[연설의 배경] 1940년 일본은 독일, 이탈리아와 동맹을 맺고, 1941년 소련과 중립 조약을 맺은 후 자원이 풍부한 동남 아시아로의 침략을 꾀하였다. 미국은 일본에 대한 석유 공급을 중단하고, 영국, 중국, 네덜란드와 더불어 경제 봉쇄로 맞섰다. 미국과의 협상이 진척을 보이지 않자, 일본은 1941년 12월7일 일요일 아침 선전 포고도 없이 하와이의 진주만(Pearl Harbor)을 기습, 미군함 19척이 격침 또는 대파되고 2300여 명의 美해군과 육군 장병이 하루 아침에 몰사했다. 일본은 이어 영국에도 선전 포고, 태평양 전쟁이 시작되었다. 일본과 동맹 관계에 있던 독일과 이탈리아가 미국에 선전 포고를 하자 전쟁은 문자 그대로 세계 대전으로 확대되었다. 미국의 방위를 책임진 대통령으로서 루스벨트 대통령은 이 심각한 국가 위기 사태에 직면하여 일본에 대한 선전 포고를 의회에 요청하게 된다. 그의 연설은 간결하면서도 그 당시 긴급한 상황을 생생하게 묘사하고 있다.

우리가 최대한 힘을 다해 나라를 지키고 이런 식의 배신 행위가 앞으로 다시는 우리를 위협하지 못하도록 확실히 해두어야 한다는 저의 주장은 의회와 국민 모두의 뜻을 반영한 것이라고 믿는 바입니다.
지금은 전쟁 상태입니다. 우리 국민, 우리 영토, 우리의 이익이 심각한 위험 사태에 처해 있다는 사실을 잊어서는 안 되겠습니다. 우리 군에 대한 신뢰와 우리 국민의 결연한 의지로써, 우리는 기필코 승리를 거두게 될 것입니다. 신의 가호가 있으소서.

Asks Congress to Declare War on
Japan(December 8, 1941)

“Yesterday, December 7, 1941―a date which will live in infamy.”

Mr. Vice-President, Mr. Speaker, members of the Senate and the House of Representatives: Yesterday, December 7, 1941―a date which will live in infamy―the United States of America was suddenly and deliberately attacked by naval and air forces of the empire of Japan.
The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific.
Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu the Japanese ambassador to the United States and his colleague delivered to our secretary of state a formal reply to a recent American message. And, while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.
It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.
The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.
Yesterday the Japanese government also launched an attack against Malaya.
Last night Japanese forces attacked Hong Kong.
Last night Japanese forces attacked Guam.
Last night Japanese forces attacked the Philippine Islands.
Last night the Japanese attacked Wake Island.
And this morning the Japanese attacked Midway Island.
Japan has therefore undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.
As commander-in-chief of the army and navy I have directed that all measures be taken for our defense, that always will our whole nation remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people, in their righteous might, will win through to absolute victory.
I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us.
Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger. With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph. So help us God.
I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire.
