북한이 영구 폐쇄했다고 공언한 풍계리 핵실험장에서 ‘유지관리’ 흔적이 계속 포착되고 있다는 분석이 나왔습니다. 북한이 핵실험과 대륙간탄도미사일 발사 유예를 철회할 가능성을 시사한 가운데, 유일한 핵실험장의 수상한 움직임이 주목됩니다. 북 핵 전문가들은 북한이 핵실험장을 추가로 확보했을 가능성도 제기하고 있습니다. 백성원 기자가 보도합니다.

국제원자력기구(IAEA) 사무차장을 지낸 올리 하이노넨 미국 스팀슨센터 특별연구원은 북한이 풍계리 핵실험장을 여전히 점검하면서 유지 중이라고 분석했습니다.

[올리 하이노넨 스팀슨센터 특별연구원/전 IAEA 사무차장]“They are maintaining the site in such a way that you see trails of the cars, cleaning of snow, and things like that. So, they kind of maintain the buildings in some kind of conditions.”

1, 2차 북 핵 위기 당시 영변 핵 시설 사찰을 주도했고 20여 차례 방북했던 하이노넨 연구원은 23일 VOA와의 전화 인터뷰에서 지난 며칠 동안 함경북도 길주군 풍계리 소재 핵실험장을 촬영한 위성사진을 분석한 결과 “차량 통행과 제설 작업 동향이 포착됐다”며 이같이 진단했습니다. 특히 “1년 전 눈 덮인 풍계리 핵실험장 위성사진을 비롯한 최근 몇 년 간 현장 모습과 2019년 이전 촬영된 사진을 비교할 때 유지관리 움직임에 변함이 없다”며 “다만 새로운 건설은 이뤄지지 않고 있다”고 전했습니다.

[하이노넨 특별연구원]“I have compared it to pictures a year ago when we had snow there and a few earlier years, also before 2019 to see that if there is any difference and I have not seen much of the difference in maintenance, but there is no new construction going on.”

하이노넨 연구원은 “특정 건물을 양호한 상태로 유지하고 1년 전 겨울철 사진에도 차량이 지나간 자국이 나타나는 것을 보면, 마치 방치된 것처럼 보이는 풍계리 핵실험장이 어떤 면에서는 유지되고 있는 것처럼 보이기도 한다”고 말했습니다. “이는 단순한 모니터링 이상의 움직임으로, (실제로 폐기됐다면) 이렇게 지속적인 작업은 필요하지 않다”는 설명입니다.

[하이노넨 특별연구원] “And I kind of feel when I look at these activities there that they keep certain buildings in condition, there are several roads in the winter time when I look at the imagery a year ago, they are moving there. So, it looks like that they have kind of abandoned it but kind of maintained it somehow. It's more than just simple monitoring. You don't need to have this kind of continuous procedure. It's not a big crowd of people, but quite a few buildings seem to be in use.”

그러면서 “사람들이 들끓는 건 아니지만, 최근까지도 건물 입구에 눈을 치운 흔적이 보이고 지붕에 있던 눈이 녹은 것을 볼 때 상당수 건물이 사용되고 있다”고 관측했습니다.

북한은 지난 2018년 미국, 한국과의 대화 분위기가 조성되자 그해 5월 외신기자들을 초청해 풍계리 핵실험장을 폭파하는 모습을 전 세계에 공개했습니다. 당시 북한은 풍계리 핵실험장이 영구 폐기됐다고 주장했고, 이어진 6.12 싱가포르 미북 정상회담에서도 이런 내용을 미국 측에 재확인했습니다.

국무부는 당시 풍계리 핵실험장을 갱도 폭파 방식으로 폐기하겠다는 북한의 발표가 나오자 즉각 이를 환영한다는 입장을 밝혔지만, 북한이 조사와 검증을 할 수 있는 외부 전문가들을 초청하지 않은 채 외신 기자들이 지켜보는 가운데 폭파를 강행하자 사찰 필요성을 강조하는 쪽으로 돌아섰습니다.

국무부 대변인실 관계자는 2018년 11월 28일, 북한이 이미 사용이 불가능해진 핵시설을 폐기한 것이라는 보도에 대한 VOA의 논평 요청에 “사찰할 수 있고 완전히 확인할 수 있는 영구적이고 되돌릴 수 없는 폐쇄 조치는 북한을 비핵화하는데 중요한 단계”라는 입장을 밝히기도 했습니다.

[국무부 관계자 2018년 11월 28일 답변]“A permanent and irreversible closure that can be inspected and fully accounted will be a key step in the denuclearization of the DPRK.”

하이노넨 연구원은 ‘풍계리 폭파’를 선전했던 북한이 이후에도 핵실험장을 계속 ‘관리’하는 이유에 대해 “방사성 물질 누출 여부를 계속 모니터해야 할 필요성도 있겠지만, 나중에 핵실험 결정을 내릴 때를 대비해 핵시설을 유지하는 것일 수 있다”고 추정했습니다.

[하이노넨 특별연구원]“I think there are two reasons for that. The first reason is certainly they want to monitor if there's no release or radioactivity, etc. That's certainly one function. But the other function is that they probably maintain the site so that they make a decision at a later date to do still tests. They might use some tunnels, which were not destroyed in 2018. So, I think it's kind of dual purpose at this point of time.”

‘폭파’ 방식으로 폐쇄한 것으로 알려진 풍계리 핵실험장의 “파괴되지 않은 일부 갱도를 (추가 핵실험에) 이용할 수도 있다”는 설명입니다. 풍계리 핵실험장 재사용에 필요한 절차와 관련해서는, “여전히 한 번도 사용되지 않은 갱도들이 있고, 현재 상태가 어떤지는 모르겠지만, 이미 무너진 갱도 입구를 재건하는 대신 새로운 입구를 뚫어 훼손되지 않은 이들 갱도로 연결하는 방식이 될 것”이라고 내다봤습니다.

[하이노넨 특별연구원]“They have several tunnels. Some of them are probably badly damaged, but there are some tunnels or parts of tunnels which are not in use at all. We don't know the condition after the explosions but I think for them to use it, I don't think you want to clean the entrance which was blown up. You probably will build a new entrance to that part of the tunnels which were not damaged and which you can use.

풍계리 만탑산 일대엔 4개의 핵실험용 갱도가 있으며, 이 가운데 1번 갱도는 1차 핵실험 뒤 폐쇄됐고, 2번 갱도에서 2~6차 핵실험이 이뤄졌습니다. 3~4번 갱도는 2번보다 크기가 큰 것으로 알려졌으나 아직 사용되지 않은 채로 관리돼 왔습니다. 하이노넨 연구원은 “작년과 올해 현장에서 대규모 굴착 공사가 없었던 점을 고려할 때, 북한이 기존 갱도를 사용하고자 한다면 새로운 입구를 만들 것으로 보이며, 그런 수순을 밟을 경우 위성에 포착될 것”이라고 말했습니다.

[하이노넨 특별연구원]“I have not seen last year and this year, any activity that there is a major drilling of rocks on the way. So that is I think one sign that if they do want to use the tunnels, they need to make some new entrances to them. And that should be visible in the satellite imagery. And certainly now when there is snow it's even easier to see because of the contrast.”

결국 2018년 5월 외신기자들을 초청해 전 세계에 공개했던 풍계리 핵실험장 폭파가 ‘눈속임’에 불과했을 가능성을 시사하는 분석인데, 하이노넨 연구원은 “어느 정도 폭파했느냐가 문제”라며 “당시 갱도 가장 안쪽까지 전체를 폭파한 건 일단 아니다”라고 선을 그었습니다.

[하이노넨 특별연구원]“The question is, certainly, how much? I don't think it's a whole tunnel to start with. They didn't go to the very end of the tunnel to blow everything up. So, there are these sections which are probably open there inside the mountain. And then the only thing they need to do is to make a new entrance to those tunnels which were left open, but that was a lot of drilling of rock, so one should see it…It's not a matter of a few days or a couple of weeks. I would say a few months—three months at least.”

이 때문에 “갱도 내부에 여전히 열려있는 공간이 있을 것으로 추정된다”며 “북한은 이곳까지 연결할 새 입구만 뚫으면 되는 것이고, 위성이 포착할 수 있는 이 공사는 착공 뒤 적어도 석 달은 걸릴 것”이라고 전망했습니다. 다만 “매우 강력했던 지난번 핵실험 여파로 주변의 바위와 산의 구조가 훼손됐을 가능성이 큰 만큼, 추가 핵실험을 하기 위해선 매우 주의해야 한다”며, “따라서 당장 무언가를 급히 하려는 조짐은 없지만, 북한은 꽤 오랫동안 풍계리 핵실험장을 모니터링하면서 양호한 상태로 유지해 왔다”고 평가했습니다.

[하이노넨 특별연구원]“At the same time, we know and they know, as well, that this last test, which was a very powerful test, probably has done a lot of damage to the integrity of the rock and mountain around. So, they have to be very careful if they want to do, for example, another test. So, there is no sign that they are now quickly doing something there, but they have been doing this kind of monitoring and keeping things in condition for quite some time.

특히 “훼손 정도와 중국과의 거리를 고려할 때 이곳에서 추가 핵실험을 할 경우 중국이 불만을 표출할 수 있는 데다, 베이징 동계올림픽까지 잡혀 있어 핵실험을 곧바로 실행에 옮기긴 어려울 것”이라고 내다봤습니다.

앞서 북한 노동신문은 김정은 노동당 총비서가 주재한 지난 19일 당 중앙위 8기 6차 정치국 회의에서 “신뢰 구축 조치들을 전면 재고하고 잠정 중지했던 모든 활동들을 재가동하는 문제를 신속히 검토해볼 데 대한 지시를 해당 부문에 포치했다”고 보도했습니다.

‘잠정 중지했던 모든 활동’이 무엇인지 구체적으로 밝히지 않았지만, 지난 2018년 4월 당 중앙위 7기 3차 전원회의에서 결정한 핵실험·ICBM 시험발사 중단과 풍계리 핵실험장 폐기 등의 내용을 전면 재검토하는 것 아니냐는 해석이 나옵니다. 한국 국가정보원은 21일 국회 정보위원장과 양당 간사를 상대로 한 브리핑에서 “2018년 폐기한 풍계리 핵실험장은 갱도가 방치된 상태”라고 보고했습니다.

하이노넨 연구원은 “북한 입장에서는 중국에서 가깝고 6차 핵실험으로 크게 훼손된 풍계리 핵실험장이 아니라 다른 장소를 물색하는 것이 더 나을 것”이라고 지적했습니다.

[하이노넨 특별연구원]“If I were them, I would actually look another place because of the close proximity to China—got the damage very badly in the big test. So, if they want to maintain the capability and really to test weapons, they perhaps are better off by looking some other site.”

그러면서 “새 핵실험장 건설엔 시간이 걸리겠지만, 북한은 풍계리 핵실험장 폭파 직후부터 이미 공사에 착수했을 수도 있다”고 말했습니다. “북한은 (미북 협상이) 원하는 방식대로 진행되지 않자 1년 전부터 플루토늄 재처리 시작과 함께 새 핵실험장 착공에 돌입했을 가능성이 있다”는 분석입니다.

[하이노넨 특별연구원]“They have had all the time since 2019. And they probably saw that the things didn't go exactly the way they wanted. So, they could have started a year ago when they started, for example, reprocessing of plutonium. This tells me that somewhere there in 2020, someone made a decision that we need more fissile material, you need to maintain our nuclear deterrence. They started some renovation in an enrichment plant in Yongbyon. If you made that decision, why would you not say ‘Look, I need to prepare a test site also.’ Then they continue this development of short range missiles, which are capable of nuclear weapons. So, when you put all these pieces together, it makes kind of sense that someone also thinks about the test site.”

이어 “2020년 어느 시점 북한의 누군가가 핵 억지력을 유지하기 위해 핵물질 추가 생산을 결정했을 것이고 실제로 농축 시설 증축 움직임이 있었다”며 “이런 결정을 했다면, 핵실험장을 추가로 건설할 필요성 또한 느꼈을 것”이라고 추정했습니다.

이 같은 설명은 평안북도 영변 핵시설에서 지난해 2월~7월 기간 방사화학실험실과 화력발전소 등 부속 건물이 가동되고, 8월 말부터는 5MW급 원자로와 그 주변 건물에서도 증기가 피어 오르고 배수로 방수가 이뤄지는 등 재가동 정황이 잇따라 포착된 것을 가리키는 것입니다. 아울러 영변 시설에서 무기급 고농축 우라늄 생산 때 이용하는 우라늄농축공장 증축 공사가 진행된 사실이 올해 위성사진을 통해 확인된 것을 상기시키고 있습니다.

하이노넨 연구원은 이런 움직임에 더해 “최근 핵무기 탑재가 가능한 단거리미사일 발사가 이어지는 것을 볼 때 새 핵실험장 건설을 고려하는 것은 더욱 타당성이 있어 보인다”고 덧붙였습니다. 북한은 이달 5일과 11일에는 ‘극초음속 미사일’이라고 주장한 탄도미사일을 발사했고 14일과 17일에도 발사를 이어가는 등 새해 들어 모두 네 차례 미사일 발사 시험을 강행했습니다.

데이비드 올브라이트 과학국제안보연구소(ISIS) 소장도 이날 VOA와의 전화 인터뷰에서 “북한이 (풍계리 핵실험장) 갱도 내부까지 폭파했다고 주장했지만, 사실인지 의문”이라며 “풍계리 핵실험장 입구를 파괴하는 것 이상을 했다는 데는 늘 회의론이 제기돼 왔다”고 지적했습니다.

[데이비드 올브라이트 ISIS 소장]“There's always been a skepticism that they did any more than destroy the entrances. They claimed to have blown up the inner tunnels but one wonders if that was really the case. And if only the entrances were blown up, within a few weeks, few months, they certainly could dig back in and have the site up and running.”

그러면서 “입구만 폭파된 것이라면 몇 주나 몇 달 안에 다시 파헤쳐 핵실험장을 운영할 수 있을 것”이라고 내다봤습니다. 특히 풍계리 핵실험장에 있는 4개의 갱도 중 “2개의 갱도는 사용된 적이 없고, 거의 손상되지 않은 것으로 안다”며 “북한은 더 이상 사용할 수 없는 갱도들을 제거했을 뿐”이라고 말했습니다.

[올브라이트 소장]“What I would believe is that they had a couple tunnels that were unused. I wouldn't be surprised if those are largely intact. They may have taken out tunnels that really don't serve any or don't have a possibility of additional use. And in essence, they were sealing it against radioactive releases. But again, the evidence was not clear that they really had explosions deep within the tunnels that would have taken out all of them.”

이라크 대량살상무기 사찰과 2012년 미북 간 2.29 합의에 관여했던 올브라이트 소장은 “방사성 물질의 누출을 막기 위해 갱도들을 봉인한 것에 지나지 않는다”며 “다시 말하지만, 갱도 깊숙한 곳까지 폭파해 모든 것을 파괴했다는 증거는 명확하지 않다”고 평가했습니다. 아울러 “장소가 어디든, 북한은 준비해 왔던 다른 핵실험장을 가지고 있을 수 있다”며 “그들이 핵실험장을 짓지 못하게 막는 것은 아무것도 없고, 새 시설을 발견하기도 매우 어렵다”고 말했습니다.

[올브라이트 소장]“Wherever they may have, they may have another site that they've prepared. There's nothing that bans them from building a nuclear test site and it's very hard to spot. So, I don't think that testing anything they did probably will not be causing inordinate delays in conducting an underground test.”

올브라이트 소장은 “(풍계리 핵실험장에서) 과거에 무엇을 실험했든, 그것이 또 한 번의 지하 핵실험을 과도하게 지연시키지는 않을 것”이라고 내다봤습니다.
