참여연대 진정서는“Bad English" 美언론매체 혹평. 신상철씨가 힐러리국무장관에 보낸 서한은 더 엉망 한국인 영어실력 폭로한 죄 크다

명배우 Laurence Olivier(을로오렌스 올리뷔어)가 고교교사로 나오는 옛 영국 영화 "Term of Trial" 도입부에 이런 장면이 나온다. 영어교사가 칠판에,

Walking to school today, my arithmetic book fell into the gutter.

(오늘 학교 가는 길에 수학책이 하수구에 떨어졌다.)

라고 써놓고 말썽꾸러기 같은 한 여학생한테 이 문장에 어떤 문제가 있느냐고 묻는다.

여학생은“today가 아니라 Thursday입니다”라고 대답해서 폭소를 자아낸다.

교사가 건달 같은 남학생에게도 같은 질문을 하지만 제대로 대답을 못하자, 마지막으로 가장 어려보이는 남학생을 지목한다. 그 학생은 When I was walking to school이라고 해야 문법적으로 정확하다고 대답했다. 교사는 그 학생을 칭찬하고“When I was가 빠지면 사람이 아니라 수학책이 학교를 가다가 하수구에 떨어졌다는 말이 되므로 문법상 틀린다”고 설명해준다. 즉, 학교 가는 것은 사람이고, 하수구에 떨어진 것은 책이라는 것을 분명히 해야한다는 말이다.

나는 이 영화를 보고, 영어 원어민들은 정확한 영어 구사능력을 매우 중요하게 여기는구나 라고 생각했다. 실제로 이 영화의 여자 주인공인 여학생은 어느 회사에 사무직원으로 취직하기 위해 영어교사로부터 영어특별지도를 받다가 선생님을 짝사랑하게 되고 문제를 일으킨다.

외국 전문가를 포함한 민·군 합동조사단 의견에 따라 한국정부가 천안함 사건을 북한정권의 소행으로 결론짓고 이 문제를 유엔 안전보장이사회(안보리)에 회부, 북한에 대한 응징을 요구하자 한국의 시민단체인 참여연대(참여민주주의와 인권을 위한 연대)와 이른바 좌파로 불리는 일부 인사들이 미국 정부와 유엔에 이의를 제기하는 영문 진정서를 보냈다 한다.

그런데 참여연대 영문 진정서에도 위에서 소개한 영화 장면에서와 같은 문법적 오류가 보인다. However, additional TOD images were released on May 30, claiming that the images were taken after 40 seconds of the incident.가 그 한 예인데, 이렇게 써놓으면 were released 앞의 주어가 claiming의 주어도 되어 말이 안 된다. 또 after 40 seconds of the incident도 40 seconds after the incident라고 써야 옳다. 따라서 제대로 된 글은 However, the military released additional TOD images on May 30, claiming that the images were taken 40 seconds after the incident.(그러나 군은 5월 30일 TOD 영상을 추가로 공개하고 사건 발생 40초 후에 찍은 것이라고 주장했다) 이어야 한다.

참여연대와 일부 인사들의 영문 진정서를 구해서 읽어보고 필자는 크게 놀랐다. 이런 수준의 영어로 진정서를 써서야 아무도 읽어볼 것 같지 않았다. 오죽하면 미국의 인터넷 언론매체 BusinessInsider.com이 참여연대가 유엔 안보리에 보낸 진정서는 bad English로 작성되어 있다고 혹평했을까. 이들 영문 진정서는 영문법상의 오류와 부적절한 단어의 사용, 중언부언식 문장구조 등 문제점이 한, 둘이 아니다.

나는 이들 영문 진정서 내용에 대해서는 가타부타 하지 않겠다. 그러나 이들 영문 진정서들이 “대한민국의 영어수준은 형편없구나”라는 선입관을 대외적으로 심어놓지는 않았을까 심히 우려된다.

★民·軍 합동조사단 위원으로 민주당이 추천한 신상철(인터넷신문 ‘서프라이즈’대표)씨가 힐러리 클린턴 미국 국무장관에게 보냈다는 영문 편지는 한 마디로 엉망이었다. 너무 많아 일일이 다 지적하지는 못하고 딱 두 군데만 예로 들겠다.

<예 1>

신상철 씨는 천안함 좌초/충돌설을 장황하게 설명한 뒤 마지막으로 힐러리 클린턴 미국 국무장관한테 다음과 같이 호소한다. (그의 영문서한 PDF를 글자 그대로 옮긴다.)

Dear Sir,

(전반부 생략)

To tell the truth with you, I am very worry about that so many people in Korea are anxious about 'How Unite State accept this conclusion so simply - Torpedo Explosion' without any doubt.

(후략)

힐러리 클린턴은 여성장관이므로 Dear Madam Secretary라고 불러야 하고, worry 대신 worried를 써야함은 물론이다. 미국 국호 The United States도 정확히 못쓰고 Unite State라고 했고 또 accepts 나 accepted 라고 해야할 것을 accept라고 써놓았다.

제대로 쓰려면 적어도 다음과 같이는 써야 할 것이다.

To tell you the truth, many Korean people do not understand how the United States could accept the Cheonan incident investigation team's sinking-by-torpedo theory so easily without raising any questions.

(사실을 말씀드리면, 천안함 사건 조사팀의 ‘어뢰에 의한 격침설’을 미국이 전혀 의문을 제기하지 않고 어떻게 그렇게 쉽게 받아들일 수 있었는지 많은 한국인들은 이해하지 못하고 있습니다.)

<예 2>

The rest one is Case (4) It's Collision.

That's why I get to the conclusion. The 1st accident is 'Grounding' and the 2nd one is 'Collision'- with every knowledge, experience and analysis.

14. Collision with what?

(1) Might be a military vessel. The rule of military government prohibits fishing at night and required to be back before 1 hour earlier the time of sun-set in that area.

천안함이 처음엔 암초에 부딪치고 다음에 다른 군함과 충돌했다고 주장하는 내용 같은데, 영어문장은 엉망이다. 붉은 색으로 표시한 부분이 특히 엉망이다. The rest one이 무슨 뜻인지 모르겠고, with every knowledge, experience and analysis는 “나의 모든 지식과 경험 그리고 분석에 비추어 봐도”라는 뜻인 것 같은데, 제대로 된 영어로 표현하지 못하고 있다.

그 아래 붉은 색 표시 부분은 “백령도 인근 해역은 민간 어선들의 야간 조업이 금지되어 있기 때문에 어선들은 해 지기 1시간 전에 항구로 돌아와야 한다"는 뜻 같은데, 역시 문법도 엉망이고 적절한 단어도 제대로 쓰지 못했다. 동사 prohibit와 require의 시제가 다른 것도 문제지만 주어가 똑같아 말이 안 된다. 또 The rule of military government는‘군사정부 통치’같이 들리고, 일몰 한 시간 전에 귀항해야 한다는 말도 broken English로 장황하게 쓰여 있다.

제대로 하려면 최소한 다음과 같이는 써야할 것이다.

My own maritime knowledge and experience made me come to this conclusion: The Cheonan incident involves two accidents. The naval vessel first ran aground and then collided with something. It might have collided with another military vessel. Non-military vessels are out of the question because all civilian fishing boats are not allowed in that area after sunset.

(海事문제에 관한 나의 지식과 경험에 비추어 나는 다음과 같은 결론에 도달했다. 천안함 사건은 2개의 사고를 포함한다. 즉, 천안함은 먼저 암초에 걸리고 다음에 다른 무엇과 충돌했다. 아마도 다른 군함과 충돌했을 것이다. 군함이 아닌 선박과의 충돌 가능성은 없다. 왜냐하면, 이 지역에서는 모든 어선들이 일몰 후에는 조업이 금지되어 있기 때문이다.)

신상철 씨 서한의 다른 모든 문장도 이와 대동소이(大同小異)하다. 이런 수준의 영문으로 감히 미국 국무장관한테 편지를 써보내다니 그 용기가 가상하다 하겠다. 신상철씨가 주장하는 것에 대한 나의 의견은 밝히지 않겠다. 다만 신씨가 앞으로도 자주 해외에 투서를 할 생각이라면, 우선 영어 공부부터 좀 확실히 해두든가, 영어 제대로 하는 사람에게 번역을 의뢰하라고 권하고 싶다.

★참여연대 영문 진정서는 신씨 것보다는 낫다. 그러나 위에서 지적한 것 같은 문법상의 오류도 많이 보이고, 너무 한글 원문에 충실하게 번역하려다 보니 영어 원어민들이 보기에는 어설프고, 우스꽝스럽고, 중언부언(重言復言) 장황하고 짜증나는 문장이 많아, 이 문서를 다 읽은 유엔 안보리 회원국 대표가 있을 것 같지 않다.

참여연대의 영문진정서 3개 전부를 다 다시 써야 한다는 게 필자의 생각이다. 아래 붙인 것은 제1 진정서의 제 1항 한글 원문과 영어번역이다. 그 아래 파란 글자로 다시 쓴 것이 필자가 고쳐 써본 것이다.

<천안함 침몰에 관한 참여연대 입장>

1. 이명박 정부의 천안함 사건 조사결과 발표와 후속조치에 대한 참여연대의 입장

1. 천안함 사건 개요

◯ 지난 3월 26일 21시 15분과 22분 사이로 추정되는 시각, 북방한계선에 인접한 백령도라는 섬의 서남해쪽 1마일 거리의 얕은 바다에서 한국해군 1300톤급 초계함인 천안함이 두동강난 채로 침몰했다. 당시 한미연합군은 독수리 연습으로 명명된 군사훈련 중이었다. 한미연합 사령관은 이 훈련에 북한 유사시를 대비한 대량살상무기(핵무기) 제거팀이 참여하고 있다고 발표했었다.

◯ 국방부는 천안함이 이 훈련과 직접적으로 연관된 기동을 하고 있었던 것은 아니라고 설명했다. 반면, 구조활동을 지원하던 미 해군 7함대 소속 데릭 피터슨 소령은 4월 5일 한 TV방송사와의 인터뷰에서 "한국과 미국이 함께하는 규칙적인 훈련 중에 일어난 일“이라고 말했다.

◯ 함장 포함 58명은 생존했으나 나머지 46명은 죽거나 실종됐다. 군은 이상하게도 침몰된 군함을 48시간 이상 찾지 못했는데, 어군탐지기를 소유한 어선은 조사에 합류하자마자 이를 찾아냈다. 이로 인해 군은 실종자 가족들로부터 불신을 샀다.

The PSPD's Stance on the Final Investigation Report on the Cheonan and the countering measures of the Lee Myung-bak administration

1. Brief on the Cheonan Incident


● The 1,300-ton patrol combat corvette (PCC) Cheonan split in two and sank about 1 nautical mile off the southwestern coast of Baengnyeong-do(Island) near the NLL(Northen Limit Line) in the shallow water of the West Sea at the time estimated to be around 21:15 to 21:22 on March 26, 2010. At the time, the ROK and the U.S. forces were jointly conducting the annual field military exercise, Foal Eagle. Commander of the ROK-U.S. Combined Forces Command announced that the WMD (weapons of mass destruction including nuclear weapons) removal team involved in this military exercise just in case of North Korea's contingent situation.

● While the Ministry of Defense elaborated that the Cheonan was not mobilized directly related to the Foal Eagle exercise, Major Derek Peterson of the US Navy's 7th Fleet who was on the rescue mission for the sunken Cheonan stated in an interview with a Korean TV station on April 5, 2010 that the sinking occurred during the joint field exercise conducted by the ROK and the U.S. on a regular basis.

● Although 58 survived including the captain of the warship, 46 were either dead or missing. Strangely though, while the ROK military could not locate the vessel for 48 hours after sinking, a fishing boat equipped with a fish detector found the ship immediately after joining the search effort, raising distrust among the missing sailors' families.

The PSPD's opinion regarding the official investigation report on the sinking incident of the Republic of Korea Navy warship Cheonan and the Lee Myung-bak administration's reaction to it.

1. A Summary of the Cheonan Incident

● The 1,300-ton patrol combat corvette Cheonan of the Republic of Korea (ROK) Navy was cut in half and sank in the shallow waters of the West Sea (Yellow Sea) about one nautical mile off the southwestern coast of Baengnyeongdo, a South Korean islet near the Northern Limit Line (NLL). The accident took place some time between 9:15 and 9:22 p.m. local time on March 26, 2010. At the time, the Republic of Korea and the United States armed forces were conducting an annual joint military exercise, code-named Foal Eagle, south of the accident scene. The ROK-U.S. Combined Forces Command announced that a weapons of mass destruction removal team had participated in this exercise just in case of a actual military conflict with North Korea.

● While the ROK Ministry of Defense stated that the Cheonan was not specifically mobilized for the Foal Eagle, Major Derek Peterson of the US Navy's 7th Fleet who was on the rescue team told a South Korean TV outlet that the warship's sinking occurred during the joint military exercise.

● Although 58 crew members including the captain survived the sinking, 46 were either killed or missing. Strangely though, while the ROK Navy could locate neither of the two halves of the sunken vessel for the first 48 hours after the accident, a civilian fishing boat equipped with a fish detector found the rear half of the warship immediately after joining the search effort, causing the missing sailors' families to question the Navy rescue team's sincerity.
