역시 우물 밖으로 뛰쳐 나와 봐야 보인다

여행 중 만난 사람들177 – 국제사회의 보이지 않는 룰은 첫째도 둘째도 국력(國力)이 우선.

코타키나발루에서 3주의 여행을 마치고 태국으로 옮겼다. 방콕 외곽의 람캄행에서 2주일 묵고 파타야로 이동했다. 코타의 특징 중 하나는 한국인과 말레이시아 여행객 외 서구인(西歐人) 여행객은 거의 없다는 것. 람캄행의 모습은 서구인은 물론 한국인도 보기 드물다는 것. 다시 말해 이곳은 먹거리 볼거리 등 모든 것이(물가 등) 현지인 중심이다. 파타야는 정반대. 항상 그러하듯이 서구인 천국이다. 큰길, 작은 길, 해변 등 어디를 가나 그렇다.

파타야의 분위기를 코로나 이전과 비교한다면, 2010년대 초반부터 갑자기 등장한 엄청난 수의 단체 여행객인 러시아인들과 중국인들이 대폭 줄었다는 것. 러시아는 우크라이나와 전쟁 중이라 그런 것 같고, 중국은 경제 파탄으로 그런 것 같다. 어쨌든 러시아인들과 달리 수십 명씩 몰려다니며 중국인 특유(眼下無人)의 시끄럽게 떠드는 중국말이 사라졌다는 건 분명해 보인다.

특이한 건 러시아인들이다. 예전만큼 그들이 거리에서 많이 보이는 건 아니지만 일단 숙소에 들어와 보면 다르다. 로비, 레스토랑, 수영장 등 여기저기서 들리는 말의 절반은 여전히 러시아어다. 이들 대부분은 50대 이상 남녀들. 자기 나라가 전쟁 중인데 외국에 나와 있다는 걸 의식해서인지 예전과 달리 내가 대화를 시도해도 썩 반기는 눈치가 아니다.

어제 오후엔 숙소의 수영장에서 50대 후반으로 보이는 한 서구인에게 말을 걸었다. 영어로 인사를 포함 몇 마디 나눠보니 그도 역시 러시아인이었다. 내가 한국에서 왔다고 하니 고개만 끄덕일 뿐 별 말이 없었다. 이들이 모를 리 없다. 2년 이상 진행되고 있는 러-우 전쟁에서 한국과 북한의 태도가 다르다는 것을. 그들에게 무기를 제공하는 북한은 친구지만 한국은 아니라는 것을.

이처럼 개개인은 세계 어딜 가나 국제사회의 보이지 않는 룰을 벗어날 수 없다. 첫째도 둘째도 국력(國力)이 우선이기 때문이다. 개인의 부(富)? 능력? 학력? 묻지도 않고 알려고 하지도 않는다. 각자의 나라가 처한 상태, 국방력, 경제력, 외교력 등 한 마디로 자기 나라의 국력(國力)에 따라 국제사회의 룰을 지배하기도 지배받기도 한다. 이를 실증(實證)하듯, 중국인들과 러시아인들의 모습이 그렇다. 분명 코로나 이전과 확연히 달라졌다. 세계인들이 모이는 이곳, 파타야에서 확인했다.

We moved to Thailand after completing our three-week tour in Kota Kinabalu. We remained in Ramkamchen, just outside Bangkok, for two weeks before moving to Pattaya. Except for Korean and Malaysian visitors, Kota has very few Westerners. It is unusual to see both Westerners and Koreans in Ramkamhen. It means it's based on residents in every way (including food costs). Pattaya is the complete opposite. As always, it is a Westerner's utopia. It's the same anywhere I go, whether on a major road, a side road, or a beach.

When I compare Pattaya's environment to pre-COVID-19 levels, the number of Russian and Chinese visitors who emerged unexpectedly in the early 2010s has drastically dropped. Perhaps it's because Russia is at war with Ukraine and China is experiencing economic ruin. In any event, unlike Russians, it appears that the Chinese language, which is densely populated and noisy, has vanished.

I think the Russians are unique. They are less noticeable on the streets than they once were. But inside the hotel, things are drastically different. Half of the phrases I hear at the foyer of a hotel, restaurant, or swimming pool are still Russian. The majority of them are men and women in their 50s or older. Unlike earlier, they don't appear to welcome me when I try to chat to them, maybe because they are aware that their nation is at war and they are overseas.

Yesterday afternoon, I met with a Westerner in his late fifties in our swimming pool. When I chatted to him briefly in English, I discovered that he was also Russian. When I informed him I was from Korea, he simply nodded and said nothing. They were fully aware that S. Korea and N. Korea had opposing views on Russia after their nations had been at war with Ukraine for almost two years. N. Korea gives them arms, while S. Korea does not.

As a result, no matter where we travel in the globe, we are restricted by the international community's invisible norms. This is because national strength comes first. Individual wealth? Ability? Education? No. Nobody is interested in it. They just consider which country is stronger. They know that only stronger countries have a real impact over international rules. As evidenced by this, the positions of the Chinese and Russians are being changed. I found it in Pattaya, where people from all over the world gather.
