미국이 북한 비핵화 협상 과정에서 핵과 인권 문제에 균형을 맞추지 못해 두 핵심 사안에서 모두 실패하고 있다는 비판이 커지고 있습니다. 핵 개발과 인권 탄압은 북한 체제 유지에 필수 요건이자 상호 보완 관계로 동시에 접근해야 효율적이라는 지적입니다. 백성원 기자가 보도합니다.

“북한 인권개선 노력의 선봉에 섰던 미국이 소극적 태도로 돌아선 것은 ‘믿기 힘든 아이러니(incredible irony)’이다.”

로버트 킹 전 국무부 북한인권특사는 취임 초기 북한 인권문제에 초강경 태도를 보였던 트럼프 행정부의 달라진 접근법을 이렇게 꼬집었습니다.

[로버트 킹 전 북한인권특사] “It is incredible irony that it's the United States that is stopping the Security Council from considering North Korea's human rights issues. The United States in the past has led the effort to bring these issues before the Security Council.”

2009년 9월 임명돼 2017년 1월까지 7년 반 동안 활동했던 킹 전 특사는 특히 올해 유엔 안보리 북한인권회의를 미국이 무산시킨 것은 놀랍다고 말했습니다. 사만다 파워, 니키 헤일리 유엔주재 대사를 거치며 1차 회의 때부터 개최를 주도했던 미국이 오히려 노골적으로 북한 인권 논의를 막았다는 비판입니다.

And then for one year under Ambassador Nikki Haley under the Trump administration, the United States was the main force behind raising the issue behind discussing it in the Security Council. And now there have eight other countries who are willing to take the issue up and nine are required to do it, the United States is the country that blocked the consideration of North Korea's human rights.”

북한 인권문제 토의를 안건으로 안보리 회의를 개최하려면 15개 안보리 이사국 가운데 최소 9개 나라의 지지가 필요한데 미국이 찬성하지 않아 지난 10일로 추진되던 회의는 결국 불발됐습니다. 지난해 6월 싱가포르 1차 미-북 정상회담 이후 1년 반 동안 북한 인권 비판을 삼가던 미국의 소극적 태도가 정점을 찍은 상징적 사건으로 인식됐습니다.

미국이 북한 정권의 인권 탄압을 거론하지 않는 ‘반전’에 미 전직 관리들은 특히 비판의 목소리를 높였습니다. 에반스 리비어 전 국무부 수석부차관보는 “북한의 잘못 중 가장 지독한 일은 자국민에 대한 학대”라며 “이는 잔학행위이자 근본적인 인권 원칙을 위반한 것”이라고 지적했습니다. 그러면서 미국은 이런 실태에 대해 말해야 한다고 강조했습니다.

[에반스 리비어 전 국무부 수석부차관보] “That is troubling to me because of the many things that North Korea is guilty of perhaps the most egregious thing is its abuse of its own people. The horrific treatment continues to wreak on its citizens. This is an outrage, it's a violation of the most fundamental principles of human rights and we ought to say that.”

당초 트럼프 행정부는 어떤 전임 정부보다도 북한 정권의 인권 유린을 신랄하게 비판하고 탈북민들의 호소에 귀 기울인다는 평가를 받았었습니다. 트럼프 대통령이 지난해 국정연설에서 북한의 인권침해를 강하게 비판하면서, 북한에 억류됐다 풀려난 직후 사망한 오토 웜비어의 부모와 탈북민 지성호 씨를 방청석에서 일으켜 세운 것은 미국의 인권 가치를 실현한 상징적인 장면으로 부각됐습니다.

한층 강화됐던 대북 인권 압박은 두 차례의 미-북 정상회담을 거치는 동안 핵심 의제인 ‘비핵화’의 무게에 눌려 수면 아래로 가라앉기 시작했습니다. 북한 인권 관련 연례보고서를 작성하고 탈북민을 백악관에 초청하는 등 관심의 끈을 놓지는 않았지만 핵문제 못지 않게 우려 사안으로 늘 상기됐던 북한 인권 문제는 간간히 전해진 관리들의 원론적 발언과 “입장에 변화 없다”는 국무부의 짧은 논평으로 대체돼 갔습니다.

미 대북 인권단체 북한인권위원회의 그렉 스칼라튜 사무총장은 “정치, 안보, 군사, 핵과 미사일 문제를 위해 인권이 희생되는 이런 상황은 지난 30년 동안 반복돼 왔다”고 비판했습니다. 그러면서 “우리가 인권 문제를 거론하지 않으면 북한의 태도가 개선될 것이라는 믿음이 현실화된 적은 없다”고 지적했습니다.

Human rights has been sacrificed on the altar of political, security, military issues, nukes and missiles, perhaps somehow out of the belief that if we don't address human rights, the North Korean regime will be nicer to us that is not the case. Their behavior does not change.”

스칼라튜 사무총장은 “인권은 정치, 안보, 군사 문제와 동등하다는 점을 이해해야 한다”며 “거대한 구금 시설과 수용소에 접근할 수 없다면 어떻게 북한의 핵폐기를 완전히 검증할 수 있느냐”고 반문했습니다. 북한 내부에 광범위한 출입 금지 구역이 존재하는 한 ‘검증 가능한 비핵화’는 불가능하다는 지적입니다.

These are forbidden areas to the outside world. How can we finally fully verify the nuclear dismantlement of North Korea, when these humongous detention facilities, humongous camps are out of bounds? There is no access granted to, to the international community and the outside world.”

아울러 인권 문제의 핵심인 “국내외 북한인들에 대한 착취 역시 김정은 정권의 생존을 위해 필요한 현금을 확보하기 위한 수단인 만큼 인권과 정치 문제는 뒤얽혀 있다”고 거듭 강조했습니다.

로버트 킹 전 국무부 북한인권특사도 같은 의견을 보였습니다. “핵문제를 진전시키기 위해 인권 문제를 제기하지 않는다는 것은 말은 그럴 듯하지만 북한은 어떤 비핵화 조짐도 보인 적이 없다”는 겁니다.

[로버트 킹 전 북한인권특사] “It's a nice thing to say that this is so that we can make progress on the nuclear issue but there's absolutely no indication whatsoever the North Koreans are interested in doing that. We've been trying to deal with the North Koreans on the nuclear issue for years. And all they have done is postpone, delay, obfuscate and that's exactly what they're doing again right now.”

이어 “김정은은 그저 소란을 피워 미국을 우려하게 만듦으로써 인권 문제에 집중하지 못하게 만들려 한다”고 지적했습니다. 킹 전 특사는 북한 문제를 해결하기 위해선 북한을 인권 개선 쪽으로 유도해야 한다며, “북한인들에게 외부 정보에 대한 접근을 허용해야 그들만의 견해와 생각을 갖게 돼 독재 정권에 영향을 끼칠 수 있을 것”이라고 설명했습니다. .

또한 핵 협상 때문에 인권을 등한시하는 것은 “근시안적이자 잘못 판단한 정책(short sighted, misguided policy)”이라고 비판했습니다.

김정은 정권이 들어선 뒤 북한을 탈출한 전 노동당 고위 관리는 VOA에 “핵과 공포정치는 긴밀히 연결돼 있다”며 “둘 다 체제 유지를 위해 필요한 수단”이라고 지적했습니다. “핵문제와 인권문제는 ‘동전의 양면’으로, 이를 별개로 취급해 따로 접근하는 것은 정책상 오류”라는 겁니다. 그렉 스칼라튜 북한인권위원회 사무총장은 인권을 무시하는 것은 북 핵 문제 해결의 열쇠가 아니라 또 한번의 실패로 가는 열쇠일 뿐이며 이런 사실은 수없이 증명됐다고 말했습니다.
