The fact that the United States has returned to the UN Human Rights Council, again, is a reflection of this policy that human rights are a part of our relationship with every country, including North Korea¡¦I think this represents a significant change in terms of how we're going to approach the relationship with North Korea, and I think it's a very positive step.¡±
