1990년 파키스탄 경제학자 마부브 울 하크 박사가 고안한 인간개발지수(Human Development Index: HDI)라는 개념이 있다. 유엔개발기구(UNDP)는 매년 이 지수에 따른 국가별 순위를 발표한다. 이 지수는 수명, 문맹률, 교육수준, 그리고 생활수준을 합산한 것이다. 쉽게 말하면 '삶의 질'이다.
선진국이 어떤 나라인가를 定義할 때 이 '삶의 질' 통계가 자주 인용된다. 물론 이 자료엔 언론자유나 정치의 자유 같은 요소는 들어가지 않는다. 1黨 독재인 싱가포르가 25위, 1人 독재국가인 쿠바가 50등으로 나와 있는 이유도 바로 그것이다.

HDI는 주로 경제적 생활 수준의 지표라고 할 수 있다. 경제적 생활 수준의 향상은 一流국가로 가는 가장 중요한 관문이다. 따라서 HDI는 一流국가를 분류하는 데 있어서 절대적 조건은 아니지만 유력한 기준임에는 틀림 없다. 

UNDP가 2004년 자료를 가지고 계산하여 2006년에 발표한 국가별 순위를 훑어본다. 자료가 믿을 수 있는 세계 177개국의 랭킹에서 上位圈엔 압도적으로 유럽국가(미국 호주와 같은 유럽문명 파생국들 포함)들이 많다.

이 30개국은 '삶의 질' 분야에서 선진국으로 분류된다. 7위 일본, 22위 홍콩 및 이스라엘, 25위 싱가포르, 26위 한국 등 다섯 아시아 국가가 25개의 유럽문명권 국가 속으로 명함을 내밀고 있다. 이스라엘을 제외한 네 나라는 儒敎-漢字 문화권 소속이다. 

탑 파이브에 오른 노르웨이(1), 아이슬랜드(2), 스웨덴(5)은 바이킹들이 선조인 나라이다. 15위 덴마크까지 포함하면 바이킹이 만든 네 나라가 15위권 안에 든다. 싸움도 잘하고 장사와 국가경영도 잘한 바이킹의 인종적 우수성에 대해서는 역사가들의 연구가 많다.

바이킹은 게르만족의 일파이다. 게르만족은 서기 5세기 西로마 제국을 멸망시킨 뒤 유럽의 주인공이 되었다가 기독교화된다. 이 게르만족이 세운 나라들이 오늘도 세계의 주인공 역할을 하고 있다. 선진국 30위 안에 게르만족 국가로 분류할 수 있는 게 13개이다. 캐나다, 미국, 스위스, 네덜란드, 오스트리아, 영국, 뉴질랜드, 호주, 독일 등이다.

기독교화된 게르만족은 강건한 체력과 경건한 종교성을 바탕으로 하여 과학과 민주주의, 그리고 산업을 발전시켰다. 5세기 이후 이들이 몽골-투르크系 및 이슬람 세력과 함께 세계사의 주도권을 잡았다. 중국은 문화적으로는 이들 세력을 오히려 앞섰으나 기동성 있는 군사적 역량이 취약하여 세계제국을 만들지는 못했다.

서양제국주의 세력의 침략을 받아오던 東北아시아가 깊은 문화적 토양을 바탕으로 하여 서양의 선진문물을 발 빠르게 흡수하면서 선진국 대열에 진입하려 하고 있다. 30위권에 든 일본, 싱가포르, 홍콩, 이스라엘, 한국은 그 선발대인 셈이다. 東北아시아는 지정학적인 중심에 있고, 자유민주주의와 시장경제를 수용하기 시작했으며, 漢字와 유교를 매개로 한 동양적 실용주의를 발전시키고 있다. 21세기 후반에 가면 중국, 일본, 한국이 유럽과 대등한 위치에 서게 될 것이다.

위의 20개국도 살 만한 나라들이다. 여기엔 헝거리, 폴란드, 에스토니아, 리투아니아, 라트비아 같은 舊동구공산권 국가들이 포함된다. 이들 나라는 공산화되기 이전엔 유럽 문명권의 일원으로서 자유와 번영을 경험했던 기억이 있다. 일단 공산주의의 억압에서 풀려나니 그 기억을 되살려 급속도로 발전하고 있다. 역사의 깊이는 인종적 자질, 국민국가 운영의 길이, 지정학적 조건과 함께 一流국가의 가능성을 가늠하는 중요한 기준이다.

============================================= 2006년판 UNDP(유엔개발기구)의 '인간개발지수' 순위를 보고 있으면 한국이 지난 60년간 얼마나 기적적인 발전을 해왔는지를 실감한다. '이러한 행운이 앞으로도 계속될 수 있겠나'라고 겁을 먹을 정도이다. 177개국중 26위인 한국은 UNDP의 기준평점으로는 선진국 수준이다. 한국은 지리상의 대발견 시대를 선도했던 포르투갈보다도, 중국보다도, 인도와 브라질보다도 잘 산다. 한국의 삶의 질은 요사이 한창 인기인 두바이가 소속된 아랍에미레이트연합국(49위)보다도 훨씬 높다. 1960년대 초반 한국이 개발 모델로 삼으려 했던 필리핀은 84위, 파키스탄은 134위이다. 한국의 26위에 비교해보라! 월남이 개방노선으로 잘 나간다고 하지만 인간개발지수 순위론 아직 109등이다. 한때 한국을 추격하려 했던 말레이시아는 60등. 북한은 이라크처럼 믿을 수 있는 자료가 부족하여 아예 랭킹에 들지도 않았다. 더 놀라운 사실은 이런 기적적 발전을 하면서도 한국은 세계에서 가장 소득분배가 잘 된 나라가 되었다는 점이다. 노무현 대통령이 벌인 무지막지한 양극화 선동 캠페인 때문에 이 부분에 대해서 오해하고 있는 한국인들이 많다. 上位 소득자와 下位 소득자를 비교하여 그 격차를 수치화한 지니(GINI)계수는 많을수록 격차가 심하다는 뜻이다. 미국은 45, 싱가포르는 42.5, 남아프리카는 59.3, 소득분배가 잘 되어 있다는 일본은 37.9인데 한국은 35.8이다. 일본보다도 소득배분이 평등하다는 이야기이다. 한국은 사회주의 국가인 월남(36.1)보다도 지니계수가 낮아 그만큼 평등하다. 세계적 기준으로 말하자면 한국엔 양극화가 없다. 좌파들이 없는 것을 있는 것처럼 선동하고 있을 뿐이다. 이건희씨의 월급과 서울역 노숙자의 소득을 비교하여 양극화가 심하다는 식의 선동을 전문적으로 해대는 자들이 입만 열면 통합을 강조한다. '국민들의 국민들에 대한' 적대감만 부풀려놓은 자들이 이번 대통령 선거에서도 또 이런 장난을 치고 나올 것이다. 속으면 죽는다!!!

This is a list of countries by Human Development Index as included in the United Nations Development Programme's Human Development Report 2006, compiled on the basis of 2004 data. It covers 177 member countries (out of 192) along with Hong Kong SAR, China and PA-governed territories. 17 UN member countries are not included due to lack of data. The average HDI of regions of the World and groups of countries are also included for comparision.

The Human Development Index (HDI) is a comparative measure of life expectancy, literacy, education, and standards of living for countries worldwide. It is a standard means of measuring well-being, especially child welfare. It is used to distinguish whether the country is a developed, a developing, or an under-developed country, and also to measure the impact of economic policies on quality of life. The index was developed in 1990 by Pakistani economist Mahbub ul Haq.

Countries fall into three broad categories based on their HDI: high, medium, and low human development. The arrows show the change in HDI from 2005 values.
