중국은 미-한 동맹의 결속력을 끊임없이 시험할 것이라고 전직 주한 미국대사가 밝혔습니다. 전직 주한미군사령관은 중국이 인도태평양 역내 불안정의 주요 동력이라고 말했습니다. 김영교 기자가 취재했습니다.

로버트 에이브럼스 전 주한미군사령관은 17일 뉴욕 코리아 소사이어티가 ‘2021년 한국에서의 미국의 외교와 안보’라는 주제로 연 간담회에서 중국은 인도태평양 지역에서 불안정을 야기시키는 주요 동력이라고 말했습니다. 지난 6월 한미연합사령관 겸 주한미군사령관 직에서 퇴임한 에이브럼스 전 사령관은 중국이 국제 규범에 기반한 질서를 바꾸려 시도하고 있다고 지적했습니다.

[에이브럼스 전 사령관]“China is the principal driver of instability in the region as they attempt to rewrite the international rules-based order into something else. For instance, China has increased their violations of the Korea Air Defense Identification Zone by 300% over the last three years with both combat and reconnaissance aircraft. We've seen a significant increase in Chinese fishing vessels in the always contentious Northwest islands this year, and for the first time in many years, several Chinese vessels were detained by the Korean Coast Guard this year for wrongfully fishing in Korean waters.”

중국이 전투기와 정찰기로 한국방공식별구역(KADIZ)을 침범한 사례가 지난 3년 간 300% 늘었고, 중국 어선들이 격렬비열도 등 서해 섬들을 침범하는 경우도 올해 급격히 늘었다는 겁니다. 에이브럼스 전 사령관은 또 올해 몇 년 만에 처음으로 한국 해안경비대가 불법 조업 혐의로 중국 어선들을 나포했다고 설명했습니다.

에이브럼스 전 사령관은 중국이 경제적으로 한국의 고삐를 쥐고 있고, 필요에 따라 압박을 가함과 동시에 유엔 안보리 대북 결의 위반을 직간접적으로 계속 지원하고 있다고 말했습니다.

[에이브럼스 전 사령관]“China has the Republic of Korea in an economic chokehold and applies pressure whenever it suits their needs. And lastly, China continues to directly and indirectly support violation of UN Security Council sanctions against North Korea. All of that to say that China's ambition to be a regional hegemonic is not limited and anyone who thinks that Korea is somehow immune to Chinese subterfuge needs to pay closer attention to what is happening on a daily basis.”

이 모든 것은 중국이 역내 패권국이 되려는 야욕이 제한적이지 않음을 보여주고 있으며, 중국의 술수로부터 한국이 어떻게든 면제될 수 있을 것이라고 생각하는 사람이 있다면 매일 어떤 일이 벌어지는 유심히 지켜보길 바란다는 겁니다. 해리 해리스 전 주한대사는 이날 간담회에서 중국은 북한과 더불어 미-한 동맹의 결속력을 끊임없이 시험하고 약화시킬방법을 추구할 것이라고 말했습니다.

[해리스 전 대사]“North Korea and the PRC, People's Republic of China will continually test the resolve of the alliance and will seek ways to weaken our strong ties in order to sow doubts and divide us”

해리스 전 대사는 그러면서 한국이 안보 동맹인 미국과 최대 무역상대국인 중국 사이에서 하나를 선택해야 한다는 서술은 잘못된 것이라고 말했습니다.

[해리스 전 대사]“I'm often asked whether they are okay that South Korea is being forced to choose between its own security ally on the one hand and a storage largest trading partner on the other. This is a false narrative designed to sow doubt about the history and strength of our alliance.”

이같은 서술은 미-한 동맹의 역사와 견고함에 대해 의심을 갖도록 하기 위해 만들어진 것이란 설명입니다. 미 태평양사령관을 지낸 해리스 전 대사는 한국은 미국과 중국 중 어느 나라를 선택해야 할지에 대해 이미 선택했다고 강조했습니다. 한국은 한국전쟁 정전 당시인 1953년에 선택을 했고, 미국은 한국전쟁에 참전한 1950년에 선택을 했다는 겁니다.

[해리스 전 대사]“Korea made a choice. It made its choice in 1953, and America made our choice in 1950. While the US has partnered well with China on several important fronts, including most recently at COP26 in Scotland, Washington and Beijing fundamentally disagree on how to approach the current international order.”

해리스 전 대사는 미국과 중국이 최근 열린 유엔 기후변화협약 당사국총회(COP26)에서 공동선언을 발표하는 등 여러 분야에서 협력을 잘할 수 있지만 현 국제질서에 어떻게 접근할 것인지에 대해 근본적으로 의견이 다르다고 말했습니다. 해리스 전 대사는 또 북한에 대한 대응과 관련해 대화와 군사적 대비태세는 함께 가야 한다면서, 이상주의는 현실주의에 바탕을 둬야 한다고 강조했습니다.

[해리스 전 대사]“Dialogue and military readiness must go hand in hand. Idealism must be rooted in realism. We must not relax sanctions or reduce joint military exercises just to get North Korea to come to the negotiating table. This is a tried-and-true road to failure.”

북한을 협상장에 끌어들이기 위해 제재를 완화하거나 군사 훈련을 줄여서는 안 되며, 이는 이미 실패가 입증된 길이라는겁니다. 스콧 스위프트 전 미 태평양함대 사령관은 미-한 연합훈련이 축소된 데 우려를 나타냈습니다. 군사적 억제는 억제를 하고자 하는 대상의 눈에 유의미하다고 여겨지지 않으면 가치가 없다는 겁니다.

[스위프트 전 사령관]“In the context of military deterrence, unless that force is relevant in the eyes of those that you're trying to deter, it has minimal deterrence value. The key from a military perspective in ensuring that that force is relevant and ready is training. You are decreasing the deterrent value of US policy and Korean policy on the Peninsula by diminishing the demonstrative effect of conducting training an open and transparent way.”

스위프트 전 사령관은 군사적 억제의 관점에서 그 힘이 유의미하고 준비가 돼 있다는 것을 확실히 하는 핵심은 훈련이라고 말했습니다. 그러면서, 훈련을 공개적이고 투명한 방식으로 진행하는 데 따른시위적 효과가 줄어들면 한반도에서 미국과 한국 정책의 억제적 가치가 떨어진다고 밝혔습니다.

한편 해리스 전 대사는 한국 정부가 추진하는 종전선언에 대해 “종전선언에 서명이 되면 그 다음날 무엇이 달라지는지 우리 스스로에게 물어야 한다”고 말했습니다.

[해리스 전 대사]“Regarding the end of war declaration, we should ask ourselves, “What will change the day after that declaration is signed?” It's not a peace treaty. The armistice will still be extant. Our treaty obligations to defend South Korea will still be extant. And North Korea's missile, nuclear and conventional capabilities will still be extant. We had an end-war declaration is called the armistice agreement.”

종전선언은 평화협정이 아니고, 휴전 상태는 여전하며, 미국이 한국을 지킨다는 의무도 여전하고, 거기에 북한의 미사일과 핵무기, 재래식 역량도 그대로 남아 있다는 겁니다. 해리스 전 대사는 이미 ‘정전협정’이라는 이름으로 종전선언은 이뤄졌다고 말했습니다. 에이브럼스 전 사령관은 퍼주기만 하는 것은 종전선언에 대한 올바른 접근방식이 아니라고 말했습니다.

[에이브럼스 전 사령관]“Giving away things is not the right approach on the end of war declaration. Some people say it's sort of, you know, symbolic and has no specific legal meaning or tangible outcome. I'm not convinced.”

일각에서는 종전선언이 상징적인 것에 불과하고 법적 의미나 유형의 결과는 없을 것이라고 말하지만 자신은 그에 대해 확신할 수 없다는 겁니다. 에이브럼스 전 사령관은 종전선언이 이뤄지면 한국을 지키기 위해 미국의 지도력 하에 통합된 군사령부를 발동시킨 과거의 유엔 안보리 결의를 폐기하자는 움직임이 안보리 내에서 있을 것이라는 증거가 많다고 말했습니다.

[에이브럼스 전 사령관] “There is a body of evidence that once there is an end of war declaration, there will be calls in the United Nations Security Council, with an end of war to rescind previous UN Security Council resolutions 82, 83, 84 and 85. So what does that mean? Well, UN Security Council resolution 84 activated a unified command under US leadership to lead the defense of the Republic of Korea. And you know what, two weeks ago the North Korean ambassador to the UN asked once again, to abolish United Nations Command. Well, if you abolish United Nations Command, what's the premise of the armistice agreement? We would back our way into dissolving the only internationally recognized legal instrument that has prevented the resumption of hostilities on the Peninsula. I think that is not risk. I think that's a gamble, and we ought to proceed very carefully.”

에이브럼스 사령관은 최근 김성 유엔 주재 북한대표부 대사가유엔군사령부 해체를 주장한 것을 언급하면서, 유엔사가 해체되면 정전협정의 전제가 사라지고 이는 곧 한반도의 전쟁 재개를 막은, 유일하게 국제적으로 인정받은 법적 장치를 없애는 일이 된다고 말했습니다. 에이브럼스 전 사령관은 이런 상황은 위험이 아니라 도박이 될 수 있다며 조심스럽게 진행해야 한다고 강조했습니다.
