미-한 방위비 분담금 협상이 연말 시한을 훌쩍 넘긴 가운데, 빈센트 브룩스 전 한미연합사령관은 계약 기간을 1년에서 다년으로 다시 되돌려야 한다고 말했습니다. 김동현 기자가 취재했습니다.

과거 2년에서 5년 단위로 갱신됐던 미-한 방위비 분담금 유효기간이 1년으로 조정된 건 지난해 10차 특별협정부터입니다. 당시 미국 측은 10억 달러를 한국에 제시했지만 금액 차이를 좁히지 못하자 1년 단위로 매년 협상을 벌이는 방식으로 타결했습니다. 그러나 올해 협상 역시 금액 차이로 시한을 넘기면서, 1년 단위 협상이 초래하는 영향을 우려하는 목소리가 커지고 있습니다.

빈센트 브룩스 전 한미연합사령관은 23일 VOA에, “협정은 주한미군 지원이 목적이라는 점에서 1년 단위 계약은 지원 구조에 상당한 불안정을 야기한다”고 말했습니다.

[녹취: 브룩스 전 사령관] “So I think a one year agreement creates considerable amount of turbulence in the support structure for the US Forces.”

브룩스 전 사령관은 특히 한국 국적 민간인 고용이나 한국 측이 비용을 부담하는 주한미군 기지 건설 계획은 1년 이상의 기한이 필요하다며, 이번처럼 협상 시한을 넘길 경우 안정성을 담보할 수 없다고 말했습니다.

[녹취: 브룩스 전 사령관] “Things like the assurance of civilian personnel supporting the military or project construction plans which always are more than one year plan. If you have a one year agreement, you have no surety on those categories.”

보급 문제의 경우 어느 정도 유연성을 발휘할 수 있지만 민간인 고용과 건설은 그렇지 못하며, 운영 측면에서 최적은 5년, 또는 적어도 3년 단위가 돼야 한다는 설명입니다.

[녹취: 브룩스 전 사령관] “Logistics perhaps is more flexible on a year to year basis but if you add the 2 categories of labor and South Korean funded construction, that is very disruptive to have a one year cycle. I think a minimum of 3 and an optimal of 5 is the right way to go.”

브룩스 전 사령관은 당초 미국 측이 유효기간을 1년으로 제시한 배경에 대해, ‘당시 협상의 진전이 더뎠고, 특히 미-북 하노이 정상회담이 열리기 직전이었다는 점이 고려됐다”고 밝혔습니다.

[녹취: 브룩스 전 사령관] “I think a lot of that has to do with the degree of progress or lack of progress in the negotiations…particularly as the Hanoi summit was approaching. So it should be viewed and I certainly hope that it is a one time decision to make a one year special measures agreement.”

1년 단위 협상은 지난해로 일회성으로 그치길 바라며, 향후 협정은 당초 취했던 다년 기한으로 되돌릴 필요가 있다는 지적입니다. 브룩스 전 사령관은 오는 4월 이전에 협상이 타결되지 않을 경우 주한미군 내 한국인 근로자 임금 체불 문제 등이 현실화될 것으로 우려했습니다.

실제로 `블룸버그’ 통신은 23일, 협상이 타결되지 못하면 몇 주 안에 주한미군 소속 9천명의 한국인 근로자에게 무급휴직을 통지할 것이라고 미 당국자의 말을 인용해 보도했습니다.

워싱턴의 안보 전문가들은 다년 유효기간의 당위성에 공감하면서도, 트럼프 대통령의 판단이 변수라고 말했습니다. 한미연합사 작전참모 출신인 데이비드 맥스웰 민주주의수호재단 선임연구원은 미-한 양측이 운영의 안정성을 고려해 유효 기한을 논의할 것으로 생각한다고 말했습니다.

[녹취: 맥스웰 선임연구원] “I am sure that they are probably discussing the length of the agreement and I think both sides will want 5 years but I think it will be contingent on what the agreed upon number is and if the number, funding level is not sufficient to satisfy the U.S side they may continue to say that we need to have a shorter agreement so that we could increase the funds in a short amount of time”

그러나 맥스웰 선임연구원은 본질적 문제는 금액 차이라며, 합의점을 도출하지 못할 경우 미국은 다시 1년 계약을 추진하면서 점진적인 증액을 압박할 가능성이 있다고 밝혔습니다. 브루스 베넷 랜드연구소 선임연구원도 다년 계약은 트럼프 대통령의 유연성에 달린 문제라고 말했습니다.

[녹취: 베넷 선임연구원] “Depending upon President Trump's flexibility, if he says, Sure, adding 10% each year is fine, and the ROK is prepared to accept that, that would work and you could get a three to five year agreement. I just don't think that President Trump is going to allow the number to be that low.”

베넷 선임연구원은 만약 트럼프 대통령이 매년 10% 인상에 만족하고 한국이 받아들인다면 3년~5년 계약이 가능하겠지만, 트럼프 대통령은 그 이상의 인상을 기대하고 압박하고 있다고 말했습니다. VOA 뉴스 김동현입니다.
