찰스 브라운 미 태평양공군사령관은 5일, 지난 5월 이후 북한의 단거리 탄도미사일 발사와 강한 비난 성명의 횟수가 늘고 있는 점에 주목하고 있다고 밝혔습니다.

[찰스 브라운 사령관] “I think you’ve seen what has happened since May. There has been increasing number of short range ballistic missiles. There is an increase in rhetoric; there is a self-imposed moratorium of long range ballistic missiles by Kim Jong Un. So those are the things we are paying attention to basically as we get closer to the end of the year.”

브라운 사령관은 이날 호눌룰루에서 진행된 언론과의 전화회견에서 연말이 다가오면서 탄도미사일 발사와 같은 북한의 움직임을 예의주시하고 있다고 말했습니다. 그러면서, 인도태평양사령부 내부뿐 아니라 동맹인 일본 자위대와 한국군과 긴밀히 소통하면서 상황을 파악하고, 정치 지도자들의 결정을 돕기 위한 정보를 제공하고 있다고 밝혔했습니다.

[녹취: 찰스 브라운 사령관] “And so the dialogue that we have within our headquarters with Indo Pacom and also with our partners Koku Jietai in particular, Air Defense Command and with our partners in Republic of Korea is to ensure situational awareness, what is going on so we can help provide information to our political leadership to make decision. How we support backdrop, what security measures to support diplomatic negotiations when discussions are on going.”

비핵화 논의가 진행 중인 상황에서 외교적 협상을 지원하기 위해 어떤 안보 조치가 필요한지를 판단할 수 있도록 정보를 제공하고 있다는 설명입니다. 브라운 사령관은 미-한 연합공중훈련 유예가 대비태세에 주는 영향을 묻는 질문에, 여전히 높은 수준의 대비태세를 유지하고 있다고 답했습니다.

[찰스 브라운 사령관] “There's an aspect of the operational level where you're doing the command control aspects, all the way down to the tactical level with the basic flying operations. And so our flying operations continue at the tactical level. We may missed out on some of the operational level type aspects. I still believe that readiness is on track.”

연합훈련은 크게 지휘통제 관점의 작전 규모 훈련과 하위 단계인 전술 차원의 기본 비행훈련으로 나뉘어져 있으며, 전술 차원의 훈련은 지속되고 있다는 설명입니다.

브라운 사령관은 지난 10월 로버트 에이브럼스 한미연합사령관과의 면담에 대해 소개하며, 대체로 여전히 높은 수준의 대비태세를 유지하고 있는 것으로 판단하고 있다고 밝혔습니다. 특히 연말이 다가오고 북한의 발언 수위가 높아지면서, 대비태세는 이달 뿐 아니라 내년에도 미군이 주의를 기울이고 있는 분야라고 강조했습니다.

[찰스 브라운 사령관] “So I think by in large our readiness is still high. And it's something we pay attention to and I also believe as we get near towards the end this year and the increasing rhetoric, it's something we are actually really paying closer attention to, not only for this month but also into 2020 as well.”

브라운 사령관은 최근 미 공군 특수정찰기 RC-135U와 E-8C가 한반도 인근에서 자주 목격되는 배경과, 북한의 향후 도발 움직임의 연관성을 묻는 VOA의 질문에, “정찰자산의 비행 빈도는 예년 수준 그대로 유지하고 있다”고 대답했습니다.

[찰스 브라운 사령관] “We are pretty much flying the same as we have been flying for the past years. There has been no real change. But our job is to provide some situational awareness and domain awareness to not only our military leadership but also to our political leadership, understanding the dynamics of what is going on in the region. Whether it be around the peninsula or other part of the region. So our tempo really hasn’t changed”

브라운 사령관은 정찰기의 비행은 군 지휘부와 정치 지도자들에게 역내 어떤 일이 벌어지고 있는지에 관한 역학관계의 이해를 돕기 위한 것으로, 한반도에만 국한된 일은 아니라고 말했습니다. VOA 뉴스 김동현입니다.
