*아래 자료는 국제투명성 기구가 작년에 발표한 세계 투명성 랭킹 표입니다. 102개국중 핀란드가 가장 깨끗하고 방글라데시가 가장 부패한 나라로 나와 있습니다. 북한은 조사대상에 빠져서 그렇지 아마도 방글라데시보다도 더 부패한 국가에 끼였을 것입니다.

한국은 코스타리카, 요르단, 모리샤스와 더불어 40위에 올라 있습니다. 이 표를 자세히 들여다보면 20위까지 들어간 나라들은 칠레를 제외하면 전부가 1인당 GDP(국내총생산)가 1만5000 달러 이상의 富國이란 사실입니다. 반면에 80-102등에 낀 부패국가들은 선동정치가 차베스 대통령이 나라를 망쳐먹고 있는 베네수엘라를 제외하면 전부 1인당 GDP가 2000달러 미만입니다.

이것은 무엇을 의미합니까. 세 단어가 생각납니다. 조선조 선비들의 썼던 淸貧, 중국의 賢者가 말했던 '恒産이 있어야 恒心이 있다'는 말, 그리고 프로테스탄트의 직업윤리인 淸富정신이 그것입니다.

조선조 선비들은 가난해야 깨끗하다는 의미로 그런 단어를 쓴 것입니다. 이는 위의 통계와 비교해서 잘 맞지 않는 것 같습니다. 가난할수록 부패해지는 것이 하나의 법칙입니다. 북한의 공무원이 남한의 공무원보다 부패한 것은 북한이 더 가난하기 때문입니다.

일정한 재산이 있어야 마음이 정상을 유지하고 투명하여 부패하지 않게 된다는 중국의 名言이 더 과학적입니다. 프로테스탄트는 한 걸음 더 나아가서 열심히 번 돈으로써 불쌍한 사람을 도운다든지 사회사업을 하는 일을 하느님께 영광을 돌리는 것으로 생각하였고 이렇게 쓴 돈이야말로 깨끗한 富의 축적이라고 평가했습니다.

淸貧을 이룬 인간은 있을지 모르지만 청빈한 나라는 인류 역사상 있어본 적이 없습니다. 가난하면 뇌물이 횡행하게 되고 인간정신도 부패하게 되어 있습니다.

따라서 부패를 척결하기 위한 개혁은 경제성장으로써만 이뤄질 수 있다는 것이 증명된 것입니다. 1인당 국민소득 2만 달러 시대는 1만 달러 시대보다 깨끗할 것입니다.

A CPI 2002 Score
relates to perceptions of the degree of corruption as seen by business people, academics and risk analysts, and ranges between 10 (highly clean) and 0 (highly corrupt).

A Surveys Used
refers to the number of surveys that assessed a country's performance. A total of 15 surveys were used from nine independent institutions, and at least three surveys were required for a country to be included in the CPI.

Standard Deviation
indicates differences in the values of the sources: the greater the standard deviation, the greater the differences of perceptions of a country among the sources.

High-Low Range
provides the highest and lowest values of the different sources.
