을 역사가 한국에 말해주지 않느냐고 반문했습니다.

[브루스 베넷 랜드연구소 선임연구원] “Doesn’t history tell the ROK that when China provides protection for an ally, the price of that help is subservience?”

베넷 연구원은 고고도 미사일 방어체계, 사드 배치에 대한 중국의 경제 제재로 한국이 수십억 달러의 손실을 입었다며, “중국이 한국에 대한 안보 보장을 제공할 경우 이보다 최소 10배는 요구할 것”이라고 내다봤습니다.

[브루스 베넷 랜드연구소 선임연구원] “Look at the Chinese actions against THAAD, with China trying to impose its influence on South Korea by declaring economic warfare against South Korea for allowing the deployment of a military force which posed no threat to China. I have the impression that the Chinese economic warfare cost South Korea tens of billions of dollars. If China provides substantial security to the ROK, I suspect that the price they would impose would be at least 10 times as much.”

전문가들은 문정인 특보가 ‘중국 핵우산 제공’ 질문을 던진 건 미국과의 방위비 분담금 협상에서 지렛대로 이용하려는 목적일 수 있다고 추측했습니다. 로렌스 코브 전 국방부 차관보입니다.

[로렌스 코브 전 국방부 차관보] “I think what they're trying to say is just as it's ridiculous for President Trump to want to raise it to $5 billion a year which is way more than the cost to keep the troops there. They're saying well we've got some leverage, too here, because we can ally ourselves with China which obviously you say is a big strategic competitor.”

문 특보의 말은 “트럼프 대통령이 주한미군 비용보다 훨씬 높은 50억 달러를 요구하는 것을 터무니없다고 일축하면서, 미국이 전략적 경쟁 상대로 간주하는 중국과 연합할 수 있다는 신호로 들린다”는 겁니다. 베넷 연구원도 “문정인 특보가 방위비 분담금을 줄이려고 트럼프 대통령에게 미국의 지원이 없어도 대안이 있다고 말하려는 게 아닌가 싶다”며, 하지만 “그런 방법이 통할 것 같지 않다”고 말했습니다.

[브루스 베넷 랜드연구소 선임연구원] “I suspect that Moon Chung-in was trying to tell Pres. Trump that the ROK has alternatives to US assistance, hoping that the President would reduce his demands for burden sharing. I doubt that will work.”

수전 손튼 전 국무부 동아시아태평양 차관보 대행은 “불행하게도 미-한 방위비분담 특별협정을 협상하는 과정에서 많은 말들이 나올 것 같다”며, “누구도 당장 동맹을 약화시키는 말을 해서는 안된다”고 강조했습니다.

[수전 손튼 전 동아태 차관보 대행] “Unfortunately many things are likely to be said in the course of the current SMA negotiation. I don't think anyone should be talking about weakening the alliance posture right now, but this will be a tough negotiation. In the end, though, the alliance will remain as there is really no other way for now.”

이어 “방위비 분담금 협상은 어려운 과정이 될 것”이라며, 그러나 “결국 동맹은 그대로 유지될 것이고 현재로선 다른 길이 없기 때문”이라고 말했습니다. 게리 세이모어 전 백악관 대량살상무기조정관 또한 ‘중국 핵우산’ 발언은 미-한 동맹이 깨졌을 경우를 가정한 교수 특유의 자유로운 발상으로, 현실성이 없고 한국 정부의 생각을 반영하지도 않는다고 본다고 밝혔습니다.

[녹취: 게리 세이모어 전 백악관 대량살상무기조정관] “Professor Moon is speculating out loud, which is always a dangerous thing for a government official to do, but it's very typical for a professor to do…I'm not worried about him with drawing US forces from the Korean Peninsula because that would be strongly opposed by the US government, by Congress, by Republican senators who are going to be, you know, very important for the survival of President Trump when he goes through impeachment.”

세이모어 전 조정관은 “미 정부와 의회, 그리고 탄핵 국면에서 트럼프 대통령이 살아남는데 매우 중요한 공화당 상원이 주한미군 철수에 강하게 반대하고 있는 만큼 철수 가능성을 우려하지 않는다”면서 “미-한 동맹의 근본은 여전히 강하다”고 말했습니다. VOA 뉴스 백성원입니다.
