한미 동맹 60주년 기념 공동선언

지난 60년 동안 한·미 동맹은 한반도, 아시아·태평양 지역 그리고 점차 전세계의 안정, 안보 및 번영의 초석이 되어왔다. 박근혜 대한민국 대통령과 오바마 미합중국 대통령은 2013년 5월7일 워싱턴 DC에서 정상회담을 갖고, 60년간의 양국간 파트너십과 공동번영을 기념하기 위해서 공동선언을 제시한다. 양국 정상은 한·미 동맹이 미래의 기회와 도전에 대응해 나갈 준비가 잘 되어있음을 확인한다.

한국전쟁 속에서 태동하고 1953년 한·미 상호방위조약에 기초한 韓·美동맹은, 안보 협력을 넘어서 정치·경제·문화·인적교류 분야에서의 폭넓은 협력을 바탕으로 포괄적 전략동맹으로 진화해 왔다. 우리가 현재 누리고 있는 자유, 우정 그리고 공동의 번영은 자유·민주주의·시장경제라는 공동의 가치에 기초하고 있다.

지난 60년간 지켜온 한반도의 안정을 바탕으로, 우리는 한·미 동맹이 아시아·태평양 지역 평화와 안정의 핵심축(linchpin)으로 기능하고, 21세기 새로운 안보 도전에 대응할 수 있도록 동맹을 계속 강화시키고 조정해 나갈 것이다. 미국은 확장 억지와 재래식 및 核戰力(핵전력)을 포함하는 모든 범주의 군사적 능력 사용을 포함한, 확고한 對韓(대한) 방위 공약을 재확인한다.

아울러, 올해는 韓·美 FTA가 발효된 지 1주년이 되는 해로서 兩國(양국) 관계에 있어 또 하나의 기념비가 되고 있다. 한·미 FTA는 양국의 파트너십이 긍정적으로 진화하고 있음을 구체적으로 구현하는 동시에, 성장과 번영의 미래를 만들기 위한 한·미 양국의 의지가 얼마나 깊은지를 보여주고 있다. 우리는 양국간 교역과 투자 증대 등 한·미 FTA의 긍정적 성과를 평가하고, 에너지 부문을 포함, 양국간 협력 및 비즈니스 기회를 확대할 잠재력이 있음을 기쁘게 생각한다. 한·미 양국은 한·미 FTA가 양국 경제 성장의 엔진으로 기능할 수 있도록 이를 충실히 이행해 나갈 것이다.

우리는 한·미 전략동맹의 미래 발전방향의 청사진을 제시하고 있는 2009년 「한·미 동맹을 위한 공동비전」의 이행에 중요한 진전이 있었음을 평가한다. 우리는 한반도 구성원 모두에게 더 나은 그리고 더 안전한 미래를 만들고, 「공동비전」에 기초하여 한반도의 항구적인 평화와 안정을 구축하는 한편, 비핵화, 민주주의와 자유시장경제 원칙에 입각한 평화 통일을 이루기 위해 노력해 나갈 것을 다짐한다. 이러한 맥락에서 한·미 양국은 동맹에 기초하여, 朴 대통령이 주창한 한반도 신뢰프로세스 등을 통하여 북한이 국제사회의 의무를 준수토록 함과 동시에, 한반도 평화와 번영을 증진시키기 위해 지속 노력해 나갈 것이다.

우리는 북한의 핵 및 탄도 미사일 프로그램 그리고 반복되는 도발행위가 한반도는 물론 동북아의 평화와 안정에 심각한 위협이 되고 있다는 점에 깊은 우려를 함께 한다. 한·미 양국은 북한의 평화로운 비핵화를 달성하기 위한 확고한 의지를 갖고 있으며, 6자회담 참가국들 및 국제사회와 함께 북한이 국제적 의무와 약속을 이행하도록 노력해 나가고 있다. 우리는 북한이 고립에서 탈피하고, 책임있는 국제사회의 일원으로 참여하는 선택을 하도록 유도하는 한편, 북한의 도발로부터 양국 국민들을 보호하기 위해 북한의 미사일 위협에 대한 공동의 대응 노력과 함께, 정보·감시·정찰 체계 연동을 포함한 포괄적이고 상호 운용가능한 연합방위력을 지속 강화해 나갈 것이다. 한·미 양국은 북한 주민들의 복지에 대한 깊은 우려를 함께 하고 있기에, 북한이 그들 주민들의 생활여건 향상을 위한 투자와 개선 노력을 기울이며 이들의 기본적 인권을 존중할 것을 촉구한다.

한·미 양국의 평화와 번영은 지역적 그리고 汎세계적 안보 및 경제발전과 불가분으로 연계되어 있다. 굳건한 한·미동맹을 기반으로, 우리는 공동 도전에 대응하고, 동북아에서의 평화·협력 시대를 구축하기 위한 방안을 함께 모색하기 위해 준비하고 있다. 한·미 동맹은 글로벌 파트너십으로 거듭나고 있으며, 미국은 세계무대에서의 대한민국의 리더십과 적극적인 참여를 환영한다. 우리는 기후변화 등 汎세계적 도전에 대한 대응노력과, 청정에너지 개발, 에너지 안보, 인권, 인도적 지원, 개발지원협력, 테러리즘, 원자력의 평화적 이용, 원자력 안전, 비확산, 사이버안보, 해적퇴치 등에 있어서의 협력증진 노력도 강화시켜 나갈 것이다.

60년간의 파트너십과 공동 번영을 통해 우리는 韓·美 동맹의 힘이 兩國 국민들간 긴밀한 관계로부터 나오고 있음을 확인하였다. 미국내 대규모 韓人 사회는 한·미 양국 사이의 중요한 연결고리로서 뿐 아니라, 미국 사회에 많은 힘과 활력을 불어넣는 귀중한 기여를 하고 있다. 우리는 경제계, 시민단체, 학계, 기타 기관들간 협력을 포함, 양국 사회간 보다 긴밀한 관계를 증진시키기 위한 프로그램들과 노력을 지속할 것임을 다짐한다.

동맹국으로서 그리고 아시아·태평양 국가로서, 우리는 다가오는 세대를 위한 아시아의 미래를 함께 만들어 나가길 기대한다.

Joint Declaration in Commemoration of the 60th Anniversary of the Alliance between the Republic of Korea and the United States of America

For six decades, the ROK-U.S. Alliance has served as an anchor for stability, security, and prosperity on the Korean Peninsula, in the Asia-Pacific region, and increasingly around the world. President Park Geun-hye of the Republic of Korea and President Barack Obama of the United States of America, meeting in Washington, D.C. on May 7, 2013, present this Joint Declaration in celebration of sixty years of bilateral partnership and shared prosperity. The two leaders affirm that the Alliance is well-placed to address the opportunities and challenges of the future.

The ROK-U.S. Alliance, forged in the Korean War and founded on the 1953 Republic of Korea-United States Mutual Defense Treaty, has evolved into a comprehensive strategic alliance with deep cooperation extending beyond security to also encompass the political, economic, cultural, and people-to-people realms. The freedom, friendship, and shared prosperity we enjoy today rest upon our shared values of liberty, democracy, and a market economy.

Building on the past sixty years of stability on the Korean Peninsula, we continue to strengthen and adapt our Alliance to serve as a linchpin of peace and stability in the Asia-Pacific and to meet the security challenges of the 21st century. The United States remains firmly committed to the defense of the Republic of Korea, including through extended deterrence and the full range of U.S. military capabilities, both conventional and nuclear.

This year also marks another milestone for our two nations - the first anniversary of the entry into force of the Korea-U.S. Free Trade Agreement (KORUS FTA). This agreement embodies the positive evolution of our partnership and demonstrates how deeply the Republic of Korea and the United States are committed to a shared future of growth and prosperity. We are pleased to note the positive results of the KORUS FTA, including increased trade and investment between our two countries, and recognize its potential for expanding bilateral cooperation and business opportunities, including in the energy sector. Our two countries will fully implement the KORUS FTA to ensure that the agreement serves as an economic growth engine in both our countries.

We are pleased with the significant progress made in realizing the 2009 Joint Vision for the Alliance of the Republic of Korea and the United States, which lays out a blueprint for the future development of our strategic Alliance. We pledge to continue to build a better and more secure future for all Korean people, working on the basis of the Joint Vision to foster enduring peace and stability on the Korean Peninsula and its peaceful reunification based on the principles of denuclearization, democracy and a free market economy. In this context, the Republic of Korea and the United States will continue to work through the Alliance to bring North Korea in to compliance with its international obligations and promote peace and prosperity on the Korean Peninsula, including through the trust-building process initiated by President Park.

We share the deep concern that North Korea‘s nuclear and ballistic missiles programs and its repeated provocations pose grave threats to the peace and stability of the Korean Peninsula and Northeast Asia. Both the Republic of Korea and the United States are determined to achieve the peaceful denuclearization of North Korea and are working with other Six-Party Talks partners and the international community to insist that North Korea adheres to its international obligations and commitments. While we invite North Korea to take the path that leads out of isolation and to join the community of nations as a responsible member, we are resolved to continue to defend our citizens against North Korea’s provocations by strengthening our comprehensive, interoperable, and combined defense capabilities, to include shared efforts to counter the missile threat posed by North Korea and integrated intelligence, surveillance, and reconnaissance systems. Because both the Republic of Korea and the United States share a deep concern for the well-being of the North Korean people, we encourage North Korea to invest in, and improve, the conditions for its citizens and to respect their basic human rights.

The peace and prosperity of both our nations are inextricably linked to regional and global security and economic growth. Based on the solid ROK-U.S. Alliance, we are prepared to address our common challenges and seek ways to build an era of peace and cooperation in Northeast Asia. The ROK-U.S. Alliance is an increasingly global partnership, and the United States welcomes the Republic of Korea’s leadership and active engagement on the world stage, including in international fora. We will strengthen our efforts to address global challenges such as climate change and to promote clean energy, energy security, human rights, humanitarian assistance, development assistance cooperation, counter-terrorism, peaceful uses of nuclear energy, nuclear safety, non-proliferation, cybersecurity, and counter-piracy.

Our sixty years of partnership and shared prosperity have demonstrated that the strength of our Alliance stems from the close relationships between our peoples. The large Korean-American community in the United States not only serves as a significant link between our two countries, but also makes countless contributions to the strength and vitality of American society. We pledge to continue programs and efforts to build even closer ties between our societies, including cooperation among business, civic, academic, and other institutions.

As allies and Asia-Pacific nations, we look forward to shaping together the future of Asia for generations to come.
