현재 서울시청 앞 광장에서는 ´북한인권사진전´이 열리고 있다. 4일부터 시작된 사진전은 매일 오전 10시부터 오후 6시까지 진행된다.

탈북자들의 모임인 ´북한민주화운동본부´ 박상학 사무국장은 이번 행사가 11일까지 계속된다고 밝혔다.

외신에서도 이번 사진전에 주목하고 있다. 월스트리트 저널(The Wall Street Journal)은 4일자 보도에서 이 내용을 다뤘다.

'신음하고 있는 북한 사람들의 사진 한국에서 전시중'

서울(AP)--굶주리고 있는 북한어린이들과 공산국가의 엄중한 경계선의 탈출을 시도하고 있는 사람들의 사진이 일요일 서울에서 전시되었다. 이 행사는 북쪽의 인권유린을 한국 사람들에게 알리려는 활동가들의 노력의 일부분이다.

사진전시는 목요일부터 토요일까지로 계획되어 있는 북한인권에 관한 국제회의의 바깥쪽에서 열리고 있다.
서울시청 바깥쪽의 전시장의 20장의 사진중 한장은 굶주림으로 인해서 위가 부풀어 있는 발가벗은 어린이의 모습을 보여주고 있었다. 다른 또 한장은 3명의 북한인 가족이-허리 아래는 발가벗은 채- 혹한의 강을 건너 중국으로 탈출하는 모습을 보여 주고 있었다.

전시중에는 또한 북한의 공개처형이라고 주장하는 사진도 있었다.

미국 및 캐나다의 일부 도시를 포함하여, 10개도시를 순회한 이 전시는 '예술에 관한 것이 아니라, '生死에 관한 문제'라고 김문수 의원은 말했다.

'우리가 저 비참하게 살고 있는 동포들을 돌보지 않으면, 누가 돌볼 것인가?' 라고 그는 말했다.

북한은, 공개처형 및 고문을 포함한, 인권유린 때문에 자주 비난을 받아왔다. 북한은 비난에 대해서 자기들의 정부를 전복시키려는 미국의 음모의 일부라고 주장하면서, 비난에 발끈해 왔다.

한국은 주로 이 문제에 침묵해 왔다.

'남북관계를 개선하기 위하여, 우리는 먼저 북한인권문제에 관해 무엇인가를 하지 않으면 안된다'며 '북한정권의 성격을 알기 때문에, 북한이 스스로 인권상황을 개선할 것으로 믿기는 어렵다'고 전시회 한국측의 책임자인 유세희는 말했다.

회의는 한국인권그룹들과 미국에 기반을 두고 있는 민주주의옹호기구인, 프리덤 하우스에 의하여 마련되었다. 유사한 회의가 7월에 워싱턴에서 개최되었으며 또 오는 3월에 벨지움에서 또 다른 회의가 계획되어 있다.

미국의 북한인권특사 제이 레프코비츠가, 회의에 참석할 것이라고 주최측은 말했다.

Photos Of North Korean Suffering Go On Display In S Korea

SEOUL (AP)--Pictures of starving North Korean children and people trying to flee the hardline communist nation were displayed in Seoul Sunday, part of efforts by activists to raise South Koreans´ awareness of human rights abuses in the North.

The photo exhibit is being held on the sidelines of an international conference on human rights in North Korea scheduled Thursday through Saturday.

One of about 20 photographs on exhibit outside Seoul City Hall showed a naked child with a stomach bloated from hunger. Another showed a family of three North Koreans - naked from the waist down - escaping to China by crossing a frigid river.

Also on display were pictures of an alleged public execution in North Korea.

The exhibition, which has toured 10 cities, including some in the United States and Canada, since last month, 'is not about art, but about life and death,' said Kim Moon-soo, a lawmaker with the opposition Grand National Party.

'If we don´t care about our brethren who live miserably, who will?' Kim said at the opening of the exhibit.

North Korea has frequently been accused of human rights abuses, including public executions and torture. It has bristled at the criticism, calling it part of a U.S. plot to overthrow its government.

South Korea has largely kept quiet on the issue, fearing that criticism could complicate efforts to resolve a standoff over the North´s nuclear programs and reconciliation efforts between the two Koreas.

'In order to improve South-North relations, we must first do something about the North Korean human rights issue,' said Yoo Se-hee, head of the South Korean organizers of the exhibit. 'Knowing the nature of the North Korean regime, it is hard to believe that it would enhance its human rights situation on its own.'

The conference is organized by South Korean human rights groups and Freedom House, a U.S.-based pro-democracy organization that held a similar conference in Washington in July and plans another in Belgium next March.

Jay Lefkowitz, the U.S. special envoy for North Korea human rights, will take part in the conference, the organizers said.
