I would also like to comment on the potential for the United States to station nuclear weapons ashore on Republic of Korea soil. Some have argued that this approach would better counter the north's threat than the current United States Nuclear Umbrella which relies on off-shore capability.
There are many negative issues with any proposal to station nuclear weapons on South Korean territory which argue strongly against such a move. Let me explain several of them.
First and as a matter of national policy, the United States does not reveal where it has nuclear weapons stationed. While in many cases the location of such stationing may be "known" by foreign intelligence, it is never publicly stated as a matter of American national policy -- never. As such and even with South Korean Government approval, the United States would never publicize or reveal officially that it either plans to or indeed has nuclear weapons on South Korean territory. Because of this the United States would insist that the South Korean Government fully refrain from ever mentioning or publicizing this potential fact. With that said, much of the hoped for benefit that some argue for having U.S. nuclear weapons ashore in South Korea would never be publicly acknowledged -- never.
Second, from a pure military perspective it is much more effective to have nuclear weapons stationed in sanctuary stand-off offshore locations than ashore in a potential combat zone. Securing such weapons ashore in any potential combat zone creates immense security challenges, makes it difficult to move the weapons around to different decoy and potential employment sites, and generally draws unnecessary first strike attention by the enemy. It is always best to keep nuclear weapons as far away as is militarily feasible from the actual potential combat zone. Modern delivery systems make this needed level of stand-off very feasible and very practical. As such, from a military perspective it is better to keep nuclear weapons off the Korean peninsula, thus providing for more flexibility in employment options.
Next, bringing American nuclear weapons ashore in South Korea would likely cause unfortunate and unnecessary political upheaval in both South Korea and indeed in the United States. It would also draw great criticism from both Japan and China, and of course Russia. Nuclear weapons are magnets for political controversy and this type of controversy is unhealthy for our two countries' longstanding efforts to maintain and strengthen our mutual security Alliance. Continuing to provide South Korea with a guaranteed United States nuclear umbrella from offshore mobile stand-off locations with precise nuclear weapons delivery systems is a much better way to effectively deter the potential for north Korean nuclear weapons employment.
Last, the very best way to neutralize north Korea's nuclear weapons strike capability is to have a strong, effective and fully integrated missile defense mechanism led by United States THAAD (Terminal High Altitude Area Defense) anti-missile capability. THAAD is defensive in nature and intercepts regionally employed missiles at high altitude before their warheads can be detonated against South Korea. THAAD is very, very effective. More employment of THAAD batteries ashore in South Korea is the very best political, diplomatic and military solution for deterring and neutralizing north Korean nuclear weapons capability.
With these considerations, my very best military advice would be for the United States to continue to provide South Korea with an assured nuclear umbrella from offshore standoff and mobile sanctuary locations. Further, I would strongly -- strongly -- argue that a more dense THAAD capability be employed to more locations ashore in South Korea. This two-pronged approach is the very best way to enhance the security of the South Korean people and deter north Korean aggression.
