우리는 이곳 삿포로 오도리 공원에서 만난 영국인 커플과 거의 한 시간 동안 벤치에 앉아 이런저런 대화를 나누었다. 모르는 내용은 구글 통역기를 동원하면서도 대화를 이어나갔다. 그만한 가치가 있었기 때문이다. 대화 속에 진실이 있듯이, 그들의 태생(胎生)과 성장 배경이 서로 다른 탓에(태국계 영국인, 영국본토인), 대화가 진행될수록 미시적(微視的) 관점으로 모아지면서 그들의 인생관과 세계관이 드러났다. 특히 태국이 모국인 그의 모국에 대한 애착이 대단함을 느낄 수 있었다. 사람의 의식(意識) 세계는 자신이 경험한 범주 내를 크게 벗어나지 못한다는 점을 그로부터도 재확인했다.
유독 태국계 영국인의 질문이 많았다. 그중 하나를 소개한다.
“내 생각에 태국은 한국과는 비교할 수 없을 만큼 천연자원이 풍부하고 인구도 많고 영토도 넓은데 여전히 후진성을 벗어나지 못하고 있습니다. 민주화도 그렇고 세계화도 그렇고 경제력도 그렇습니다. 한국과 너무 비교됩니다. 박근혜 대통령의 영국 국빈 방문 때도 그랬지만, 특히 작년(2023) 윤석열 대통령 부부가 찰스 3세 영국 국왕(國王)의 국빈 초청을 받고 영국에 머물 때는 더 대단했습니다.
영국 국왕의 극진한 대접을 받는 윤 대통령 부부에 대해 실시간으로 중계되는 TV를 보고 정말 신기할 정도로 놀랐습니다. 매우 보기 드문 장면들이었거든요. 급부상한 한국의 위상(位相)에 놀라지 않을 수 없었습니다. 그 비결은 무엇인가요?”

*답: “첫째도 둘째도 셋째도 위대한 지도자를 둔 덕택입니다. 건국자(建國者) 이승만 대통령과 산업화의 기수(旗手) 박정희 대통령입니다. 두 분의 공통점은 투철한 반공정신, 열린 마음과 혜안(慧眼), 국제 정세를 꿰뚫어 보는 통찰력(洞察力)이었지요. 대부분의 후진국이 당시 공산주의 맹주였던 소련과 중공에 줄을 설 때, 대한민국의 두 지도자는 달랐습니다. 공산주의는 필망(必亡)한다는 것을 잘 알고 있었던 거지요. 그래서 한국은 주권(主權)을 상호 존중하며 자유와 인권 그리고 공정(公正)을 지향하는 자유주의 미국 편에 줄을 섰지요. 그 결과 大韓民國은 산업화에 이어 곧 민주화도 해냈습니다. 세계 5대 공업국이자 10대 경제 대국이 됐으며 곧 G7에 편입될 거로 기대합니다. 물론 공산주의 소련과 중공에 줄을 선 나라들은 다 망했습니다. 위대한 지도자를 뽑을 줄 아는 국민은 절대로 망하지 않는다는 것이 나의 지론(持論)입니다.”
천천히 정성껏 설명하는 내 말에 이들 역시 매우 신중히 듣는 자세를 보였다. 내친 김에 한 마디 더 보탰다. “1950년~1970년 사이 영국을 포함 서구 선진국에서 유행한 말 가운데 한국에 관한 절망적 표현이 있었습니다. 지금도 내 귀에 생생히 들리는 듯합니다. 즉, ‘한국에서 민주주의를 기대하는 것은 쓰레기통에서 장미꽃이 피기를 바라는 것과 같다.’라고 했지요.이는 북괴의 6.25 남침으로 재기(再起) 불능의 폐허로 변한 서울을 보고 한 말입니다. 사실이 그랬고, 그들의 진단 또한 옳았습니다. 그러나 한국은 달랐어요. 그래서 오늘날 그때 그 말을 했던 선진국들이 다들 대한민국을 기적(奇蹟)의 나라하고 칭송하는 겁니다.”

그 외 그들의 질문을 요약하면 다음과 같다:

우리가 그들에게 물은 질문들:
1. 영국의 브렉시트(Brexit) 이후, 영국의 정치와 경제는 나아졌다고 생각하는가?
2. 영국은 한때 대제국이었다. 해가 지지 않는 나라였다. 그 비결은 무엇이라고 생각하나?
3. 영국의 위대한 정치인 세 사람을 들라면 누구를 들 수 있나?
4. 푸미폰(라마9세)왕 제위 시절, 태국 여행 중 가장 인상 깊었던 것 중 하나는 전국 어디든 공공장소는 물론 시골의 조그만 개인 식당에도 걸려 있던 푸미폰왕의 초상화는 보는 것이었다. 더 놀라운 것은 태국인들의 푸미폰왕에 대한 절대적 충성과 존경심이었다. 그러나 2016년 이후 왕계를 이은 마하 와치랄롱꼰 왕에 대한 국민의 인식은 많이 다른 것 같다. 그 이유는 무엇인가?
5. 태국 어딜 가나 서구인 노인들이 많다. 특히 파타야는 은퇴 노인의 천국이다. 그 원인은 무엇이라고 생각하나? 등등이었다.
여행 중 다양한 국적의 외국인들과 대화를 나누면서 느끼는 것 중 하나는 그들의 국제 감각이다. 이는 한국인들과 큰 차이를 보인다. 보편적으로 그렇다. 한때 세계를 호령했던 영광의 역사를 가진 후예들이든, 식민 지배 혹은 속국(屬國)으로 치욕(恥辱)의 역사를 가진 후예들이든 마찬가지다. 디지털 시대의 총아 스마트폰이 이를 더 극대화시킨다. 세계를 보는 눈을 더 밝고 더 넓게 펼쳐준다.
반면 한국은 의식적이든 무의식적이든 이런 세계의 흐름을 역행(逆行) 혹은 퇴행한다는 느낌을 받는다. 깜깜이가 된다. 국내에서 연일 일어나고 있는 일들이 이를 잘 반영한다. 정치권은 말할 것도 없지만 어느 분야든 예외가 없다. 한마디로 우물 안 개구리들의 자리다툼과 먹거리 다툼으로 날을 샌다. 외교력 약화로 위기를 자초한다. 동네북이 된다(無主空山). 먼저 먹는 놈이 임자다. 조선조(朝鮮朝)가 그래서 망했듯이(燕雀處堂) 오늘의 한국이 별반 다르지 않다는 것이 내 생각이다.
예를 들면 이렇다. 특히 지하철에서 보는 공통된 현상이 있다. 남녀노소 누구나 스마트폰을 들여다본다는 것. 나는 거의 습관적으로 가능한 한 지하철 내에서 승객들, 특히 젊은 층(20-40대)의 스마트폰을 슬쩍 훔쳐본다. 궁금해서다. 난 오늘날까지 단 한 번도 지하철 내에서 한국인들이 영어판 뉴스를 보는 걸 못 봤다.

옛날과 달리 CNN, BBC, TIME, WSJ, BANGKOK POST, THE JAPAN TIMES 등 전 세계 영자(英字) 미디어가 항상 열려있는데도 그렇다. 관심이 없기 때문이다. 집에서도 학교에서도 TV 신문 등 언론에서도 국제정치와 사회 등에 대해 들어 본 적도 배운 적이 없기 때문이다. 특히 극좌파가 권력을 잡은 뒤 더 심해졌다. 비겁하고 무책임한 부모 세대의 탓이다.
한국인들이 대학을 나와도 영어 회화를 못 한다는 핀잔을 듣지만, 이는 설명 가능하다. 머리만으로 되는 게 아니기 때문이다. 그러나 영어 독해는 가능하다(10년 이상 머리로만 읽었으니까). 유럽은 말할 것도 없지만 인도 필리핀 등 중고등학교만 나와도 영어 신문을 줄줄 읽는다. 외국인들과 영어로 주고받고 하고 싶은 말도 기죽지 않고 다 한다.

내가 가장 부러운 것 중 하나가 바로 이런 모습이다. 하물며 세계 최고의 학력을 자랑하는 大韓民國 지식인들이 특히 젊은이들이 세계의 창(窓)인 영어와 담을 쌓고 사는 형국이다. 교육의 실패다. 국가 손실이다(惡循環). 순식간에 망할 수 있음을 뜻한다. 미래를 닫아놓은 세상은 우물 안과 같다. 현대판 플라톤의 ‘동굴의 우화’를 읽는 기분이다.

Sitting on a seat and spoke for about an hour with a British couple we met in Odori Park, Sapporo. I utilized Google Translate to continue talking about what I didn't know. Of course it was worthwhile. Just as their birth and upbringing backgrounds were diverse (Thai-British, British native), so were their worldviews and attachments to their home nation. I reaffirmed with them that the universe of human awareness is not much different from the span of their experience.
A Thai-British man asked me a question.
"Thailand is extraordinarily wealthy in natural resources, has a massive population, and covers a large region, but it still lags behind. So are democratization, globalization, and economic power. It compares too much with Korea.
Especially last year (2023), when President Yoon Suk Yeol and his wife were invited by King Charles III of England to remain as state guests. I was startled to watch a live TV broadcast of President Yoon and his wife, who were treated with dignity by the British king at the time. I couldn't help but be shocked at Korea's quick development. What's the secret?

*Answer: Of sure, it is due to a fantastic leader. They are the founder, Pres. Syngman Rhee, and the industrialization advocate, Pres. Park Chung-hee. They had a strong anti-communist mentality, an open mind, and a keen understanding of the world situation. When most poor nations aligned with the USSR and CCP, the two presidents of the Republic of Korea were not the same. They were fully aware that communism was destined to collapse.

Thus, Korea aligned with the liberal United States, which values sovereignty and seeks freedom, human rights, and justice. As a result, the ROK experienced democratization shortly after industrialization. It grew to be the world's fifth largest industrial country and tenth largest economy. It is quite likely that it will shortly join the G7. Of course, the USSR and the CCP failed. I informed him that I believe that those who know how to choose a great leader will never fail.
When I explained carefully and truly, they took a cautious approach. I included an explanation. However, the general view of King Maha Wachiralongkorn, who has held the throne since 2016, appears to be much different. Why?
5. There are many Western seniors in Thailand. Pattaya, in particular, is a retiree's paradise. What do you believe caused it? And so forth.
Well, one of the things I notice when I chat to foreigners on my trips is that their sense of internationality is vibrant. This shows a significant differences from Koreans. This is true for descendants with a history of grandeur that once ruled the world, as well as descendants with a history of dishonor due to colonial domination. Smartphones have given them a more positive and comprehensive perspective on the world.

Korea, on the other hand, regresses or reverses the global trend, deliberately or subconsciously. This tendency occurs in many fields, including politics. In a word, they waste their time fighting over power and the interests of the fat pigs. This creates a problem by reducing their diplomatic authority. Just as the Joseon Dynasty fell, so may do modern Korea.
Here's an example of the subway. Everyone here is looking at their devices. I frequently gaze at their smartphones particularly those in their twenties and forties. I'd never seen Koreans watching the English version of the news on the train yet.

Unlike in the past, English media outlets such as CNN, BBC, TIME, WSJ, the Bangkok Post, and the Japan Times are constantly available. But they're not interested. The situation worsened once the far left seized under control. This is undoubtedly attributable to a cowardly and irresponsible generation of parents.

Foreigners complain that Koreans can't speak English even after graduating from college. This can be explained. Memory power doesn't help spoken English. However, for reading English is ok. (since they have been reading it with their brain for over ten years). In addition to Europe, individuals in India, the Philippines, and other nations read English newspapers after graduating from middle school. They can also converse effectively with outsiders.
This is one of the things I most envy. Furthermore, Korean intellectuals, particularly young people who are proud of having the world's greatest academic background, are unable to speak effectively in English. This entails living by high fences with English, the global language. This is a failure in education and a loss of state. It implies that the country might fall in an instant. This is because the world that has blocked the future resembles a well. The modern version of Plato's "The Fable of Cave" is being reproduced in Korea.
