한국 내 일각에서 전작권 전환에 맞춰 유엔군사령부의 지위를 논의해야 한다는 주장이 나오고 있습니다. 하지만 빈센트 브룩스 전 유엔군사령관은 이 문제는 전작권 전환과 무관하다고 밝혔습니다. 김동현 기자가 취재했습니다.

지난해 11월까지 유엔군사령관으로 근무한 빈센트 브룩스 전 한미연합사령관은 최근 한국 일각에서 제기되고 있는 전작권 관련 유엔군 지위 논란은 유엔군사령부의 역할에 대한 몰이해에서 비롯됐다고 말했습니다.

[녹취: 빈센트 브룩스 전 사령관] “Op-Con Transition and UN Command are unrelated topics… It is often a reflection of inadequate understanding of the actual roles and relationships and I think that will be sorted out when there is a focused dialogue and discussion about the topics. So it tends to be a from a a more shallow understanding of the different roles and I know that UN Command is certainly working hard to explain their roles”

브룩스 전 사령관은 23일 VOA에, 전투사령부로서의 한미연합사령부와 정전협정을 유지하기 위한 유엔군사령부의 역할은 명백히 다르다며, 따라서 전작권 전환과는 무관하다고 말했습니다.

유엔군사령부는 정전협정 유지를 위한 집행자이자 국제사회 노력의 본거지이며, 한국군에 전작권이 이양되더라도 이같은 역할은 변하지 않는다는 설명입니다.

[녹취: 빈센트 브룩스 전 사령관] “But after Op-Con transition that doesn’t change. UN Command still is the enforcer of Armistice and is the home for international commitments. And I would add especially in recent years since 2018, UN Command is the enabler for dialogue that leads to peace.”

특히 유엔군사령부가 2018년 이후 평화를 도출하기 위한 대화 조정자 역할을 수행하고 있다며, 남북한의 판문점 정상회담과 9.19 군사 합의 이행 등은 모두 전쟁 수행과는 무관한 영역이라고 브룩스 전 사령관은 밝혔습니다.

앞서 로버트 에이브럼스 한미연합사령관도 최근 서울에서 열린 강연에서 유엔군사령부를 작전사령부로 만들려고 한다는 의혹은 “가짜 뉴스”라고 일축한 바 있습니다.

브룩스 전 사령관은 북한이 지난 23일 유엔총회 6위원회 회의에서 유엔군사령부를 ‘유령 기관’으로 규정하며 한국에 남아 있을 법적 근거가 없다고 주장한 데 대해서도 “놀랍지 않다”고 말했습니다.

그러면서도 북한이 그동안 불만을 제기해왔지만 수면 아래서 유엔군사령부와 여러 사안을 논의를 해왔다며, 미군 유해 55구 송환도 유엔군사령부 권한으로 가능했다고 지적했습니다.

또 미국이 현재 유엔군사령부의 지휘권을 대행하고 있지만, 이는 한국전 당시 유엔 결의에 따른 결과물이라는 점에서 법적 근거가 명확하다고 말했습니다.

[녹취: 빈센트 브룩스 전 사령관] “It is very clear that it is the child of the United Nations Security Council. And the Resolutions are clear that was decided in the UN Security Council and then subsequent decision, capacity to lead to the United states is also a UN Security Council Decision. So if that is the case, that is the birth mother to be sure. The United States might be the adoptive mother who has raised and supported UN Command all these years but that doesn’t mean that the UN Council is any less than a mother”

브룩스 전 사령관은 미-북 종전 선언이 현실화된다면 존립 근거가 사라질 수 있다는 우려에 대해서도, 유엔군사령부의 해체 여부는 미국을 포함해 창설에 관여한 유엔 안보리 상임 이사회에서 결정할 사안이며, 각각 유엔군사령부와 7개의 유엔사 후방기지를 유치하고 있는 한국, 일본과의 조율이 필요하다고 말했습니다.

[녹취: 빈센트 브룩스 전 사령관] “That has to be made by the International bodies that created it. So I would think it includes UN Security Council that might include the United States Government which has lead for UN Command. It should be in conjunction with South Korean and Japanese Government, since UN command has presence in both Korea and Japan”

앞서 지난 8월 한국의 김종대 정의당 의원은 “유사시 유엔사 주도로 한국의 다국적군 사령부가 구성되면 이를 빌미로 일본이 한국 안보에 개입할 수 있다”고 주장한 바 있습니다.

이에 대해 한국 국방부는 일본은 6.25 참전국이 아니며 워싱턴 선언을 통해 한반도 전쟁 재발시 재참전을 결의한 나라가 아닌 만큼 전력 제공국으로 활동할 수 없다고 밝힌 바 있습니다.

브룩스 전 사령관은 유엔사가 일본의 한반도 진출 빌미를 제공할 수 있다는 주장은 “전혀 받아들일 수 없다”고 일축했습니다.

[녹취: 빈센트 브룩스 전 사령관] “I don’t accept that view that it is a mechanism for (Japan’s) entry into Korea. It is a very important enabler to the defense of Korea. If we were in a crisis right now, we would find the crisis requiring reinforcement of the Korea Peninsula for example, you can find the great value of those bases in Japan. And there would be no doubt that it would be foolhardy to try to go without those to support the defense of the Republic of Korea…So the administration of those 7 bases is done principally through a U.S Forces Commander at each one of those, but the Authority is U.N Command Authority and that’s why there has to be discussion with Japan because they have the same sovereignty concerns as South Korea has so there has to be coordination with the host government that houses these UN Command bases”

한반도 유사시 일본 내 7개 유엔군 후방기지는 전력 제공국의 병력 증원 조율에서 매우 중요한 가치를 지니며, 현재 주한미군 사령관이 관리하고 있지만 권한은 유엔군사령부에 있다는 설명입니다.

이 때문에 유엔군 후방기지 유치국으로서 일본과의 논의는 한국과 마찬가지로 주권 문제로서 조율이 필요한 사안이라고 브룩스 전 사령관은 밝혔습니다.
