미국과 한국을 대하는 북한의 태도가 어느 때보다도 대조를 보이고 있습니다. 미국과는 지난 수개월 간 정상간 친분을 강조하며 대화 기회를 모색한 반면 한국에는 막말을 쏟아내며 비난 수위를 높여왔는데요. 미 전직 관리들은 북한에 동조적인 한국 내 여론을 형성하는데 성공한 북한이 한국을 '당연시'하며 미-북 협상에서 노골적으로 배제시키고 있다고 진단했습니다. 백성원 기자가 보도합니다.

미국과 대화 재개를 저울질하는 동안에도 한국에 대한 북한의 비난과 악담은 수그러들지 않았습니다. 문재인 한국 대통령을 향해 “삶은 소 대가리도 양천대소할 노릇”, “보기 드물게 뻔뻔스러운 사람”, “웃겨도 세게 웃기는 사람”이라는 독설이 지난 두 달 남짓 북한에서 쏟아져 나왔습니다.

조총련 기관지인 조선신보를 통해서는 이도훈 외교부 한반도평화교섭본부장의 방미를 비난하며 한국 정부의 '중재자' '촉진자' 역할을 조롱했고, 한국 축구 대표팀의 북한 원정 경기의 중계와 응원을 막으면서 고압적인 태도를 보이기도 했습니다. 미국과는 끊임없이 접근 기회를 모색하면서 한국을 노골적으로 무시하는 북한의 이런 행동은 워싱턴에서 전통적인 ‘통미봉남’ 노선으로 읽힙니다.

로버트 아인혼 전 국무부 비확산 담당 차관보는 VOA에 북한이 여전히 한국 정부를 배제하고 하찮게 만들려고 하는 동시에, 미-북 정상 간의 우호관계를 통해 협상에서 양보를 얻어낼 수 있다는 기대를 갖고 트럼프 대통령과 좋은 개인적 관계를 유지하려고 노력해왔다고 말했습니다.

[로버트 아인혼 전 국무부 차관보] “I think this is a combination of Pyongyang’s longstanding effort to marginalize and belittle authorities in Seoul as well as its current effort to maintain good personal relations with Trump in the hope that good relations at the leaders’ level will lead to concessions by Trump in the negotiations.”

하지만 북한을 오랫동안 상대했던 전 미국의 외교당국자들은 한국 지도자와 정부를 겨냥한 북한의 비난 수위가 최근 훨씬 높아지고 경멸감을 노골적으로 드러내는 데 주목했습니다. 특히 남북한 대화와 협력을 중시하고 추진해온 현 한국 정부에 오히려 더 날을 세우는 태도를 지적하며, 한국과 북한의 지향점이 근본적으로 다르기 때문이라는 이유를 들었습니다.

에반스 리비어 전 국무부 동아태 담당 수석부차관보는 “북한이 한국과 미국을 상대로 각각 다른 게임을 벌이고 있다”고 진단했습니다.

[녹취: 에반스 리비어 전 수석부차관보] “Let’s keep in mind that the North Koreans are playing a very different game of South Korea and the one they’re playing with the United States. The game, if you will, that they’re playing with South Korea is one aimed at national unification under North Korea’s terms and the elimination of the Republic of Korea as we know it today and absorbing it into some greater entity ruled by Pyongyang. That’s what the goal is.”

북한이 원하는 조건으로 한반도를 통일함으로써 현재 우리가 알고 있는 형태의 한국을 완전히 제거한 뒤 북한 정권이 지배하는 보다 큰 규모의 독립체로 흡수하려는 게 북한의 목표라는 설명입니다.

크리스토퍼 힐 전 국무부 아시아태평양 담당 차관보도 한국을 겨냥해 수십 년째 되풀이해 온 북한의 비난전이 부쩍 심해졌다고 지적했습니다. 그러면서 북한은 한국의 진보세력을 좋게 여긴 적이 없으며, 문재인 대통령의 약한 고리를 읽고 이를 악용하려는 것 같다고 말했습니다.

[녹취: 크리스토퍼 힐 전 차관보] “They’ve never really liked the Korean left, the Korean progressives, so maybe they see some weakness in Moon that they would like to exploit.”

리비어 전 수석부차관보는 더 나아가 북한이 지난 1년 반 동안 한국 내 민족주의에 호소하고 좌파 진영에 대한 이념 공세를 벌이는데 상당한 성공을 거뒀다고 평가했습니다.

[녹취: 에반스 리비어 전 수석부차관보] “The North Koreans have had considerable success over the last year and a half of appealing to nationalism in South Korea, making an ideological appeal to people on the left in South Korea and they’ve been very successful in making that appeal and then getting sympathetic responses from people on the left in South Korea. So much so that they’re taking South Korea for granted.”

또한 이런 성공은 한국 내에서 북한에 대한 동조적 반응을 이끌어 북한이 한국을 ‘당연시’하는 수준에 이르렀다고 지적했습니다. 이어 북한은 자신들보다 한국이 대화와 협력, 화해를 훨씬 더 원하고 있으며, 이 때문에 북한이 어떤 행동을 하든 한국은 늘 손을 내밀고 협력하고 화해하려 한다고 확신할 수 있게 됐다고 말했습니다. 북한 입장에서는 한국을 외교적, 정치적, 이념적으로 '좋은 위치'에 뒀음을 알고 한국을 멸시하고 있다는 설명입니다.

[에반스 리비어 전 수석부차관보] And the North Koreans know that every morning when they wake up, they can always be assured that regardless of what Pyongyang has done or said, South Korea will be there, extending its hand and offering to work with it and cooperate with it and reconcile with it. So they can actually be rather dismissive of South Korea, which is what they're doing. Because they know that they have South Korea in a good place diplomatically and politically, and then perhaps even ideologically, so they're taking South Korea for granted.”

리비어 전 수석부차관보는 반면 북한에게 미국은 한국처럼 당연시할 수 있는 상대가 아니라며, 미국만이 북한이 원하는 안전 보장, 미-한 연합훈련 중단, 주한미군철수 등을 제공할 수 있기 때문이라고 말했습니다.

[에반스 리비어 전 수석부차관보] “And the things that they really need in North Korea are things that only the United States can give them: the international stature that comes from meeting with the President of the United States, the legitimacy that comes from coming to the table with the American President, as a de facto of nuclear weapons state, concluding agreements with the United States, And of course, the ultimate prize is the removal of sanctions, the provision of security guarantees, the elimination of military exercises, and hopefully in North Korea's mind, the end of the US military presence on the Korean Peninsula.”

아울러 사실상의 핵보유국으로서 미국 대통령과 만나 국제적 위상을 높일 수 있고, 미국과 합의를 통해 제재를 완화할 수 있다는 점도 북한이 미국을 무시할 수 없는 이유라고 덧붙였습니다. 힐 전 차관보는 북한이 오직 트럼프 대통령과 대화하려 하고 폼페오 국무장관은 물론 한국과도 마주앉고 싶어하지 않는다는 점 역시 한국에 비난을 집중하는 이유로 들었습니다.

They don't really want to meet with the South Koreans. One other point and answer to your question; They are rather upset of the South Koreans for purchasing F-35s which is an aircraft that is 100 times better than anything they've got.”
