앵커:미국 국무부가 ‘북한자유주간’을 맞아 북한 내 인권상황을 규탄하는 성명을 발표했습니다. 북한으로의 정보 유입과 탈북자 단체에 대한 지지 입장도 재확인했습니다. 지정은 기자가 보도합니다.

네드 프라이스 국무부 대변인은 28일 “북한자유주간을 맞아 미국은 전 세계에서 가장 억압적인 전체주의 국가 중 한 곳에서 지속적으로 존엄과 인권을 침해당하는 수백만 명의 북한 주민들과 함께 한다”고 밝혔습니다.

프라이스 대변인은 ‘북한자유주간을 맞아’라는 제목의 성명에서 “10만 명 이상이 (북한) 정권의 정치범 수용소에서 말할 수 없는 학대로 고통받고 있다”며 이같이 말했습니다. (On this occasion of North Korea Freedom Week, we stand with the millions of North Koreans who continue to have their dignity and human rights violated by one of the most repressive and totalitarian states in the world, including the more than 100,000 individuals who suffer unspeakable abuses in the regime’s political prison camps.)

올해 18회째를 맞은 북한자유주간 행사(4/24-4/30)는 탈북자 단체와 인권단체 등의 주도로 매년 봄 열려왔습니다.

프라이스 대변인은 이번 성명에서 코로나19, 즉 코로나 비루스 상황을 언급하며 “우리는 코로나19 방역을 구실로 북한 주민들에 대한 통제를 강화하기 위해 북중 국경지역 사살 명령 등 북한 정권이 취한 점점 더 가혹해진 조치에 경악했다”고 전했습니다. (We are appalled by the increasingly draconian measures the regime has taken, including shoot-to-kill orders at the North Korea-China border, to tighten control of its people under the guise of fighting COVID-19.)

그러면서 “문명 세계에는 이러한 잔인한 만행이 발붙일 곳이 없다”며 “국제 사회는 계속 이 문제에 대해 목소리를 높여야 한다”고 강조했습니다. (The civilized world has no place for such brutality, and the international community must continue to speak out.)

프라이스 대변인은 이어 “미국은 계속해서 북한의 지독한 인권 상황에 대한 인식을 고양하고, 학대와 (인권)침해를 조사하고, 북한 주민들의 독립적인 정보에 대한 접근을 지원하며, 유엔 및 뜻이 같은 동맹국들과 함께 김정은 정권에 대한 책임을 추궁하기 위해 협력할 것”이라고 밝혔습니다. (The United States will continue to raise awareness of North Korea’s egregious human rights situation, investigate abuses and violations, support access to independent information for the North Korean people, and work with the United Nations and likeminded allies to promote accountability for the Kim regime.)

또 “우리는 탈북자들과 인권단체들의 용기에 경의를 표하며, (북한 정권의) 이러한 중대한 불의를 집중 조명하려는 이들의 노력을 언제나 지지할 것”이라고 덧붙였습니다. (We also honor the courage of the North Korean defector and human rights community and will always support their efforts to shine a spotlight on these grave injustices.)

앞서 국무부는 최근 논란이 된 한국의 이른바 ‘대북전단금지법’과 관련해 지속적으로 “북한 주민들의 정보 접근을 증진하기 위해 비영리 단체 및 탈북민 사회 내 동반자 단체들과 협력을 지속하고 있다”는 입장을 밝혀왔습니다. 국무부는 또 지난달 발표한 ‘2020 국가별 인권보고서’에서도 “북한 당국이 인권 침해에 계속 책임을 지게 만들 것”이라고 강조한 바 있습니다.
