워싱턴에서 한국 정부가 중국과의 밀접한 관계를 지나치게 부각시키고 있다는 우려가 커지고 있습니다. 미중 대결 구도가 심화하는 와중에 중국을 '전략적 파트너'로 규정한 한국 외교 당국자의 발언이 특히 논란을 빚었습니다. 백성원 기자가 보도합니다.

한국과 중국은 ‘전략적 파트너’인가? 미중 간 첨예한 갈등 속에서 한중관계의 본질에 대한 근본적인 의문이 제기되고 있습니다. 논란은 긴밀한 미한 공조에 초점을 맞춰야 할 자리에서 한국 외교 관리가 중국과의 밀접한 관계를 지나치게 강조했다는 비판에서 시작됐습니다.

최종건 한국 외교부 1차관은 지난 15일 워싱턴에서 열린 한미전략포럼에서 중국이 “전략적 파트너”라면서 “한중 간 무역 규모가 한미·한일 간 무역량을 합친 것보다 크고, 우린 거기서 돈을 벌고 있어 무시할 수 없다”는 이유를 들었습니다. 물론, 치열한 미중 경쟁 사이에서 균형점을 고민해야 하는 한국의 지역적·상황적 여건 자체를 부정하는 목소리는 워싱턴에서 듣기 어렵습니다.

보니 글레이저 독일마샬펀드 아시아프로그램 국장은 “한국이 자국과 동맹국의 이익에 피해를 주지 않고 더 넓은 역내 평화와 번영에 기여하는 중국과의 관계를 맺는 것이 최선”이라며 “중국과의 관계를 좋은 것이냐 나쁜 것이냐의 틀에 가두는 것은 옳지 않다”고 밝혔습니다.

로버트 매닝 애틀랜틱카운슬 선임연구원도 “한국은 중국과 함께 살아야 하고, 미국이나 중국을 선택하고 싶어하지 않는 지리적 위치에 있다”는 한계를 지적했습니다.

최 차관이 사용한 ‘전략적 파트너’라는 용어에 대해서도 “너무 자주 사용되고 의미가 부풀려져 있다고 생각한다”고 말했습니다.

하지만 워싱턴에서는 중국이 한국의 ‘전략적 파트너’가 맞는지 여부를 떠나 민감한 역내 현안에 대한 동맹 간 해법을 모색하기 위해 워싱턴을 방문한 한국 고위 관리가 공개 발언에 신중할 필요가 있다는 우려가 나옵니다.

에반스 리비어 전 국무부 동아시아태평양 담당 수석부차관보는 “‘전략적 파트너’라는 용어는 최근 몇 년 동안 그 의미를 많이 잃었고, 심지어 명백하고 근본적인 차이점이 있는 나라들을 묘사하는데 사용된다”며 “그럼에도 불구하고 북한의 조약 동맹이자 한국을 침략한 중국이 ‘전략적 동반자’로 묘사되는 것을 듣는 것은 불쾌한 일”이라고 말했습니다.

Nevertheless, it’s grating to hear China — a treaty ally of the DPRK and the last country to invade Korea — described as a “strategic partner.”

리비어 전 수석부차관보는 “누구도 한국이 중국과 ‘나쁜’ 관계를 갖기 바라지 않으며, 미국 내에서도 한국이 경제적 유대를 고려해 중국과의 관계를 조심스럽게 관리할 필요가 있다는 것을 널리 이해하고 있다”고 말했습니다.

[에반스 리비어 전 국무부 수석부차관보]“No one wishes Korea to have a “bad” relationship with China, and there is broad understanding in the US that the ROK needs to manage its ties with the PRC carefully because of its economic ties with China. But other countries also have close economic ties with China — including the U.S. — and that is not preventing them from speaking out about China’s excesses when the situation demands it.”

하지만 “중국과 긴밀한 경제 관계를 맺고 있는 것은 미국을 포함한 다른 나라들도 마찬가지”라며 “그렇다고 이 나라들이 중국의 지나친 행동에 대해 목소리를 낼 수 없는 것은 아니다”라고 지적했습니다. 더 나아가 미국의 최우방국인 한국이 급격히 악화된 미중관계 속에서 굳이 중국과의 ‘전략적 파트너’ 관계를 언급하고 이를 보장받으려고 하는 시도는 역풍을 맞을 공산이 크다는 전망이 나옵니다.

킹 맬로리 랜드연구소 국제위기안보센터 국장은 “경제 관계에 관한 한 한국은 중국의 전략적 파트너가 맞지만, 이것이 군사와 안보 관계에는 적용되지 않는다”는 점을 분명히 했습니다.

패트릭 크로닌 허드슨연구소 아시아태평양 안보석좌는 더욱 구체적으로 “중국이 한국을 포함한 많은 국가들에 경제적 강압을 가하는 것은 중국이 민주주의 한국의 전략적 파트너가 아니라는 것을 시사한다”고 강조했습니다.

전문가들은 최 차관의 발언과 달리, 안보뿐 아니라 경제 부문에서도 미한 간 협력이 한중관계보다 훨씬 중요해지고 있다고 지적합니다. 미중 간 마찰은 한국의 대중국 수출 환경 역시 크게 악화시킬 것이라는 이유를 들었습니다.

특히 바이든 대통령이 2022년 베이징 동계 올림픽 외교적 보이콧 가능성까지 거론하며 대중 압박 수위를 높이고 있는 상황에서 ‘안보는 미국, 경제는 중국’을 뜻하는 문재인 정부의 ‘안미경중’ 전략도 더이상 통하기 어려워졌다고 내다봤습니다.

켄트 칼더 존스홉킨스대 국제관계대학원(SAIS) 동아시아연구소장은 “한국이 중국과 나쁜 관계보다는 ‘좋은’ 관계를 맺는 것이 더 나을지도 모르지만, 그것은 결정적으로 관계의 본질이 무엇인가에 달려있다”고 말했습니다. 그러면서 “한국이 중국과 미국의 안보 이익을 훼손하는 기술 혹은 산업 거래를 하는 것은 미국을 우려하게 만들 것인 만큼, 한국은 그에 맞춰 행동해야 할 것”이라고 경고했습니다.

For Korea to make technology or industrial deals with China that compromise US security interests is something that should concern Washington, and it should act accordingly.”

특히 미국은 “특정 영역에서 3자 제재를 강화하는 시대로 다시 향할지도 모른다”며 대중국 수출입 의존도가 높은 한국이 자칫 제재 대상이 될 수도 있음을 시사했습니다. 따라서 “미국과 한국은 자국 경제가 상호의존적인 상태를 유지하고, 서로의 안보 이익을 저해하지 않는 긍정적인 거래가 양국 모두에 매력적으로 남아 있도록 적극적인 조치를 취해야 한다”고 칼더 소장은 강조했습니다.

At the same time, the US and Korea should take active steps to assure that their economies remain interdependent and positive trade that does not compromise security interests remains attractive for both sides. Both countries should also recognize that US bilateral pressure on China is also useful for Korea as well.”

맬로리 국장도 최 차관이 중요성을 강조한 중국과의 경제 협력이 미-한 안보 협력을 저해하고 국제 규범에 위배될 위험성을 지적했습니다. “중국은 (한중) 경제 관계의 수익금을 북한에 필수적인 경제적 지원을 제공하는 데 사용하고 있으며, 그러는 동안 북한은 계속해서 한국에 대한 다수의 침략 행위를 저지르고 대량살상무기를 확산하고 있다”는 설명입니다.

One of the main reasons for the U.S.-ROK alliance is to prevent the DPRK from mounting a repeated full-scale military assault on the ROK as it did in 1950.

이어 “한국이 한반도 평화를 이끌어내기 위해서는 미국과 중국 모두와 신뢰 관계를 구축할 필요가 있는 것은 사실”이라며 “하지만 한국 정부가 그런 목표를 달성하는 데는 미-중 간 신뢰 수준 역시 똑같이 중요하다”고 진단했습니다.

However the levels of trust between China and the United States will be equally, if not more important, in any ROK government’s ability to achieve that goal.”

전문가들은 미국과의 동맹을 우선시하되 중국과의 ‘전략적 파트너’ 관계 역시 유지하려는 문재인 정부가 급변하는 역내 안보 환경 속에서 결국 선택을 강요받게 될 것이라고 내다봤습니다.

리비어 전 수석부차관보는 “중국이 역내 주도권을 추구하고, 더 많은 핵무기를 만들며, 이웃 국가들을 위협하는 한편, 내부적으로 더욱 권위주의로 나아가는 접근법을 채택함에 따라, 한국이 중국, 미국과의 관계에서 균형을 모색할 수 있는 시대는 아마도 끝나가고 있을 것”이라고 진단했습니다. “한국은 근본적인 문제에 대한 입장을 밝힐 수밖에 없게 됐고 어려운 선택을 해야 할 것”이라는 설명입니다.

아울러 “미국, 일본, 호주, 유럽연합(EU)은 중국의 위협 정책과 권위주의, 역내 영유권 주장에 맞서 협력을 늘리고 있다”며 “한국은 앞으로 이런 문제에 대해 목소리를 내고 입장을 밝히라는 압력을 점점 더 받게 될 것”이라고 내다봤습니다.

전문가들은 그나마 한국 국민들 사이에서는 중국과의 관계 개선에 치우친 문재인 정부의 대외 정책에 대한 냉정한 평가가 나오고 있다고 지적했습니다. 매닝 연구원은 “한중 간 경제적 유대에 대한 최종건 제1차관의 언급은 사실적 진술”이라면서도 “하지만, 한국의 여론 조사는 중국의 협박 전술에 따라 확대되는 중국에 대한 혐오감을 보여준다”고 지적했습니다.

특히 “한국의 무기 구매와 개발, 핵무기에 대한 관심에서 중국에 구속되지 않으려는 추세를 분명히 읽을 수 있다”며 “동시에 한국은 경제 관계 다변화를 시도하는 것으로 보이고, 바이든 대통령과 문재인 대통령의 정상회담은 미한 간 심화되는 경제·기술 협력을 반영한다”고 지적했습니다.

At the same time the ROK appears to be trying to diversify its economic ties. The Biden-Moon Summit reflects a deepening of economic and technology cooperation.”

크로닌 소장은 “중국이 한국, 일본, 호주, 미국 등의 경제 파트너인 것은 맞지만, 그렇더라도 한국은 취약성을 줄이면서 자유롭고 공정한 무역을 보호하고 공급망을 확보하기 위한 규범과 규칙을 구축할 수 있는 장기적 능력에 대해 고민할 필요가 있다”고 제안했습니다.

Even so, South Korea needs to think about its long-term ability to reduce vulnerabilities and forge norms and rules of the road to protect free and fair trade and secure supply chains. Officials in Seoul need to work on both opportunities and vulnerabilities.”

이어 “자국의 이익과 가치를 보호하는 데 필요하다고 여겨지는 중국과의 관계를 맺는 것은 한국인들에게 달려 있다”며 “하지만, 중국과 장기적으로 경쟁하는 동시에 경쟁이 갈등으로 번지지 않도록 하는 데 있어 한국과 미국의 이익과 가치가 크게 겹친다”고 진단했습니다.
