한국의 과잉대응
  
  지난 금요일 본지에서 소개했던 북한에 대한 풍선침공(balloon invasion)이 진행되는 중에 이상한 일이 발생했다. 태양전지로 작동되는 라디오를 북한에 보내려는 인권운동가들의 시도가 한국 경찰에 의해 저지된 것이다. 보도에 의하면 독일인 의사 노르베르트 폴러첸씨와 한국계 미국인 더글라스 신씨 및 그 동료들이 휴전선 부근 도시 철원에서 풍선을 날려보내려는 것을 경찰이 집회허가를 받지 않았다는 이유로 가로막았다고 한다.
  
  햇볕정책의 부도덕성에 관해 더 입증할 필요가 있는지 모르겠지만, 이 사건은 남한이 취하고 있는 독재국가 북한에 대한 햇볕정책의 도덕적 파탄을 확실하게 보여주는 증거이다. 그 정책은 북한을 외부세계에 개방시키고자 하는 것이라고 주장하지만 지금까지 그것은 유화정책에 지나지 않았다. 그래서 평양의 심기를 건드리지 않기 위해 남한은 지금 인권운동가들을 가로막고 있다. 모든 라디오를 신고하게 되어 있고 정부방송국으로 주파수가 고정돼 있는 북한에 대해 외부세계에 관한 정보를 전달함으로써 '햇볕'을 비춰주려고 하는 인권운동가들의 활동을 금지하고 있는 것이다.
  
  경찰의 이러한 행동은 남한의 관료들이 북한에 있는 그들의 형제자매들이 자유로워지기를 얼마나 원하는지에 관해 의문을 갖게 한다. 아마도 그들은 미국의 군사적 보호 아래서 너무나 풍족하고 자만해졌으며 폭정 속에서 산다는 것이 무엇을 의미하는지를 잊어버린 것 같다. 그들은 이미 북한을 탈출한 사람들을 실망시키고 있다. 남한의 헌법에 따르면 그들을 반드시 받아들이게 되어 있음에도 불구하고 말이다.
  
  냉전 기간 중에 소련의 반체제 인사들은 사미즈다트(samizdat)를 통해 지속적으로 희망을 가졌었다. 그것은 진정한 뉴스를 전해주는 것으로서 때로는 등사기로 인쇄되던 지하신문이었다. 외부세계에 관한 뉴스는 소련제국에 균열이 생기는 것을 도와주었다. 한국은 풍선을 날리는 것을 가로막을 것이 아니라 오히려 그것을 격려하고 수천개가 더 보내질 수 있도록 비용을 지불해야 마땅하다.
  
  Korean Embarrassment
  
  A strange thing happened on the way to that balloon invasion into North Korea we wrote about last Friday. The human-rights activists attempting to send solar-powered radios into the North were stopped by South Korean police. News reports say the police intercepted German doctor Norbert Vollertsen, Korean-American Douglas Shin and their colleagues near the border town of Chirwon and stopped the balloon release because it hadn't been authorized by the government.
  
  This is certainly proof, if any more were needed, of the moral bankruptcy of the South's 'sunshine policy' toward the dictatorial North. That policy claims to want to open the North to the outside world but has evolved into little more than appeasement. So in order not to offend Pyongyang, the South now prevents human-rights activists from trying to introduce the 'sunshine' of more information to the North, where all radios must be registered and permanently tuned to government stations.
  
  The police action calls into question how much South Korean officials even want their brothers and sisters in the North to be free. Perhaps they've grown so affluent, and complacent under U.S. military protection, that they've forgotten what living under tyranny is like. They've already discouraged refugees from the North, even though the South's constitution says it must accept them.
  
  During the Cold War, Soviet dissidents maintained hope through samizdat, the underground newspapers often copied on mimeograph machines, that reported real news. News of the outside world helped crack the empire. Far from stopping the balloon flights, the South should be encouraging them and paying for several thousand more.
